Your Excellency President of the Republic of Cuba,
\nYour Excellency leaders of G77 member countries and the leader of the People’s Republic of China.<\/p>\n
During the COP27, the world has agreed on the need for inclusive, just and responsive action for developing countries, and we are still waiting for the realization of this agreement. Recently, many cooperation schemes have been offered, but these offers actually become a burden shift. Developing countries are forced to choose between climate action and poverty alleviation, or between accelerating the energy transition and missing opportunities for accelerated development.<\/p>\n
COP28 must be an event to strengthen implementation, not an event to show ambition. The principle of the Paris Agreement must be a guideline, and responsibilities must be divided according to national capacity. To that end, I emphasize Indonesia’s support for the G77 and China, and invite everyone to take joint actions.<\/p>\n
First<\/i>, strengthening South-South cooperation. Let’s revive the spirit of Bandung. Solidarity, equality and collaboration are very important in handling global climate change through South-South cooperation. Indonesia has provided climate management training for countries in Africa, South Asia, Latin America, Caribbean and Pacific regions.<\/p>\n
Second<\/i>, developing countries as part of the solution. Indonesia has initiated the implementation of a transition funding ecosystem. Indonesia’s chairmanship of ASEAN has created the ASEAN taxonomy. Indonesia’s G20 Presidency has established a mixed financing scheme and state platform, and Indonesia\u2019s carbon exchange has also been operating since last September. We encourage other developing countries to lead by example, and create credible and professional mechanism.<\/p>\n
Third<\/i>, the importance of cohesiveness and inclusiveness. The G77 must continue to fight for a cohesive and inclusive global agenda. Global stocktake must fulfill the funding needs of developing countries as well as commitment from developed countries that have not been met. The loss-and-damage funding structure should not in the form of debt and should be easy to access. The new collective funding target as well as the fulfillment of resource and technological support must be in line with the principle of certainty and transparency. Through our joint efforts, the G77 and China can become a driving force for the global climate goal.<\/p>\n
