President Joko \u201cJokowi\u201d Widodo has issued Presidential Instruction (Inpres) Number 4 of 2021 on Facilitation for the Implementation of the 20th<\/sup>\u00a0National Games (PON) and the 16th<\/sup>\u00a0National Para Games (Peparnas) in Papua.<\/p>\n

Under the Instruction, President Jokowi orders relevant stakeholders to:<\/p>\n

First<\/i><\/em>, take measures in accordance with their respective duties, functions, and authorities in a coordinated and integrated manner to support the implementation of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua.<\/p>\n

Second<\/i><\/em>, to promote the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua to the public through print media, electronic media, and social media.<\/p>\n

The Instruction is addressed to Coordinating Minister for Political, Legal and Security Affairs; Coordinating Minister for Human Development and Culture; Minister of Home Affairs; Minister of Finance; Minister of Health; Minister of Public Works and Public Housing (PUPR); Minister of Transportation, Minister of Communications and Informatics; Minister of the Environment and Forestry; Minister of National Development Planning\/Head of the National Development Planning Agency; Minister of State-Owned Enterprises; Minister of Tourism and Creative Economy\/Head of the Tourism and Creative Economy Agency; Minister of Youth and Sports; Attorney General, Commander of the Indonesian National Defense Forces (TNI); Chief of the Indonesian National Police (Polri); Head of the Financial and Development Supervisory Agency (BPKP); Head of the State Intelligence Agency (BIN); Head of the National Search and Rescue Agency (Basarnas); and Head of the National Agency for Disaster Management (BNPB).<\/p>\n

The Instruction is also addressed to regional heads in Papua, namely Governor of Papua; Mayor of Jayapura; Regent of Jayapura; Regent of Mimika; and Regent of Merauke.<\/p>\n

The President specifically orders Coordinating Minister for Political, Legal and Security Affairs to:<\/p>\n

    \n
  1. carry out coordination, synchronization, and control over the risk mapping of political and security disturbances in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
  2. coordinate the acceleration of the settlement of land issues at the construction site for the 20th<\/sup>PON and the 16th<\/sup>Peparnas venues; and<\/li>\n
  3. report the implementation of the Presidential Instruction to the President not less than once in a month or at any time if deemed necessary.<\/li>\n<\/ol>\n

    In the meantime, Minister of Home Affairs is instructed to facilitate the acceleration of grants for state-owned goods, infrastructure and facilities for the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas from Ministry of Public Works and Public Housing to the Provincial Government of Papua and to facilitate the provision of policy support in the context of organizing the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua.<\/p>\n

    The President orders Minister of Finance to facilitate the acceleration of technical budgeting support required by relevant Ministries\/Institutions\/Regions\/Agencies in the preparation for and implementation of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua in accordance with the provisions of laws and regulations and the State’s financial capacity. The Minister of Finance is also instructed to facilitate the acceleration of grants for state-owned goods, infrastructure and facilities for the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas from Ministry of Public Works and Public Housing to Papua Provincial Government.<\/p>\n

    Further instructions are addressed to Minister of Health to:<\/p>\n

      \n
    1. coordinate and ensure the readiness of facilities, health infrastructure, quarantine facilities, and health workers needed during the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
    2. facilitate the preparation of health protocols at venues, athletes’ village, airports, hotels, and other locations potential for mass gathering in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
    3. facilitate vaccination for all athletes, coaches, contingents, other sports personnel, committees, and communities in the surrounding area of match venues of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
    4. facilitate health screening through regular Real Time Polymerase Chain Reaction (RT-PCR) and\/or Rapid Diagnostic Test Antigen (RDT-Ag) for all personnel involved in organizing the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
    5. provide assistance and supervision over the implementation of health protocols in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua; and<\/li>\n
    6. facilitate anti-doping facilities in collaboration with the Indonesian Anti-Doping Agency.<\/li>\n<\/ol>\n

      The President also orders Ministry of Public Works and Public Housing to coordinate with Ministries\/Institutions and Provincial\/Regency\/City governments to accelerate the completion of development and\/or renovation of infrastructure and facilities for the implementation of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua, to coordinate with Ministries\/Institutions and Provincial\/Regency\/City governments to accelerate the handover and process of grants as part of development and\/or renovation of infrastructure and facilities for the implementation of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua.<\/p>\n

      Minister of the Environment and Forestry is instructed to provide guidance and supervision of the construction activities of the venues for the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas built in protected forest areas in order to preserve protected forest and avoid violation against regional spatial planning rules.<\/p>\n

      Minister of Tourism and Creative Economy\/Head of the Tourism and Creative Economy Agency is instructed to facilitate and oversee the provision of professional experts at the opening and closing ceremonies of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua and to oversee the preparation of the opening and closing ceremonies for the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua.<\/p>\n

      The President also orders Minister of Youth and Sports to facilitate the adjustment of budget support for the implementation of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua and the need for implementing health protocols as well as coordinating the preparation of health protocols at venues, athletes’ village, airports, hotels, and other locations potential for mass gathering in the implementation of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua.<\/p>\n

      Minister of Youth and Sports is also instructed to coordinate vaccination for all athletes, coaches, contingents, other sports personnel, committees, and communities in the surrounding area of match venues of the 20th<\/sup>\u00a0PON and the 16th<\/sup>\u00a0Peparnas in Papua.<\/p>\n

      The President also orders the TNI Commander to:<\/p>\n

        \n
      1. provide VVIP security services for the President\/Vice President at the opening\/closing ceremonies of the 20th<\/sup>PON and 16th<\/sup>Peparnas in Papua;<\/li>\n
      2. ensure security at venues, accommodation, and transportation in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
      3. draft risk mapping of potential security disturbances and prepare operational plans and security contingencies in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
      4. carry out community development and enforce the implementation of health protocols in an integrated manner with relevant agencies and regional governments in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
      5. support personnel, the primary weapon system, land, sea and air facilities and infrastructure to mobilize the personnel and equipment needed in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua; and<\/li>\n
      6. assist the National Police Chief in law enforcement efforts against health protocol violations in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua.<\/li>\n<\/ol>\n

        The President also orders the National Police Chief to:<\/p>\n

          \n
        1. draft risk mapping of potential security disturbances and prepare operational plans and security contingencies in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
        2. carry out community development and enforce the implementation of health protocols in an integrated manner with relevant agencies and regional governments in the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua; and<\/li>\n
        3. carry out law enforcement against health protocol violations in the implementation of the 20th<\/sup>PON and the 16th Peparnas in Papua.<\/li>\n<\/ol>\n

          Under the Instruction, the President also orders Governor of Papua to:<\/p>\n

            \n
          1. take strategic measures to accelerate the construction of facilities and infrastructure for the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
          2. take measures to accelerate the settlement of land issues at the venue for the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
          3. issue health protocols for the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua after coordinating with Minister of Youth and Sports and Minister of Health;<\/li>\n
          4. ensure the implementation of coordination between stakeholders of regional apparatus organizations with relevant Ministries\/Institutions to facilitate the accelerated process for grants for state-owned goods, infrastructure and facilities for the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua;<\/li>\n
          5. ensure support for budget allocations needed for operation and maintenance as well as provide infrastructure and facilities for the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua, including through the funding of the State Budget (APBN) as well as the Regional Budget (APBD); and<\/li>\n
          6. accelerate the preparation of additional budget planning details for the implementation of the 20th<\/sup>PON and the 16th<\/sup>Peparnas in Papua by integrating health protocols for handling COVID-19.<\/li>\n<\/ol>\n
