In a bid to ensure the safety and security of healthcare professionals on the frontline amid the ongoing coronavirus pandemic, the Government has announced plan to provide financial incentives by re-focusing the Non-Physical special allocation fund (DAK) to Operational Health Aid (BOK) funds.<\/p>\n

Ministry of Finance\u2019s Directorate General of Fiscal Balance has increased the budget for the Operational Health Aid from Rp11.67 trillion to Rp15.29 trillion.<\/p>\n

Based on the proposal and national database on healthcare workers per region with the classification of medical specialization attached from Ministry of Health, Ministry of Finance has prepared additional budget for Operational Health Aid amounting to Rp3.7 trillion for 99,660 healthcare professionals.<\/p>\n

The healthcare professionals in question will be those in the Regional Public Hospital (RSUD) owned by the Government or those that are privately owned, community health centers (puskesmas), regional health laboratory (labkesda), and other health care personnel who carry out COVID-19 handling.<\/p>\n

The mechanism for providing incentives to healthcare workers has been determined with the following sequence of mechanism:<\/p>\n

First<\/em>, Regional Public Hospital (RSUD) owned by the Government, private hospitals, and community health centers (Puskesmas) should submit the incentives scheme proposal to the district health office (DHO).<\/p>\n

Second<\/em>, the district health office will submit the proposal to Ministry of Health Verification Team (the Development and Empowerment of Human Resources Agency (PPSDM) Health).<\/p>\n

Third<\/em>, the verification team at Ministry of Health will submit recommendations or verification results to Ministry of Finance.<\/p>\n

Fourth<\/em>, Ministry of Finance will double check the data from the verification team. After that, the incentive funds for healthcare professionals in the regions will be distributed through the State General Treasury Account RKUN to the Regional General Treasury Account (RKUD).<\/p>\n

Fifth<\/em>, regional governments will channel incentive funds from the Regional General Treasury Account to the respective healthcare professionals’ accounts with reference to the mechanism stipulated by the regional governments.<\/p>\n

Sixth<\/em>, regional governments should report the realization of the additional Operational Health Aid funds as a form of budget accountability and governance for the provision of incentives for healthcare professionals in the regions.
