The Cabinet Secretariat through Deputy for Political, Legal, and Security Affairs held a Focus Group Discussion on the Evaluation of the Implementation of Presidential Regulation (Perpres) Number 68 of 2021 on Granting Presidential Approval to Ministerial\/Heads of Institutions Regulation Bills in Jakarta, Wednesday (05\/25).<\/p>\n

Deputy for Political, Legal, and Security Affairs Purnomo Sucipto said that this activity aims to optimize the role of the Cabinet Secretariat in handling ministerial regulation bills (rpermen) and head of institutions regulation bills (rperka).<\/p>\n

\u201cThe discussion is expected to produce a perfect bill. If the Cabinet Secretariat can handle the ministerial regulations perfectly, it means that we have contributed to the smooth running of the government,” said Purnomo.<\/p>\n

Purnomo added that good and smooth governance will also have an impact on the public’s economy.<\/p>\n

\u201cEconomic activities and smooth public activities will lead to public welfare. This means that the Cabinet Secretariat has a role in realizing the welfare of the people,” he said.<\/p>\n

According to him, the Cabinet Secretariat is not only overseeing the drafting process of the ministerial\/institution regulations, but also preparing a system for monitoring and evaluating the implementation of the issued ministerial\/heads of institutions regulations.<\/p>\n

“The monitoring and evaluation will be submitted in the draft regulation of Cabinet Secretary. That’s what we are doing right now,” he remarked.<\/p>\n

For the record, in accordance with the provisions in Presidential Regulation 68\/2021, before asking for President’s approval, the ministerial\/heads of institutions regulation bills must have gone through harmonization and consolidation of concept coordinated by Minister of Law and Human Rights.<\/p>\n

\u201cAfter the harmonization process, the initiator submits a request to the President. Based on the request submitted by the initiator, the Cabinet Secretariat submits a memo to the President to obtain approval of the proposal from the initiator,” said Cabinet Secretary Pramono Anung in August last year.<\/p>\n

If the President has given his approval, the Cabinet Secretary will immediately submit it in writing to the ministries\/institutions.<\/p>\n

“If we have not received approval or do not get approval from the President, we will review the process, re-investigate, and evaluate on what has not or does not get approval from the President,” said the Cabinet Secretary.<\/p>\n

The Ministerial\/Heads of Institutions Bill which has been approved by the President can then be stipulated by the minister\/head of the initiating institution and promulgated in the State Gazette of the Republic of Indonesia at the Ministry of Law and Human Rights.<\/p>\n

The criteria for the Ministerial\/Head of Institution Regulation Bill that are required to obtain the Presidential Approval are:<\/p>\n

    \n
  1. has broad impacts on people’s lives;<\/li>\n
  2. has a strategic role, namely in line with the President’s priority programs and government targets set out in the National Medium-Term Development Plan and Government Work Plan, defense and security, as well as state finances; and\/or<\/li>\n
  3. across sectors or across ministries\/agencies.<\/li>\n<\/ol>\n
