(Photo by: Rahmat\/PR)<\/p><\/div>\n<p>Bureaucratic reforms should be carried out thoroughly and in line with simplification of regulations, according to President Joko \u201cJokowi\u201d Widodo.<\/p>\n<p>This move, the President added, aims to accelerate the Government\u2019s works, to change way of working from working manually to working digitally, and to change mindset (of Government apparatus) from \u2018being served\u2019 to \u2018to serve\u2019.<\/p>\n<p>\u201cI think Ministry of State Apparatus Empowerment and Bureaucratic Reforms is preparing for bureaucratic simplification by eliminating echelon 4 positions (structure level in ministries equals to supervisory position) at all ministries. Hence, we will review the study,\u201d the President said in his introductory remarks at a limited meeting on Job Creation Program at the Presidential Palace, Jakarta, Monday (11\/11).<\/p>\n<p>The President also reminded his Cabinet that the Government \u00a0also needs to switch from being process-oriented to being result-oriented.<\/p>\n<p>\u201cDo not spend too much time for the process which does not produce the desired results,\u201d he said, adding that all ministries must identify all regulatory constraints to improve regulation ecosystem that can support job creation.<\/p>\n<p>\u201cAny regulatory constraint must be cut or reported to the President for simplification,\u201d he added.<\/p>\n<p>Regarding mandates of the laws, the Government will draft an omnibus law and will be reviewed by the House of Representatives (DPR), he added.<\/p>\n<p>\u201cIn the United States, a minister must revoke two ministerial regulations to issue one new regulation. I think we should adopt the system. In our case, a minister must revoke 40 regulations to issue one new regulation because Indonesia has serious overregulation problem. Please conduct a study on this suggestion,\u201d President Jokowi said.<\/p>\n<p>On that occasion, the Head of State also instructed Minister of Home Affairs to re-organize the relations between the Central Government and regional governments, the Central Government with the provincial government, as well as with the governments at regency and municipality levels to create synergy in creating jobs.<\/p>\n<p>\u201cGovernors, regents, mayors, and members of Regional House of Representatives (DPRD) must share a same view on the importance of creating jobs,\u201d he said, adding that bureaucratic reforms must be implemented from the Central Government level to the provincial, regency, and municipality levels.<\/p>\n<p>President Jokowi also called for a massive reform in human resources preparation which becomes the key for Indonesia in making leaps of progress for the country. \u201cImprovement in vocational schools and polytechnics must be well-executed,\u201d he said.<\/p>\n<p>Pre-employment cards and its management system, the President added, must also be prepared so that the system can be integrated digitally, easy to control, and can be monitored once the program is launched in January next year.<\/p>\n<p>Vocational training must also involve private sector, state-owned enterprises, and other course institutions, he added. <strong>(FID\/SM\/RAH\/ES)<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>Translated by : Rany Anjany Subachrum<br \/>\nEdited by : M.
