The National Civil Service Agency (BKN) from January 2018 to March 2019 recorded 900 cases of violation of state apparatus neutrality ahead of the 2019 General Elections.<\/p>\n

The data shows that 99.5 percent of the cases are dominated by state apparatus working for regional governments including provinces, regencies, and municipalities.<\/p>\n

The data also indicates that the violations were committed since the simultaneous regional head elections in 2018 until days ahead of the 2019 presidential election and legislative election.<\/p>\n

Head of BKN Public Relations Bureau Mohammad Ridwan revealed that most of the violations were committed by spreading photos of one particular political candidate, showing their support, giving comments, and uploading photo of themselves to declare their support to one particular candidate pair on social media.<\/p>\n

In several cases, he added, state apparatus also violated the code of ethics by attending campaigns or other events affiliated with any political candidate or party.<\/p>\n

\u0093Supporting any political candidate is a form of violation to provisions on Article 4 of Government Regulation Number 53 of 2010. There are several sanctions that will be imposed, ranging from moderate and severe sanction. Based on provisions on Article 7 point (3) and (4), moderate sanction includes postponement in promotions and salary increase for one year, as well as demotion for one year. Meanwhile, severe sanction will be in the form of a demotion for three years and by being dishonorably discharged.<\/p>\n

For the record, Head of BKN has signed Circular Number 02\/SE\/2016 which instructs the state apparatus to uphold neutrality and bans supporting any political candidate or political party in real events or on social media, including Twitter, Facebook, WhatsApp, BBM, Line, SMS, lnstagram, Blog, and other media.
