(Foto: Humas\/Rahmat)<\/p><\/div>\n<p style=\"text-align: justify;\">Sekretaris Kabinet (Seskab) Pramono Anung mengemukakan, persoalan perundang-undang merupakan persoalan yang sangat serius yang akan ditangani oleh pemerintah ke depan. Karena itu, ia berharap lembaga tunggal pembentuk undang-undang (UU) bisa dibentuk setelah Pemilu Presiden (Pilpres) 2019.<\/p>\n<p style=\"text-align: justify;\">\u0093Saya yakin mudah-mudahan itu akan terwujud nanti setelah Pemilu Presiden pada tahun 2019,\u0094 tegas Seskab kepada wartawan usai Seminar Nasional Reformasi Hukum, yang digelar di Hotel Grand Hyatt, Jakarta, Rabu (28\/11).<!--more--><\/p>\n<p style=\"text-align: justify;\">Seskab menepis anggapan pemerintah tidak akan berani membentuk lembaga tunggal pembentuk UU itu. Ia menegaskan, kalau urusan berani, tidak ada yang mengalahkan Presiden Joko Widodo (Jokowi). Selama itu untuk kepentingan, kebaikan, dan juga untuk perbaikan, Seskab meyakinkan, pasti beliau akan lakukan.<\/p>\n<p style=\"text-align: justify;\">\u0093Jangankan untuk menggabungkan ataupun membubarkan sebuah kelembagaan, Presiden sudah membuktikan dari banyak komisi-komisi atau badan-badan yang tidak diperlukan dan diperintahkan kepada Menteri PANRB untuk membubarkan,\u0094 ujar Seskab.<\/p>\n<p style=\"text-align: justify;\">Kebetulan, lanjut Seskab, usulan revisi perubahan Undang-Undang Nomor 12 Tahun 2011 tentang Pembentukan Peraturan Undang-Undang sudah masuk Program Legislasi Nasional (Prolegnas) tahun 2019.<\/p>\n<p style=\"text-align: justify;\">\u0093Jadi ini bentuk antisipasi kita kalau-kalau pemerintah memang membutuhkan perubahan-perubahan dalam proses penyusunan Undang-Undang. Tergantung pemerintah untuk memanfaatkan fasilitas yang sudah kita berikan berupa masuknya revisi UU Nomor 12\/2011 itu,\u0094 tukasnya.<\/p>\n<p style=\"text-align: justify;\"><strong>Peserta Seminar Sepakat<\/strong><\/p>\n<p style=\"text-align: justify;\">Mengenai hasil Seminar Nasional Reformasi Hukum itu sendiri, Seskab Pramono Anung mengemukakan, dari apa yang disampaikan oleh narasumber dan juga oleh Menteri Legislasi Korea Selatan dan juga pandangan peserta, pada intinya kita menyepakati bahwa begitu banyak peraturan perundang-undangan yang <em>overlapping, <\/em>tumpang tindih mulai dari undang-undang turun ke bawah sampai dengan Peraturan Presiden sampai dengan Peraturan Wali kota atau Bupati.<\/p>\n<p style=\"text-align: justify;\">Untuk itu, lanjut Seskab, seminar merekomendasikan agar ada lembaga yang secara khusus menangani peraturan perundang-undangan sehingga tidak banyak pintu seperti pada saat ini, ada melalui Menteri Hukum dan HAM, kemudian Mensesneg, Seskab, dan juga tentunya DPR sebagai dewan yang bertugas untuk membahas persoalan yang berkaitan dengan legislasi.<\/p>\n<p style=\"text-align: justify;\">Ke depan, menurut Seskab, rekomendasi yang dihasilkan dalam seminar itu tentunya menjadi acuan pemerintah untuk membentuk sebuah badan tunggal agar peraturan perundang-undangan itu tidak lagi menjadi beban bagi pemerintah.<\/p>\n<p style=\"text-align: justify;\">\u0093Siapapun yang akan memerintah nanti, terutama bagi Presiden, agar peraturan itu mempermudah bagi Presiden dan pemerintah untuk mengambil keputusan,\u0094 ucap Seskab seraya mengingatkan, bahwa Presiden Jokowi berulang kali menyampaikan bahwa ke depan tantangan utama, siapa yang akan bisa memenangkan pertarungan dunia adalah menjadi bangsa yang lebih cepat dibandingkan dengan bangsa lain.<\/p>\n<p style=\"text-align: justify;\">\u0093Maka peraturan perundang-undangan tidak boleh menjadi penghambat dari hal tersebut, tetapi malah membantu mempercepat apa yang diinginkan oleh Presiden dan pemerintah,\u0094 ujar Seskab.<strong>(SDV\/GUN\/RAH\/ES)<\/strong><\/p>\n<p style=\"text-align: justify;\">\n","protected":false},"excerpt":{"rendered":"<p>Sekretaris Kabinet (Seskab) Pramono Anung mengemukakan, persoalan perundang-undang merupakan persoalan yang sangat serius yang akan ditangani oleh pemerintah ke depan.
