President Joko “Jokowi” Widodo told his Cabinet to immediately implement the Online Single Submission (OSS) at Ministries, Provincies, Regencies and Cities.<\/p>\n

Once the Presidential Instruction or Presidential Regulation on the OSS system is issued, all regions must be ready to implement the system without any excuse, the President said.

\n“I don\u0092t want to wait for the system to be ready. We will force the implementation of this sytem,” President Jokowi said in his introductory remarks at the Limited Cabinet Meeting on Business Acceleration at Bogor Presidential Palace, West Java, Wednesday (18\/4).<\/p>\n

The President also instructed the Investment Acceleration Task Force\u00a0to monitor the whole licensing process from the beginning to the end and to provide effective licensing process without any hindrance and disruption in order to improve Indonesia\u0092s \u00a0Ease of Doing Business (EODB) index.<\/p>\n

For the record, Indonesia\u0092s Ease of Doing Business Rank has significantly improved from 120th<\/sup> in 2015 to 72nd<\/sup> in 2018.<\/p>\n

President Jokowi also maintained that the implementation of this system is a major reform to integrate all licensing process in central and regional Government and that the Government will apply a more modern and faster registration system with more integrated data system to reduce bureaucracy. He added that since the reform is based on digital technology, the application must be user-friendly.<\/p>\n

Furthermore, the President also explained that human resources and culture are teo important factors in implementing the system; thus, the President expressed his hope that the reform will transform human resources to be more responsive.<\/p>\n

Regarding bureaucratic culture, President Jokowi asserted that the Government wants the bureaucracy to provide fast service and eliminate \u0091sectorial ego\u0092.<\/p>\n

The President also emphasized that the reform is not only a matter of implementing an integrated online system, but also related to the simplification of processes involving all ministries and regional government to catch up with the pace of business processes in the Online Single Submission.<\/p>\n

The President further said that he has repeatedly instructed his Minister to cut and simplify regulations that impede of business at Ministries, Provinces, Districts and Cities.<\/p>\n

For the record, the Online Single Submission is stipulated in the Presidential Regulation Number 91 of 2017 on Investment Acceleration. The Presidential Regulation, signed by President Jokowi on 22 September 2017, stipulates stages on investment acceleration, including the implementation on Online Single Submission. The system is intended\u00a0to ease the licensing process and significantly cut down the waiting period for businesses.<\/p>\n
