{"id":19230,"date":"2015-01-22T13:57:40","date_gmt":"2015-01-22T06:57:40","guid":{"rendered":"https:\/\/setkab.go.id\/?p=19230"},"modified":"2015-01-22T13:58:30","modified_gmt":"2015-01-22T06:58:30","slug":"wajib-electronic-procurement-pengadaan-barangjasa-pemerintah-kini-lebih-cepat","status":"publish","type":"post","link":"https:\/\/setkab.go.id\/wajib-electronic-procurement-pengadaan-barangjasa-pemerintah-kini-lebih-cepat\/","title":{"rendered":"Wajib Electronic Procurement, Pengadaan Barang\/Jasa Pemerintah Kini Lebih Cepat"},"content":{"rendered":"<p><a href=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2015\/01\/e_proc.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-19231 alignleft\" style=\"margin: 5px;\" alt=\"e_proc\" src=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2015\/01\/e_proc-300x239.jpg\" width=\"230\" height=\"200\" \/><\/a>Dalam rangka percepatan pengadaan Barang\/jasa Pemerintah, Presiden Joko Widodo (Jokowi) pada 16 Januari 2015 telah menandatangani Peraturan Presiden Nomor 4 Tahun 2015 tentang Perubahan Keempat atas Peraturan Presiden Nomor 54 Tahun 2010 tentang Pengadaan Barang\/Jasa Pemerintah dan Instruksi Presiden Nomor 1 Tahun 2015 tentang Percepatan Pelaksanaan Pengadaan Barang\/Jasa Pemerintah.<\/p>\n<p>Perpres Nomor 4 Tahun 2015 yang merupakan perubahan keempat atas Perpres Nomor 54 Tahun 2010 ini mewajibkan kementerian\/lembaga\/pemerintah daerah\/institusi untuk melaksanakan pengadaan Barang\/Jasa melalui <i>e-procurement. <\/i><!--more--><\/p>\n<p>\u0093Percepatan pelaksanaan <i>e-tendering<\/i> dan pemanfaatan <i>e-purchasing <\/i>melalui penguatan <i>e-catalogue<\/i>,\u0094 bunyi Perpres tersebut<i>.<\/i><\/p>\n<p>Dengan kebijakan baru dalam proses pengadaan barang\/jasa tersebut, diharapkan terjadi percepatan dalam: a. Proses pelelangan umum\/seleksi umum pascakualifikasi dari 20 hari menjadi 15 hari; b. Proses pelelangan umum\/seleksi umum prakualifikasi dari 40 hari menjadi 31 hari; c. Proses pelelangan sederhana dari 12 hari menjadi 6 hari.<\/p>\n<p>Perpres Nomor 4 Tahun 2015 tersebut juga memberikan kepastian dalam keberlangsungan pelaksanaan pengadaan barang\/jasa, terutama jasa konstruksi. Hal ini dapat terlihat dalam ketentuan mengenai pemberian kewenangan kepada Pejabat Pembuat Komitmen (PPK) untuk melakukan penunjukkan langsung terhadap penyedia pemenang berikutnya atau penyedia yang berkualitas dan mampu, guna melanjutkan pekerjaan dalam hal penyedia yang menjadi pemenang tidak mampu untuk menyelesaikan pekerjaannya.<\/p>\n<p>Adapun Instruksi Presiden Nomor 1 Tahun 2015 intinya disiapkan dalam rangka mendorong kementerian\/lembaga\/ pemerintah daerah\/instansi untuk melakukan percepatan pengadaan barang\/jasa pemerintah, dengan menyelesaikan seluruh proses pengadaan barang\/jasa, paling lambat bulan Maret pada Tahun Anggaran berjalan, khususnya untuk pengadaan jasa konstruksi yang dapat diselesaikan dalam waktu paling lama 1 tahun.<\/p>\n<p>Secara umum penerbitan Perpres Nomor 4 Tahun 2015 dan Inpres Nomor 1 Tahun 2015 diharapkan dapat memberikan energi baru dalam percepatan pelaksanaan pengadaan barang\/jasa Pemerintah, tanpa melupakan sisi akuntabilitas<b>.
