Government to Start Umbulan Drinking Water Project

Coordinating Minister for the Economy Darmin Nasution, accompanied by Minister of Public Works and Public Housing as well as Deputy Minister of Finance, witnesses the signing of Umbulan Cooperation Project, in Jakarta, on Thursday (21/7)

Have been planned for 43 years, the Government will soon start Umbulan Water Supply Development System (SPAM) in Pasuruan, East Java. The commitment to materialize the project is marked by the signing of Cooperation Project between the East Java Provincial Government and PT Meta Adhya Tirta Umbulan, in Jakarta, on Thursday (21/7).

The signing of Umbulan Cooperation Project was carried out by Governor of East Java Soekarwo as the Cooperation Project Caretaker (PJPK) of Umbulan Project and the Director of PT Meta Adhya Tirta Umbulan, Yusirin, and witnessed by Minister of Public Works and Public Housing Basuki Hadimuljono, Coordinating Minister for the Economy Darmin Nasution, as well as Deputy Minister of Finance Mardiasmo.

PT Meta Adhya Tirta Umbulan is a business entity that carries out the project and a company created by a consortium comprising of PT Medco Gas Indonesia and PT Bangun Cipta Kontraktor as the winner of Umbulan Project bidding.

At the same time, there were three derivative agreements that were signed, such as Recourse Agreement between Governor Soekarwo and the Director of PT Penjamin Infrastruktur Indonesia (PII) Sinthya Roesly; Drinking Water Supply Agreement between the Managing Director of East Java’s Clean Water Regional Agency (PDAB) Joko Triono and the Director of PT Meta Adhya Tirta Umbulan Yusirin; and an agreement between PT PII and PT Meta Adhya Tirta.

This Umbulan Project is the first most difficult project because it involves a numver of regencies/cities, such as Pasuruan Regency, Sidoarjo Regency, Surabaya Regency, and Gresik Regency, that absorbs investment as much as Rp 4.51 trillion, which Rp2.05 trillion of it comes from private companies (as the winner of the bidding). Meanwhile, the Government gives financial support as much as Rp818 billion and the business entity is responsible to provide the rest of the fund.

The water, which comes from Umbulan spring in Pasuruan Regency, will be distributed through a 93.7 kilometer transmission pipe for Drinking Water Regional Agency (PDAM) in five regencies/cities such as Surabaya City (1,000 liters per second), Pasuruan Regency (410 liters per second), Pasuruan City (110 liters per second), Sidoarjo Regency (1,200 liters per second), Gresik Regency (1,000 liters per second). There are 1.3 million people who will use the water.

“The construction of  water system is one of solution to overcome the limited water supply in a number of regencies/cities. It is in line with the mandate of Law Number 23 of 2014 on Regional Government that says cooperation between regions can be carried out over consideration to achieve an efficient and effective public services and mutually beneficial,” Minister Basuki Hadimuljono said. (BKP Kementerian PUPR/ES)(MMB/YM/Naster)
