Assalamu<\/em>\u0092<\/em>alaikum<\/em> warahmatullahi<\/em> wabarakatuh<\/em>,<\/p>\n

Good afternoon,<\/p>\n

May peace be upon all of us.<\/p>\n

First of all, I would like to remind you all that we have implemented the first law reformation, one of which is the intensification of illegal levies eradication operation, especially in public service centers. I demand this operation to be intensified from time to time, so that the people can gain positive results from it.<\/p>\n

I also want to emphasize that illegal levies eradication operations have to be followed by a systemic improvement in order to better enhance the quality of services. Meaning that after we have succeeded the operations, it should be followed by the improved systems.The illegal levies eradication operation should serve as an impetus for a better public service quality, not vice versa. For example, in the Indonesian National Police (Polri), I request that the service quality for issuing driving license (SIM), vehicle registration certification (STNK), certificate of vehicle ownership (BPKB), letter of police report\u00a0 statement (SKCK), and handling of ticketing be accelerated and improved, as well as the expansion of online services, so that we could immediately start the direct debit via banking system.<\/p>\n

I want to reiterate that law reformation should not only cover the aspect of public service , but also the aspect of improved regulation and procedures. Thus, I request that regulation improvement also be the priority on the law reformation.<\/p>\n

I have said many times that Indonesia is a civil law country, not regulational nor constitutional country. It means that there should be an evaluation or a review of the laws and regulations, so that it is consistent with the core values of Pancasila (five principles of state ideology), our constitutional mandate, and national interests. Moreover, it is necessary to evaluate unsynchronized regulations, which tend to cause more complex, ambiguous problems, and weaken our competitiveness in the global competition.<\/p>\n

I demand that the establishment of new regulations should not only be seen as an annual project, but it should be carefully scrutinized, so that the regulation has a strong foundation constitutionally, sociologically, and is visionary in nature.<\/p>\n

I also hope that the structuring of laws and regulations database is conducted to make use of the information technology system which has been developing to improve e-regulation services.<\/p>\n

I want to emphasize that this year we are committed to focus on overcoming social divides, including unequal access to justice.\u00a0 There are still many of our community groups, especially the marginal ones, who have not received proper protection and legal aid to fight for justice.<\/p>\n
