Untuk itu, Presiden meminta Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) Asman Abnur segera menjalankan perombakan dari hulu ke hilir.<\/p>\n<p style=\"text-align: justify;\">\u0093Dalam sisi kuantitas kita membutuhkan jumlah PNS (Pegawai Negeri Sipil) yang proporsional dengan memperhatikan jumlah penduduk, kemampuan keuangan negara, serta perkembangan kemajuan teknologi informasi ke arah sistem pemerintahan yang berbasis elektronik,\u0094 kata Presiden Jokowi dalam pengantarnya pada Rapat Terbatas membahas Manajemen Aparatur Sipil Negara, di Kantor Presiden, Jakarta, Senin (24\/10) sore.<!--more--><\/p>\n<p style=\"text-align: justify;\">Presiden juga meminta perhatian terkait rata-rata pertumbuhan belanja pegawai yang semakin meningkat, dimana pada tahun 2009 sampai 2017 sebesar 13,7% dan belanja manfaat pensiun tumbuh 10%.<\/p>\n<p style=\"text-align: justify;\">Untuk itu, Presiden menegaskan kembali bahwa kebijakan moratorium harus dipahami sebagai upaya membenahi manajemen ASN.<\/p>\n<p style=\"text-align: justify;\">Sebelumnya, Presiden telah mengingatkan kepada MenPANRB agar turut mengambil langkah-langkah konkret dalam mengubah orientasi kerja birokrasi supaya tidak semata-mata hanya berorientasi pada prosedur, namun lebih kepada hasil.
