(Photo by: Cabinet Secretariat PR Documentation)<\/p><\/div>\n<p>The National Civil Service Agency (BKN) from January 2018 to March 2019 has listed data of violations of state apparatus neutrality during the election period.<\/p>\n<p>Until today, the data has shown that 99.5% of the 990 violation cases of state apparatus neutrality on the 2019 General Elections are dominated by those working for regional governments including provinces, regencies, and municipalities.<!--more--><\/p>\n<p>&#8220;Most violation cases were committed through social media, such as disseminating images, giving support, commenting, or uploading photos to express support towards certain pairs of candidates,&#8221; said Head of Public Relations of the BKN Mohammad Ridwan through a press release on Friday (5\/7).<\/p>\n<p>Other than social media activities, Ridwan continued, violations of neutrality were also committed in the form of direct support. The recap is still ongoing and the data will change as the recapitulation progresses, he added.<\/p>\n<p>Deputy for Civil Service Supervision and Control (Wasdalpeg) of the BKN has invited Ministry of State Apparatus Empowerment and Bureaucratic Reform (PANRB), Ministry of Home Affairs, the State Civil Apparatus Commission (KASN), and the Election Supervisory Agency (Bawaslu) to collaborate in handling the cases.<\/p>\n<p>&#8220;The five institutions will work together to recapitulate the data and take action against those involved in the case,&#8221; Ridwan stated.<\/p>\n<p>Furthermore, the BKN also invited all regional governments to synchronize violations data received by the BKN and data owned by the respective institutions, especially on conformity aspects with the personnel database managed by the BKN.<\/p>\n<p>The data recapitulation took place from 4 July 2019 until the second week of July at the BKN Head Office in Jakarta. Previously, the BKN had synchronized data violations with other four institutions through\u00a0 SIPENETRAL system launched by BKN to facilitate the collaboration.<\/p>\n<p>The violation case of state apparatus neutrality is a form of violation to provisions on Article 4 of Government Regulation Number 53 of 2010. There are several sanctions that will be imposed, ranging from moderate to severe sanction.<\/p>\n<p>Based on provisions on Article 7 point (3) and (4), moderate sanction includes postponement in promotions for one year, postponement in salary increase, as well as a one-level demotion for one year. Meanwhile, the severe sanction will be in the form of a demotion for three years or be dishonorably discharged.<\/p>\n<p>In a bid to ensure that the state apparatus will work in accordance with the code of ethics and will maintain neutrality in carrying out their roles in the Government, Wasdalpeg of the BKN is committed to following through the violation cases as a part of its function to supervise and control norms, standards, procedures, and criteria.
