Ground Zero of IKN<\/p><\/div>\n

Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) Abdullah Azwar Anas emphasized that his Ministry is intensively preparing the process of transferring civil servants to the Nusantara Capital (IKN) starting from human resources to governance.<\/p>\n

By December 2024, approximately 12,000 employees, including associate management, junior management, administrative positions, functional positions, and staff from 38 ministries\/agencies (K\/L), will gradually be relocated to the new capital.<\/p>\n

“The determination of the number of central government civil servants to be transferred to IKN is carried out gradually by considering several principles such as prioritizing the roles or tasks and functions of ministries\/agencies to ensure the effectiveness of governance in IKN,” the Minister said as quoted from the Ministry’s website on Wednesday (02\/21).<\/p>\n

Anas also explained that there are several stages in determining civil servants to be transferred to IKN.<\/p>\n

First<\/em>, the Ministry has conducted an analysis to filter out ministries\/agencies and work units that are priorities for the first phase of relocation.<\/p>\n

“This is to ensure that governance can continue to run effectively during the initial relocation period, supported by the digitalization of government systems,” said Anas.<\/p>\n

Second<\/em>, each ministry\/agency independently selects positions and civil servants to be transferred based on the screening pattern provided by the Ministry.<\/p>\n

Minister of State Apparatus Empowerment and Bureaucratic Reform emphasized several things to consider in determining civil servants, namely mastering digital literacy, having multitasking abilities, and being able to apply the values of BerAKHLAK (Service-oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative).<\/p>\n

Regarding housing, the Minister stated that they are still coordinating with relevant agencies to ensure that civil servants receive apartment units or government-owned flats without having to pay rent.<\/p>\n

For the first batch of relocation in July 2024, Anas stated that they proposed to Ministry of Finance the possibility of providing civil servants with pioneer allowances as an appreciation, considering that in the initial stage of the IKN relocation, infrastructure support and basic needs are not yet fully available as in Jakarta.<\/p>\n

“Basically, civil servants are ready to be relocated to IKN. One important thing that we continue to coordinate and refine with the IKN Authority and Ministry of Public Works and Public Housing is the availability of housing for relocating civil servants. We are also coordinating to ensure the availability of supporting infrastructure such as office space, network infrastructure, and systems needed to optimize the roles of civil servants in IKN and the effectiveness of communication with offices still in Jakarta,” Anas emphasized.<\/p>\n

In addition to implementing the concept of a smart city, governance in IKN Nusantara is also supported by green design, green building, and green open spaces.<\/p>\n

In IKN, Anas explained, the application of shared services in the form of shared service centers is effectively implemented through flexible and collaborative work systems supported by shared offices, shared systems, as well as adequate work and mobility support facilities, as well as application of shared offices, which is the integrated management of building facilities, by providing co-working spaces for civil servants and guests.
