Di dalam SE tersebut Menteri PANRB menegaskan bahwa penetapan predikat kinerja aparatur sipil negara (ASN) kini dilakukan dengan memperhatikan pola distribusi predikat kinerja berdasarkan capaian kinerja organisasi tempatnya bekerja.<\/p>\n<p style=\"text-align: justify;\">&#8220;Evaluasi kinerja pegawai ASN dilakukan dengan menetapkan predikat kinerja pegawai ASN berdasarkan predikat capaian kinerja organisasi,\u201d disebutkan dalam SE yang ditandatangani Menteri PANRB pada tanggal 31 Januari 2023 tersebut.<\/p>\n<p style=\"text-align: justify;\">Dalam SE disebutkan tiga tahapan untuk mengevaluasi kinerja ASN. Pertama, menetapkan capaian kinerja organisasi yang terdiri atas penetapan capaian kinerja periodik dan tahunan.<!--more--><\/p>\n<p style=\"text-align: justify;\">&#8220;Capaian kinerja organisasi ditetapkan dalam predikat Istimewa, Baik, Butuh Perbaikan (Cukup), Kurang, dan Sangat Kurang,&#8221; kata Anas.<\/p>\n<p style=\"text-align: justify;\">Capaian kinerja organisasi periodik ditetapkan berdasarkan capaian rencana aksi dan target periodik. Predikat istimewa diberikan apabila rencana aksi yang dicapai oleh satuan organisasi melampaui target yang disepakati bersama pimpinan. Sedangkan yang paling rendah, yakni predikat Sangat Kurang, diberikan apabila sebagian besar rencana aksi belum menunjukkan progres.<\/p>\n<p style=\"text-align: justify;\">Sementara capaian kinerja tahunan pada satuan organisasi ditetapkan berdasarkan rating kinerja, yang terdiri dari komponen capaian perjanjian kinerja dan ekspektasi kinerja satuan organisasi. Capaian kinerja organisasi ditetapkan oleh pimpinan organisasi diatasnya, dan dapat mempertimbangkan rekomendasi dari satuan organisasi yang membidangi perencanaan kinerja organisasi, kepegawaian, dan\/atau pengawasan.<\/p>\n<p style=\"text-align: justify;\">Tahap kedua, menetapkan pola distribusi predikat kinerja pegawai berdasarkan capaian kinerja organisasi.<\/p>\n<p style=\"text-align: justify;\">&#8220;Capaian kinerja organisasi akan menentukan pola distribusi kinerja pegawai yang digunakan sebagai pertimbangan bagi pimpinan dalam menentukan predikat kinerja pegawai di bawahnya,&#8221; disebutkan dalam SE.<\/p>\n<p style=\"text-align: justify;\">Tahap ketiga, menetapkan predikat kinerja pegawai dengan mempertimbangkan kontribusi pegawai terhadap kinerja organisasi. Pada tahap ini, pejabat penilai kinerja menetapkan <em>rating<\/em> hasil kerja dan perilaku pegawai ke dalam predikat kinerja berdasarkan capaian organisasi.<\/p>\n<p style=\"text-align: justify;\">&#8220;Dalam hal pegawai [yang dievaluasi] merupakan pimpinan organisasi, maka capaian kinerja satuan organisasi yang dipimpin ditetapkan sebagai <em>rating<\/em> hasil kerja pegawai yang bersangkutan,&#8221; bunyi SE.<\/p>\n<p style=\"text-align: justify;\">Predikat kinerja organisasi dan distribusi predikat kinerja pegawai ditetapkan dalam Format Penetapan Predikat Kinerja yang ditandatangani oleh pimpinan yang berwenang.
