{"id":47552,"date":"2016-02-23T08:15:57","date_gmt":"2016-02-23T01:15:57","guid":{"rendered":"https:\/\/setkab.go.id\/?p=47552"},"modified":"2016-02-23T08:16:43","modified_gmt":"2016-02-23T01:16:43","slug":"perpres-nomor-7-tahun-2016-bendahara-pada-satker-pengelola-apbn-harus-miliki-sertifikat","status":"publish","type":"post","link":"https:\/\/setkab.go.id\/perpres-nomor-7-tahun-2016-bendahara-pada-satker-pengelola-apbn-harus-miliki-sertifikat\/","title":{"rendered":"Perpres Nomor 7 Tahun 2016: Bendahara Pada Satker Pengelola APBN harus Miliki Sertifikat"},"content":{"rendered":"<p><a href=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2016\/02\/Hitung-Rupiah.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-47553 alignleft\" style=\"margin: 5px;\" alt=\"Hitung Rupiah\" src=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2016\/02\/Hitung-Rupiah-300x171.jpg\" width=\"230\" height=\"200\" \/><\/a>Dengan pertimbangan untuk melaksanakan ketentuan Pasal 28 Peraturan Pemerintah Nomor 45 Tahun 2013 tentang Tata Cara Pelaksanaan Anggaran Pendapatan dan Belanja Negara (APBN), Presiden Joko Widodo pada tanggal 18 Januari 2016 telah menandatangani Peraturan Presiden Nomor 7 Tahun 2016 tentang Sertifikasi Bendahara Pada Satuan Kerja Pengelola Anggaran Pendapatan dan Belanja Negara.<\/p>\n<p>Dalam Perpres itu disebutkan, PNS, anggota Tentara Nasional Indonesia (TNI), atau anggota Kepolisian Negara Republik Indonesia (Polri) yang akan diangkat sebagai Bendahara Penerimaan, Bendahara Pengeluaran, atau Bendahara Pengeluaran Pembantu pada Satuan Kerja Pengelola Anggaran Pendapatan dan Belanja Negara, harus memiliki Sertifikat Bendahara.<!--more--><\/p>\n<p>\u0093Sertifikat Bendahara sebagaimana dimaksud pada ayat (1) diterbitkan oleh Menteri Keuangan selaku BUN (Bendahara Umum Negara) atau pejabat yang ditunjuk oleh Menteri Keuangan,\u0094 bunyi Pasal 2 ayat (1) Perpres tersebut.<\/p>\n<p>Sertifikat Bendahara sebagaimana dimaksud diperoleh melalui Ujian Sertifikasi.<\/p>\n<p>Persyaratan peserta Ujian Sertifikasi adalah sebagai berikut: a. PNS, anggota Tentara Nasional Indonesia, atau anggota Kepolisian Negara Republik Indonesia; b. pendidikan paling rendah SLTA atau sederajat; \u00a0c. golongan paling rendah II\/b atau sederajat; dan d. telah mengikuti dan dinyatakan lulus Pendidikan dan Pelatihan Bendahara.<\/p>\n<p>Peserta yang dinyatakan lulus Ujian Sertifikasi diberikan Sertifikat Bendahara dengan Nomor Register. Sementara Sertifikat Bendahara berlaku untuk jangka waktu 5 (lima) tahun sejak diterbitkan dan dapat diperpanjang kembali.<\/p>\n<p>Perpres ini menegaskan, pada saat Peraturan Presiden ini mulai berlaku: PNS, anggota TNI, atau anggota Polri yang telah diangkat sebagai Bendahara Penerimaan, Bendahara Pengeluaran, atau Bendahara Pengeluaran Pembantu sebelum Peraturan Presiden ini mulai berlaku dan belum memiliki Sertifikat Bendahara, dapat menjalankan kewenangan sesuai dengan tugas dan fungsinya sampai dengan jangka waktu 4 (empat) tahun terhitung sejak tanggal Peraturan Presiden ini mulai berlaku.<\/p>\n<p>\u0093Dalam jangka waktu 4 (empat) tahun terhitung sejak tanggal Peraturan Presiden ini mulai berlaku, PNS, anggota TNI, atau anggota Polri yang telah menduduki jabatan Bendahara Penerimaan, Bendahara Pengeluaran, atau Bendahara Pengeluaran Pembantu paling singkat selama 2 (dua) tahun, dapat mengikuti Ujian Sertifikasi tanpa mengikuti dan dinyatakan lulus Pendidikan dan Pelatihan Bendahara sebagaimana dimaksud ,\u0094 bunyi Pasal 7 ayat (2) Perpres tersebut.<\/p>\n<p>Sertifikat Pendidikan dan Pelatihan Bendahara yang telah diterbitkan oleh Kementerian Keuangan sebelum Peraturan Presiden ini mulai berlaku, menurut Perpres ini, diakui dan diterbitkan Sertifikat dengan nomor register sebagaimana dimaksud dalam Peraturan Presiden ini.<\/p>\n<p>Perpres ini juga menegaskan, dalam jangka waktu paling lambat 4 (empat) tahun terhitung sejak tanggal Peraturan Presiden ini mulai berlaku, PNS, anggota TNI, atau anggota Polri yang diangkat sebagai Bendahara Penerimaan, Bendahara Pengeluaran, atau Bendahara Pengeluaran Pembantu harus memiliki Sertifikat Bendahara sebagaimana dimaksud.<\/p>\n<p>\u0093Peraturan Presiden ini mulai berlaku pada tanggal diundangkan,\u0094 bunyi Pasal 10 Peraturan Presiden Nomor 7 Tahun 2016, yang telah diundangkan oleh Menteri Hukum dan HAM Yasonna H.
