President Joko \u201cJokowi\u201d Widodo on 8 April, 2020 signed Presidential Regulation (Perpres) Number 59 of 2020 on Amendment to Presidential Regulation Number 71 of 2015 on Determination and Storage of Staple Food and Important Goods.<\/p>\n

The Regulation aims to accelerate policy making and controlling the availability of Staple Food and\/or Important Goods.<\/p>\n

\u201cThe Central Government determines the types of Staple Food and\/or Important Goods. The determination of types of Staple Food is carried out based on the high allocation of household expenditure at the national level,” Article I paragraph (1) of the Regulation reads.<\/p>\n

The determination of types of Staple Food also takes into account the following provisions: having influence on inflation rate; and\/or b. containing high nutritional value for human.<\/p>\n

According to the Regulation, the determination of the types of Important Goods is based on the strategic value for national development, and also takes into account the following provisions: a. support for Government programs; and\/or b. high price disparity among the regions.<\/p>\n

The Central Government, according to the Regulation, stipulates the following types of Staple Food and\/or Important Goods:<\/p>\n

    \n
  1. Types of Staple Food consist of: A) Staple Food from Agricultural Products: a. rice; b. soybean for tofu and tempeh; c. chili; d. shallot. B) Staple Food from industry: a. sugar; b. cooking oil; c. wheat flour. C). Staple Food from livestock and fishery products: a. beef; b. broiler chicken meat; c. broiler chicken egg; d. fresh fish, namely milkfish, rastrelliger and mackerel tuna\/tuna\/skipjack tuna.<\/li>\n
  2. Types of Important Goods consist of: 1. Seeds (rice, corn and soybeans); 2. Fertilizer; 3. three-kilogram LPG; 4. Plywood; 5. Cement; 6. Steel construction iron; 7. Light steel frame.<\/li>\n<\/ol>\n

    The Regulation also stipulates that types of Staple Food and\/or Important Goods can be amended by Ministerial Regulation based on the decision of coordination meeting chaired by the Coordinating Minister who organizes government affairs in the economic sector, attended by Minister\/Head of non-ministerial government agency or officials appointed to represent, and be given authority on behalf, Minister\/Head of non-ministerial government agency.<\/p>\n

    Policies and controls on the availability of Staple Food and\/or Important Goods, according to the Regulation, can be based on the decision of coordination meeting chaired by the Coordinating Minister who organizes government affairs in the economic sector, attended by Minister\/Head of non-ministerial government agency or officials appointed to represent, and be given authority on behalf, Minister\/Head of non-ministerial government agency.<\/p>\n

    Policies and controls, the Presidential Regulation states, include policies on working hours for Hypermarket, Department Store and Supermarket as stipulated in Laws and Regulations on the regulation and development of traditional markets, shopping centers and modern stores.<\/p>\n

    “The Presidential Regulation shall apply as of the date of its promulgation,” Article II of the Regulation reads. The Presidential Regulation was promulgated by Minister of Law and Human Rights Yasonna H. Laoly on 14 April 2020. (EN)<\/p>\n
