(Photo by: Ministry of Public Works and Public Housing)<\/p><\/div>\n<p>The Indonesian Government through Ministry of Public Works and Public Housing (PUPR) has committed to continue to improve access to safe drinking water for all Indonesians by improving piped water services, Drinking Water Supply System (SPAM).<\/p>\n<p>In East Java Province, the construction of Umbulan SPAM has reached 98.22%. Its construction is expected to increase piped clean water supply in 5 cities\/regencies, namely Pasuruan City, Pasuruan Regency, Sidoarjo Regency, Surabaya City, and Gresik Regency.<\/p>\n<p>In accordance with Presidential Regulation Number 3 of 2016, Umbulan SPAM with a planned capacity of 4,000 liters\/second that can serve 310,000 house connections (SR) or 1.3 million people, is one of the National Strategic Projects (PSN).<\/p>\n<p>The Umbulan regional drinking water project has been initiated since 40 years ago and its construction began in 2017 through the Government and Business Entity (PPP) scheme between the Government and PT. Meta Adhya Tirta Umbulan as the winner of the auction. The amount of investment reaches Rp2.0 trillion with the amount of Viability Gap Fund (VGF) support from the Government of Rp818 billion.<\/p>\n<p>PUPR Minister Basuki Hadimuljono stated that the PUPR Ministry provided support so that the Umbulan SPAM could be realized for affordable water tariffs in the community.<\/p>\n<p>The support provided includes financing and constructing of the pipeline from the offtake point to the main distribution pipeline, financing and constructing a water treatment plant facility from Kali Rejoso with a capacity of 300 liters per second, pipe placement and reducing the cost of leasing land on the toll road being traversed. Placement of the pipeline is done on the Pasuruan-Gempol, Gempol-Pandaan, Surabaya-Gempol, Surabaya-Mojokerto, and Surabaya-Gresik toll roads.<\/p>\n<p>The source of Umbulan SPAM raw water comes from Umbulan spring in Winongan District, Pasuruan Regency, which is channeled through a 93 km clean water pipeline with a total of 14 points of reservoir offtake.<\/p>\n<p>The Umbulan SPAM offtake development is divided into three work packages. The first package included the 5 points of the Pasuruan Regency and Pasuruan City offtakes in Winongan, Pohjentrek, Pleret, Bangil, Beji, and Gempol. The construction of offtakes at these five points has been completed to increase the coverage of drinking water services for 260,000 people around the area.<\/p>\n<p>Meanwhile, 7 Umbulan SPAM offtakes are established in Sidoarjo Regency, namely Porong, Tanggulangin, Candi, Sidoarjo, Buduran, Gedangan, and Waru offtakes. The construction of offtakes at the 7 points has been completed to increase the coverage of drinking water services for 600,000 people around the area.<\/p>\n<p>Currently, 2 Umbulan SPAM offtakes are near completion, namely Alas Malang offtake in Surabaya City and Giri in Gresik Regency. The scope of the works includes the construction of reservoirs, offtake pipes, and electrical works. As soon as the offtakes are completed, Umbulan SPAM can be fully operational to serve the clean water needs of the people of East Java Province.<\/p>\n<p>Umbulan SPAM services are prioritized to meet domestic needs so that the people can enjoy good quality drinking water at affordable prices 24 hours a day as well as to improve public health.
