Good morning,<\/span><\/p>\n

May prosperity be upon us all,<\/span><\/p>\n

Greetings of Virtue.<\/span><\/p>\n

Distinguished Deputy Chairperson of the Supreme Audit Agency of the Republic of Indonesia (BPK RI) and all personnel of the BPK RI<\/span>,<\/span><\/p>\n

Distinguished Cabinet Ministers, Coordinating Minister for Political, Legal and Security Affairs, Coordinating Minister for Economic Affairs, and Minister of State Secretary who are present<\/span> here<\/span>, and Minister of Finance attending this meeting via video conference<\/span>,<\/span><\/p>\n

Distinguished Chairperson and all personnel of the BPKP (The Development Finance Comptroller)<\/span>,<\/span><\/p>\n

Distinguished Chairperson and all personnel of the Corruption Eradication Commission (KPK)<\/span>,<\/span><\/p>\n

Distinguished Attorney General and Heads of the Prosecutor’s Office attending this meeting via video conference<\/span>,<\/span><\/p>\n

Distinguished personnel of the Indonesian National <\/span>Defense<\/span> Forces (TNI) and the Indonesian National Police (Polri), Governors, Regents and Mayors;<\/span><\/p>\n

Ladies and gentlemen. <\/span><\/p>\n

First and foremost<\/span>, I would like to underscore that the main role of <\/span>the oversight measures<\/span> is ensuring achievement of our goals, ensuring achievement of the Government goals, ensuring achievement of our programs,<\/span> and<\/span> ensuring achievement of<\/span> the<\/span> State Budget in an accountable, effective and efficient manner.<\/span><\/p>\n

Observing procedures is important; yet, what\u2019s more important is ensuring <\/span>that <\/span>(the Government) <\/span>can <\/span>achieve the targets that have been set. <\/span><\/p>\n

Once again, those targets must be achieved in an accountable, effective and efficient manner<\/span>. <\/span><\/p>\n

The people have been waiting for the result. We often <\/span>overlook<\/span> this matter. <\/span><\/p>\n

Once again, the people have been waiting for the result. <\/span><\/p>\n

They have been waiting for the positive impact from every penny the Government spends. <\/span><\/p>\n

And, the oversight measures must ensure that there is no single penny being <\/span>poorly-<\/span>targeted<\/span>, misused, let alone corrupted.<\/span><\/p>\n

I have reiterated that I have zero tolerance for budget fraud<\/span>, especially<\/span> d<\/span>uring this challenging situation amid the pandemic<\/span> when we have been making every effort to speed up recovery in health and economic sector<\/span>.<\/span> E<\/span>very penny counts.<\/span><\/p>\n

Ladies and gentlemen,<\/span><\/p>\n

The y<\/span>ear 2021 is a momentum <\/span>to boost national economic recovery<\/span>. We have seen that in the first quarter our economy <\/span>contracted by minus 0.74<\/span>. <\/span>We are aiming to achieve a 7-percent growth in the second quarter. It is no easy task<\/span>. <\/span>Hence<\/span>, as previously stated by Chairperson of the BPKP, the <\/span>programs<\/span> must be well managed<\/span>.<\/span><\/p>\n

Once again, <\/span>the <\/span>year of 2021 is the year a momentum <\/span>to boost national economic recovery<\/span>. The Government has <\/span>set aside a budget of Rp700 trillion that must be disbursed immediately to propel economic growth and restore the national economy<\/span>. The process must be carried out immediately and it must be well-targeted to boost our economy.<\/span><\/p>\n

Let me also <\/span>stress<\/span> that accountability, effectiveness and efficiency of budget spending are <\/span>crucial<\/span>. <\/span><\/p>\n

On this occasion, <\/span>I<\/span> also<\/span> want to emphasize several factors that the BPKP and all personnel of the Government Internal Comptroller must pay attention to.<\/span><\/p>\n

First<\/i><\/span>, acceleration of the Government spending must be monitored and be improved. We must be aware that disbursement rate of the Government spending is still low<\/span> at <\/span>15 percent of State Budget and 7 percent of the Regional Budget. Budget absorption for the National Economic Recovery is<\/span> also<\/span> still low<\/span> at <\/span>24.6 percent.<\/span><\/p>\n

Let me<\/span> reiterate that the speed must be coupled with accuracy.<\/span><\/p>\n

The speed in procuring goods and services also <\/span>remains<\/span> slow.<\/span> We must address this issue<\/span>. In the first quarter, <\/span>r<\/span>ealization of goods and services procurement from the <\/span>g<\/span>overnment <\/span>m<\/span>inistries<\/span> \/<\/span> a<\/span>gencies was only 10.98 percent. <\/span>P<\/span>rocurement of goods and services for regional governments was less than five percent. The BPKP and the Government Internal Comptroller must provide assistance to solve the problem.<\/span><\/p>\n

Hence, I order the BPKP and all Government Internal Comptroller to find out the cause of the slow realization of the expenditure, <\/span>to <\/span>find out the problem and provide a solution. <\/span><\/p>\n

The BPKP and the Government Internal Comptroller must provide<\/span> a<\/span> solution to solve the problem. That is part of the task in monitoring the expenditure. <\/span><\/p>\n

G<\/span>overnment <\/span>m<\/span>inistries<\/span> \/<\/span> a<\/span>gencies and regional governments must be <\/span>given support<\/span> to immediately spend the budget in an <\/span>accountable<\/span> manner. Our target in the second quarter is no easy task,<\/span> namely<\/span> to boost the economy from minus 0.74 to 7 percent; yet, I believe that, God willing, if everyone put the<\/span>ir<\/span> best effort, the budget will be disbursed immediately and the realization of the target is not impossible to achieve. <\/span><\/p>\n

Since the target of our economic growth is 4.5-5.5 year-on-year (yoy), if the 7 percent target is not achieved, the target of 2021 economic growth may also not be achieved. Even though we ar<\/span>e<\/span> aware <\/span>of<\/span> global economic uncertainty due to the pandemic, we<\/span> still<\/span> must do our best.<\/span><\/p>\n

Second<\/i><\/span>, the quality of planning must be continuously improved. I am aware that there are several programs <\/span>with<\/span> no clear measure. The goal of the budget is not clear and it does not support the achievement of our target and is unsynchronized with other programs or other measures so that the gap between the central and regional development still <\/span>exists<\/span>.<\/span><\/p>\n

I often make on the ground inspection, and I have found a dam without primary, secondary, and tertiary irrigation. Such problems exist. I have found that during my inspection. There is also a new port without any road access. We can\u2019t let it happen. The port would be useless. I have found similar problems in other places and the problems must be solved. The problems have hampered the leverage of our programs and will prevent the public from enjoying the benefits of the programs.<\/p>\n

I have ordered the BPKP and the Government Internal Comptroller of the Government Ministries<\/span> \/<\/span> Agencies and regional governments to monitor the process from the upstream, from the very beginning at the time of planning. We are used to re<\/span>using<\/span> the planning from<\/span> that in<\/span> the previous years so that it does not fit<\/span>,<\/span> and is not adaptive<\/span>,<\/span> to today’s situation. <\/span><\/p>\n

Once again, in the <\/span>last<\/span> three years, especially with <\/span>during<\/span> the pandemic, the disruption of the wave of change has been very real and the situation has been changing very quickly so everyone has to adapt to the wave of change.<\/span><\/p>\n

Third<\/i><\/span>, data accuracy <\/span>still becomes<\/span> our problem today. The problem affects every aspect. The inaccurate and overlapping data on social assistance<\/span> has slowed down the<\/span>\u00a0distribution\u00a0<\/span>and made it poorly-targeted<\/span>. <\/span><\/p>\n

The <\/span>same<\/span> thing<\/span> has happened <\/span>to<\/span> data on the distribution of other government assistances. <\/span>Data from the Central Government and regional governments are often not integrated. We need to address this issue. The BPKP must help oversee improvement in the quality of government-managed data.<\/span> The BPKP <\/span>must<\/span> monitor<\/span> the integration and synchronization database of the programs to improve data reliability. <\/span><\/p>\n

We also must make the most of the BPKP’s forensic data and analytical data laboratories.<\/span><\/p>\n

Ladies and gentlemen,<\/span><\/p>\n

The effectiveness of internal control <\/span>calls for commitment<\/span>\u00a0and good management. Therefore, all recommendations must be followed up. <\/span>M<\/span>aking recommendation<\/span> is not enough. <\/span>Instead, we must also <\/span>find out the root of the problem so that the same problem <\/span>will not be repeated <\/span>in the following year. <\/span>We must not <\/span>make the same mistake every year.<\/span><\/p>\n

I order Cabinet Ministers, Heads of Agencies, and Heads of regional governments to seri<\/span>ously follow up<\/span> on the<\/span>\u00a0recommendations <\/span>based on<\/span> the results of the supervision made by the BPKP and the Government Internal Comptroller<\/span>. <\/span>We must<\/span> not let <\/span>the problem worse <\/span>and eventually become a legal problem.<\/span><\/p>\n

I also order Government Ministers, heads of the Government Agencies, and heads of regional government<\/span>s<\/span> to ensure that the Government Internal Comptroller work independently and professionally. <\/span>Do p<\/span>rovide<\/span> them with<\/span> access and accurate information and do not cover up any information. Do not let the slow work<\/span> process<\/span> hamper<\/span> the verification made by the Government Internal Comptroller and<\/span> hamper<\/span> the Government programs<\/span>.<\/span><\/p>\n

Last but not least, allow me to <\/span>remind the BPKP and all personnel of the Government Internal Comptroller that the Government Internal Comptroller aims to help achieve development goals, not to frighten<\/span> other stakeholders<\/span>. All personnel of the Government Internal Comptroller must understand it<\/span> and must act before a mistake<\/span> o<\/span>c<\/span>cur<\/span>s<\/span>. <\/span><\/p>\n

Amid this challenging situation<\/span>, we need to work fast, strengthen synergy, collaboration, <\/span>and <\/span>checks and balances, cooperate with each other, correct each other,\u00a0<\/span>and <\/span>improve each other so that <\/span>G<\/span>overnment<\/span>\u2019s <\/span>programs can run effectively and benefit the <\/span>people<\/span>. <\/span><\/p>\n

In the end, we hope our nation can immediately rise from the pandemic<\/span>.<\/span><\/p>\n

Th<\/span>a<\/span>t concludes my remarks on this auspicious <\/span>occasion<\/span>. <\/span><\/p>\n

And by saying <\/span>bismillahirrahmanirrahim<\/i><\/span>, I <\/span>declare<\/span> the 2021 National Coordination Meeting of the Government Internal Comptroller<\/span> open<\/span>.<\/span><\/p>\n
