{"id":198880,"date":"2020-09-30T12:45:18","date_gmt":"2020-09-30T05:45:18","guid":{"rendered":"https:\/\/setkab.go.id\/?p=198880"},"modified":"2020-10-01T16:25:19","modified_gmt":"2020-10-01T09:25:19","slug":"president-jokowi-signs-regulation-on-2020-2044-disaster-management-master-plan","status":"publish","type":"post","link":"https:\/\/setkab.go.id\/en\/president-jokowi-signs-regulation-on-2020-2044-disaster-management-master-plan\/","title":{"rendered":"President Jokowi Signs Regulation on 2020-2044 Disaster Management Master Plan"},"content":{"rendered":"<div id=\"attachment_198893\" style=\"width: 555px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-198893\" class=\"size-full wp-image-198893\" src=\"https:\/\/setkab.go.id\/wp-content\/uploads\/2020\/10\/IMG-20200930-WA0035.jpg\" alt=\"\" width=\"545\" height=\"377\" \/><p id=\"caption-attachment-198893\" class=\"wp-caption-text\">A screenshot of Presidential Regulation Number 87 of 2020<\/p><\/div>\n<p>President Joko \u0093Jokowi\u201d Widodo on 10 September 2020 signed Presidential Regulation (Perpres) Number 87 of 2020 on the 2020-2044 Disaster Management Master Plan.<\/p>\n<p>Link:\u00a0<a href=\"https:\/\/jdih.setkab.go.id\/PUUdoc\/176230\/Perpres_Nomor_87_Tahun_2020.pdf\">https:\/\/jdih.setkab.go.id\/PUUdoc\/176230\/Perpres_Nomor_87_Tahun_2020.pdf<\/a><\/p>\n<p>The Regulation aims to provide a comprehensive and integrated disaster management plan to achieve sustainable community resilience against disasters.<\/p>\n<p>The Regulation states that the 2020-2044 disaster management master plan is a national guideline for the implementation of disaster management and reference for Ministries\/Agencies, the Indonesian National Defense Forces, the Indonesian National Police, and regional governments in planning and implementing disaster management.<\/p>\n<p>The master plan as referred to in the Presidential Regulation includes: a. disaster management vision, mission, objectives and targets; b. disaster management policies and strategies; and c. implementation road map of the 2020-2044 disaster management master plan.<\/p>\n<p>The Regulation also stipulates that the 2020-2044 disaster management master plan is set for a period of 25 (twenty-five) years consisting of 5 (five) stages with a period of 5 (five) years.<\/p>\n<p>&#8220;The 2020-2044 disaster management master plan is a material for the preparation of the national development plan in the National Medium-Term Development Plan and the Regional Medium-Term Development Plan,&#8221; Article 3 paragraph (3) of the Presidential Regulation states.<\/p>\n<p>The national disaster management plan, as referred to in the Regulation, is prepared and stipulated by the head of the Agency that administers the Government affairs in disaster management by involving Ministries\/Agencies, the Indonesian National Defense Forces and the Indonesian National Police.<\/p>\n<p>The content of the national disaster management plan, in accordance with the Presidential Regulation, includes: a. disaster recognition and assessment; b. understanding of community vulnerability; c. analysis of possible disaster impacts; d. disaster risk reduction options; e. determination of disaster impact preparedness and management mechanisms; and f. allocation of tasks, authority, and resources.<\/p>\n<p>&#8220;The head of the Agency that administers the Government affairs in disaster management coordinates the monitoring, control, and evaluation of the implementation of the 2020-2044 disaster management master plan,&#8221; Article 6 Paragraph (1) of the Regulation reads.<\/p>\n<p>The monitoring, control, and evaluation of the implementation of the 2020-2044 disaster management master plan, as referred to in the Regulation, is carried out 1 (one) time in 1 (one) year.<\/p>\n<p>The results of monitoring, control and evaluation are reported to the President through the minister who coordinates, synchronizes and controls ministerial affairs in the administration of Government in the field of human development and culture.<\/p>\n<p>&#8220;Further provisions regarding the guidelines and procedures for monitoring, control and evaluation as referred to in paragraph (1) shall be regulated by a regulation of the Agency that administers Government affairs in the field of disaster management,&#8221; Article 6 Paragraph (4) of the Presidential Regulation states.<\/p>\n<p>The 2020-2044 disaster management master plan can be reviewed periodically 1 (one) time in 5 (five) years. If deemed necessary, the 2020-2044 disaster management master plan can be reviewed at any time based on the results of monitoring, control and evaluation.<\/p>\n<p>&#8220;The Presidential Regulation shall come into force as of the date of its promulgation,&#8221; Article 8 of the Regulation reads.
