Government Has Issued Medium Term Development Plan 2015-2019
With consideration to implement the provisions of Article 19 Paragraph (1) of Law No. 25 of 2004 on National Development Planning System, President Joko Widodo (Jokowi) on January 8, 2015 ago, has signed a Presidential Decree No. 2 of 2015 on the National Medium Term Development Plan (RPJMN) 2015-2019.
Mentioned in this Presidential Decree, RPJMN is an elaboration of vision, mission and programs of the President. “RPJMN contains of national development strategies, public policies, programs of Ministry/Institution and Cross-Ministry/Institution, regional and cross-regional, as well as macro-economic framework, which includes the overall economic situation, including the direction of fiscal policy in the work plan in the form of regulatory framework and funding framework that are indicative,” Article 2 Paragraph (2) of this Presidential Decree.
RPJMN intended to function as: a. Guidelines for Ministry/Institution in preparing the strategic plan; b. Preparation and adjustment material of the Regional RPJM; c. Government guidelines in preparing the Government Work Plan (RKP); and d. Baselines in the monitoring and evaluation of the National RPJM.
Moreover, according to this Presidential Decree, the National RPJM also can be a reference for the public to participate in the implementation of national development.
Mentioned in this Presidential Decree, the Minister of National Development Planning (PPN) /Head of National Development Planning Agency (Bappenas) to monitor and evaluate the implementation of the National RPJM. “Monitoring is carried out periodically, held at mid-term and final year implementation of the National RPJM,” Article 2 Paragraph (2.3) of the Presidential Decree.
“Presidential Decree shall enter into force on the date of enactment,” reads Article 7 of Presidential Decree No. 2 of 2015, promulgated by the Ministry of Law and Human Rights Amir Syamsudin on January 8, 2015 it.

“RPJMN 2015-2019 is guidelines to ensure the achievement of the vision and mission of the President, RPJMN at once to maintain the consistency of the direction of national development, in accordance with the objectives in the Act 1945 Constitution and RPJPN 2005-2025,” reads the National RPJM 2015-2019.
The agenda of the first year, in the Medium Term Development 2015-2019, according to this Presidential Decree, is also intended as an attempt to build a foundation for sustained acceleration in subsequent years, in addition to serving the basic needs of society, that urgent. Meanwhile, the five-year agenda for the period 2015-2019, are also expected to lay a solid foundation for the subsequent development stages.
“Thus, the medium-term development strategy, including the strategy in the first year, is a strategy to generate growth for the greatest prosperity of the people in a sustainable manner,” reads the attachment Presidential Decree No. 2 of 2015’s.
In the Presidential Decree attachment, also conveyed target economic figures, that is targeted to be achieved in the National RPJM 2015-2019, which are: a. GDP growth in 2015 of 5.8 percent to 7.1 percent (2017), and 8.0 (2019); b. Investment needs in 2015 to Rp 3,945 trillion to Rp 5.188 trillion (2017), and to Rp 6947 trillion (2019); c. The inflation rate of 5.8 percent (2015) to 4.0 (2017), and to 3.5 percent (2019). (Pusdatin/ES)
