The Government has issued Presidential Regulation Number 34 of 2022 on Plan of Action for the 2021-2025 Indonesia\u2019s Maritime Policy.<\/p>\n
The Presidential Regulation was signed by President Joko \u201cJokowi\u201d Widodo on February 22, 2022.<\/p>\n
The Regulation, which can be accessed on the JDIH website of the Cabinet Secretariat, aims to determine Indonesia\u2019s Maritime Policy to achieve the nation\u2019s goals as a world maritime axis.<\/p>\n
\u201cThe 2016-2019 Indonesia\u2019s Maritime Policy Plan of Action as part of Indonesia\u2019s Maritime Policy stipulated in Presidential Regulation Number 16 of 2017 on Indonesia\u2019s Maritime Policy needs to be followed up on in an integrated and sustainable manner by the implementation of various maritime programs and activities in accordance with the national development goals at Ministries\/Institutions and regional governments in the Plan of Action on Indonesia\u2019s Maritime Policy for 2021-2025,\u201d the Regulation reads.<\/p>\n
The Regulation defines Indonesia\u2019s Maritime Policy as general guidelines for maritime policies and their implementation through the programs and activities in the maritime sector in Ministries\/ Institutions in the context of realizing the world maritime axis.<\/p>\n
The Regulation also defines Indonesia\u2019s Maritime Policy Plan of Action as a work plan document for the implementation of various maritime programs and activities in accordance with the national development goals.<\/p>\n
“The Plan of Action is determined for five years, namely the period of 2021-2025,” Article 2 paragraph 1 of the Regulation reads.<\/p>\n
The Plan of Action refers to Indonesia\u2019s Maritime Policy National Document and priority activities in the 2020-2024 National Medium-Term Development Plan (RPJMN). The Plan of Action consists of the Narrative and Matrix of the Indonesia\u2019s Maritime Policy Plan of Action for the period of 2021-2025.<\/p>\n
The Plan of Action has two functions: first,<\/em> as guidelines for Ministries\/Institutions and regional governments to plan, implement, monitor and evaluate maritime development to realize the world maritime axis, and second,<\/em> as a reference for communities and business players to play roles in realizing the world maritime axis.<\/p>\n The Indonesia\u2019s Maritime Policy Plan of Action for 2021-2025 is implemented in prioritized programs and activities to support 52 out of 76 Indonesia\u2019s Maritime Policy main programs, with the total number of relevant agencies of 40 Ministries\/Institutions.<\/p>\n The Plan of Action is stated in the form of a matrix containing programs and activities, in line with the seven pillars of the Indonesia\u2019s Maritime Policy, namely Maritime Resource Management and Human Resource Development; Defense, Security, Law Enforcement, and Safety at Sea; Maritime Governance and Institutions; Maritime Economy and Infrastructure and Welfare Improvement; Maritime Spatial Management and Maritime Environment Protection; Maritime Culture; and Maritime Diplomacy.<\/p>\n Article 5 paragraph 1 of the Regulation stipulates that the Plan of Action may be adjusted should any change occurs in the national policy. Further provisions regarding the procedure for the Plan of Action adjustment will be regulated by Regulation of Coordinating Minister for Maritime Affairs and Investment.<\/p>\n “The adjustment of the Plan of Action shall be determined by Coordinating Minister for Maritime Affairs and Investment after obtaining the President\u2019s approval,” Article 5 paragraph 3 of the Regulation reads.<\/p>\n This Presidential Regulation comes into force from the date of its promulgation on February 22, 2022 by Minister of Law and Human Rights Yasonna H.
