(Photo by: Rahmat\/Public Relations Division)<\/p><\/div>\n<p>Cabinet Secretary Pramono Anung said that the strengthening of institution is one of the solutions to overcome the issue of \u0091regulatory obesity\u0092 and overlapping regulations.<\/p>\n<p>\u0093The strengthening of institution is carried out by establishing a single centered body in charge of forming laws and regulations,\u0094 said Cabinet Secretary Pramono Anung in his keynote speech at National Seminar on Legal Reform: Towards Effective and Efficient Legislation, in Grand Hyatt Hotel, Jakarta, Wednesday (28\/11). <!--more--><\/p>\n<p>Pramono went on to say that the body will be the leader of ministries\/institutions in the preparation of legislation.<\/p>\n<p>Meanwhile, the function of establishing legislation in the ministries\/institutions, Pramono continued, will be eliminated but the ministries\/institutions will continue to be the legal drafters, and are directly under the President.<\/p>\n<p>Pramono pointed out several examples of successful role model in Ministry of Government Legislation of the Republic of Korea, and some time ago, Indonesia and Korea have signed an MoU to find out and learn more about it.<\/p>\n<p>In addition, Cabinet Secretary also cited an example of the Office of Information and Regulatory Affairs in the United States, Cabinet Legislation Bureau in Japan, and the Office of Best Practice Regulation in Australia.<\/p>\n<p>\u0093The solution certainly also involves the parliament, because it is the parliament which holds the legislative power,\u0094 Pramono said, adding that it also requires inputs and a thorough study first.<\/p>\n<p>Therefore, through the Seminar, Pramono said that he intends to gather input from the speakers, participants, and experts to provide input to the Government on this issue.<\/p>\n<p>For the record, the Indonesian Government has collaborated with the Government of the Republic of Korea to conduct regulatory arrangements through the establishment of a Memorandum of Understanding (MoU) between the Cabinet Secretariat and the Ministry of Government Legislation of the Republic of Korea in September.<\/p>\n<p>\u0093The presence of Minister of Government Legislation of the Republic of Korea Kim Oe-sook will certainly be a spirit for us to be able to learn a lot about it,\u0094 Pramono concluded.<\/p>\n<p>The National Seminar on Legal Reform presented a number of speakers including Teten Masduki, Diani Sadia Wati, Hamdan Zoelva, Heni Susila Wardoyo, and Sarmuji and was attended by around 300 participants who were representatives from ministries and institutions, academics, and NGOs.
