{"id":164019,"date":"2019-07-23T17:41:48","date_gmt":"2019-07-23T10:41:48","guid":{"rendered":"https:\/\/setkab.go.id\/?p=164019"},"modified":"2019-07-24T10:56:29","modified_gmt":"2019-07-24T03:56:29","slug":"bkn-991-asn-violate-neutrality-principle-in-last-election","status":"publish","type":"post","link":"https:\/\/setkab.go.id\/en\/bkn-991-asn-violate-neutrality-principle-in-last-election\/","title":{"rendered":"BKN: 991 ASN Violate Neutrality Principle in Last Election"},"content":{"rendered":"<p><a href=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2019\/07\/images-10-2.jpeg\" rel=\"attachment wp-att-164023\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-164023\" src=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2019\/07\/images-10-2-240x300.jpeg\" alt=\"images-10\" width=\"240\" height=\"300\" srcset=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2019\/07\/images-10-2-240x300.jpeg 240w, https:\/\/setkab.go.id\/wp-content\/uploads\/2019\/07\/images-10-2-150x188.jpeg 150w, https:\/\/setkab.go.id\/wp-content\/uploads\/2019\/07\/images-10-2-300x375.jpeg 300w, https:\/\/setkab.go.id\/wp-content\/uploads\/2019\/07\/images-10-2.jpeg 495w\" sizes=\"auto, (max-width: 240px) 100vw, 240px\" \/><\/a>There are 991 State Civil Apparatus (ASN) who violated the principle of neutrality during the last election period (from January 2018 to June 2019), based on the data from Deputy for Personnel Supervision of the National Civil Servant Agency (BKN).<\/p>\n<p>Head of Public Relations Bureau of the State Civil Service Agency (BKN) Mohammad Ridwan said that out of the 991 ASN, 299 have gone through disciplinary proceedings, with 179 got disciplinary penalty and 120 got penalties for code of ethics violation.<br \/>\n<!--more--><br \/>\n&#8220;The remaining 692 ASN are still under investigation in their respective agencies,&#8221; Ridwan stated in a press release on Tuesday (23\/7).<\/p>\n<p>The BKN, on 4-10 July 2019, has synchronized data on the violation of neutrality with regional government agencies, since 99.5% of the violations are committed by those who work in regional government agencies.<\/p>\n<p>Ridwan added that the provisions of the types of violations and disciplinary sanctions for ASN who violate the principle of neutrality are stipulated in Government Regulation Number 53 of 2010 on Civil Servants Discipline.<\/p>\n<p>He went on to say that there are two types of violations and penalties imposed on ASN that violate neutrality, namely:<\/p>\n<p>First, the types of violations of neutrality which are subject to moderate disciplinary penalty, including: participating as campaign organizer or campaign participant; conducting activities that support the election candidate; giving support to candidate for Regional Representative Council members or candidates for Regional Heads\/Deputy Regional Heads; engaging in campaigns to support candidates for Regional Heads\/Deputy Regional Heads, and; conducting activities that support the election candidates before, during, and after the campaign period, including meetings, solicitation, persuasion, or providing goods to other civil servants, family members or community members.<\/p>\n<p>&#8220;The penalty for those violations can be in the form of: delaying periodic salary increase for one year; postponement of promotion for one year, or; a lower level of demotion for one year,&#8221; Ridwan explained.<\/p>\n<p>Second, the types of violations which are subject for severe penalty, including: becoming campaign participants using state facilities; making decision and\/or action that benefits or harms election candidate during campaign period; using facilities related to positions in campaign activities; and becoming a member and\/or executive board of a political party.<\/p>\n<p>Penalty for those violations, he added, could be in the form of a lower level of demotion for three years; job transfer in the context of lowering the level of position; exemption from position; or other-than-honorable discharge from civil servant.
