To Him alone we pray, and from Him alone we seek assistance. We are grateful for all His blessings, for the goodness and peace bestowed upon our nation, and for the life and health that have enabled us to gather in this honorable place for the Closing Ceremony of the 2026 National Conference of Islamic Scholars and Grand Conference of Nahdlatul Ulama (NU).<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">Distinguished <em>Rais Aam<\/em> [supreme leader] of the Executive Board of Nahdlatul Ulama (PBNU), and all members of the PBNU who have organized this noble event.<\/p>\n<p style=\"text-align: justify\">Also in attendance are Speaker of the People&#8217;s Consultative Assembly of the Republic of Indonesia, Ahmad Muzani; Chairperson of the PBNU, Kiai Haji Yahya Cholil Staquf; Deputy <em>Rais Aam<\/em> of the PBNU, who also serves as Chairperson of the Indonesian Ulema Council (MUI), Kiai Haji Anwar Iskandar; Chairperson of the East Java Regional Board of Nahdlatul Ulama (PWNU) and leader of Tebuireng Islamic Boarding School in Jombang, Kiai Haji Abdul Hakim Mahfudz; <em>Katib Aam<\/em> [religious council secretary-general] of PBNU, Kiai Haji Ahmad Said Asrori; esteemed Ulemas, <em>Nyais <\/em>[Islamic scholars\u2019 wives], all students of Islamic boarding schools, and senior Ulemas present at this grand conference.<\/p>\n<p style=\"text-align: justify\">Distinguished Governor of East Java, Khofifah Indar Parawansa, who also serves as Chairperson of the Central Advisory Board of Muslimat NU [the women\u2019s wing of NU], and members of the East Java Regional Leadership Coordination Forum (Forkopimda).<\/p>\n<p style=\"text-align: justify\">Coordinating Ministers, Commander of the Indonesian National Defense Forces (TNI), Chief of the Indonesian National Police (Polri), and members of the Red-and-White Cabinet, including Coordinating Minister for Food Affairs Zulkifli Hasan, Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono, Minister of Energy and Mineral Resources Bahlil Lahadalia. I hear an exceptionally strong round of applause. Is it perhaps because fuel prices have remained unchanged? The decision to keep fuel prices from increasing was made by the President, not by Bahlil.<\/p>\n<p style=\"text-align: justify\">Minister of State Secretary Prasetyo Hadi, Minister of Social Affairs and PBNU Secretary General Saifullah Yusuf, known as Gus Ipul. Perhaps someone should check whether he is wearing socks today. When I first became acquainted with him, he never wore socks. Now, of course, he is a minister.<\/p>\n<p style=\"text-align: justify\">Minister of Religious Affairs Kiai Haji Nasaruddin Umar, Minister of Agrarian Affairs and Spatial Planning Nusron Wahid, and Minister of Women&#8217;s Empowerment and Child Protection as well as Chairperson of Muslimat NU, Arifah Choiri Fauzi.<\/p>\n<p style=\"text-align: justify\">The Red-and-White Cabinet has many members associated with Nahdlatul Ulama. NU has consistently been present in various sectors. Representatives affiliated with NU can be found across numerous political parties. In this respect, NU has always maintained a significant presence. There is much that can be learned from NU regarding political engagement.<\/p>\n<p style=\"text-align: justify\">Commander of the Indonesian National Defense Forces, General Agus Subiyanto; Chief of the Indonesian National Police, General Listyo Sigit Prabowo, whenever they come to an NU gathering, even both the military and the police personnel wear <em>kopiah<\/em> [a black fez without a tassel]. Yet, as far as I know, that is not part of their official uniform as stipulated in the regulations. Perhaps the regulations should be amended so that whenever both personnel attend an NU or Muhammadiyah event, wearing a <em>kopiah<\/em> becomes part of their official field or daily service uniform.<\/p>\n<p style=\"text-align: justify\">Cabinet Secretary Teddy Indra Wijaya. What is going on here? Earlier the applause was so loud for Bahlil, and now it is for Teddy.<\/p>\n<p style=\"text-align: justify\">Distinguished members of <em>Mustasyar <\/em>[advisory board]<em>,<\/em> <em>Rais Syuriah <\/em>[supreme council chairman], <em>Katib<\/em> [religious council secretary] and, <em>A\u2019wan <\/em>[assistant], distinguished Ulemas, leaders and members of Ansor, Fatayat NU [the young women\u2019s wing of NU], and Muslimat NU; PBNU, PWNU, and PCNU officials from across Indonesia; Ulemas, leaders of Islamic boarding schools, descendants of Syaichona Cholil of Bangkalan, distinguished guests, and members of the press.<\/p>\n<p style=\"text-align: justify\">Also present are former PBNU Chairperson for 2010-2021 period Kiai Haji Said Aqil Siroj; <em>Rais Syuriah<\/em> Syekh Ali Akbar Marbun of Medan; Kiai Haji Kafabihi Mahrus of Lirboyo Islamic Boarding School; K.H.R. Azaim Ibrahimy of Sukorejo Islamic Boarding School, Situbondo; Kiai Haji Miftah Maulana Habiburrahman of Ora Aji Islamic Boarding School, Sleman; Kiai Haji Abdul Hakim Mahfudz of Tebuireng Islamic Boarding School; Kiai Haji Ubab Maimoen of Sarang Islamic Boarding School, Rembang; Nasih Aschal of Syaichona Cholil Islamic Boarding School, Bangkalan; PBNU Treasurer Gus Gudfan Arif; Kiai Haji Imam Jazuli of Bina Insan Mulia Islamic Boarding School; Kiai Haji Hasib Wahab Chasbullah of Bahrul Ulum Islamic Boarding School, Tambakberas; Kiai Haji Abdullah Ubab Maimoen Zubair, I have mentioned him before;<\/p>\n<p style=\"text-align: justify\">Nyai Masruroh; <em>Rais Syuriah<\/em> PBNU Professor Mohammad Nuh; all leaders of Islamic boarding schools whom I deeply respect, there are sixty-seven of you present here. Therefore, with no diminution of my respect, I will not mention each of you individually, unless the <em>Rais Aam<\/em> instructs me to read out the entire list.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">I would like to express my sincere gratitude for the great honor of being invited to join you at the Closing Ceremony of the 2026 National Conference of Islamic Scholars and Grand Conference of Nahdlatul Ulama. Thank you for the extraordinary welcome extended to me. I have always felt comfortable among Nahdlatul Ulama family.<\/p>\n<p style=\"text-align: justify\">My familiarity with the NU family dates back to my childhood. I was once a neighbor of the family of Gus Dur in Jakarta, and my grandmother also came from an NU background.<\/p>\n<p style=\"text-align: justify\">One distinctive characteristic I have long observed about Nahdlatul Ulama is that it is a religious organization and is profoundly nationalistic, patriotic, and deeply devoted to the homeland. Its religious commitment is accompanied by a strong sense of nationalism and patriotism. Indeed, even the NU song, written before Indonesia gained independence, already contained extraordinary values of patriotism and love for the homeland. I have observed that this tradition continues to this day. At every NU event, the song <em>Syubbanul Wathon<\/em> is always sung. I appreciate that. What is more, when it is sung, everyone raises a clenched fist. That is truly remarkable.<\/p>\n<p style=\"text-align: justify\">Before Kopassus [the TNI\u2019s special forces] even existed, NU was already ahead of Kopassus. Today, the TNI has what is known as a <em>salam komando<\/em> [commando salute] when posing for photographs. NU had it first. Even before Indonesia&#8217;s independence, NU already had its own <em>salam komando<\/em>.<\/p>\n<p style=\"text-align: justify\">I am grateful for the invitation, and for the support of the NU family. Throughout difficult periods in Indonesia\u2019s history, NU has consistently stood by the nation. It has served as a stabilizing force, helping to preserve peace in our nation. Therefore, I firmly believe that Nahdlatul Ulama will continue to play a significant role in the future of our country.<\/p>\n<p style=\"text-align: justify\">Nahdlatul Ulama is an organization of Ulemas and Clerics. In my view, these figures are among those closest to the people, particularly those living in rural areas. As such, they understand the aspirations, concerns, and challenges experienced by ordinary citizens. Ulemas feel and understand the realities faced by people at the grassroots level. Likewise, members of the military, police, and government institutions also come from the people. Consequently, Ulemas, government officials, military personnel, and law enforcement officers all understand the aspiration and needs of the public.<\/p>\n<p style=\"text-align: justify\">May I proceed? Here, one must follow the guidance of the Ulemas. At the Presidential Palace, perhaps the situation is reversed and the Ulemas follow mine. That is what it means when the <em>Ulema<\/em> and the <em>Umara<\/em> [leaders] work together in unity for the nation and the state.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">We truly understand what our people are experiencing. Ladies and Gentlemen, I was inaugurated on 20 October 2024 before the entire Indonesian people. I took an oath to uphold the 1945 Constitution of the Republic of Indonesia and all prevailing laws and regulations. Having taken that oath, I am duty-bound to carry it out. We need not pretend, nor do we need to speak merely in pleasant terms. Too often, as a nation, we prefer to say what sounds agreeable. At times, we are reluctant to speak frankly. However, I believe the time has come for us to speak honestly and openly.<\/p>\n<p style=\"text-align: justify\">After decades of independence, and especially after becoming the President and reviewing the available data and facts, I have come to the conclusion that we have allowed far too many irregularities and distortions to persist. In my view, these are among the principal reasons our nation finds itself in its current situation. We must acknowledge that an excessive amount of the nation&#8217;s wealth has been lost, wealth that rightfully belongs to the people and to the nation. Much of that wealth has enriched only a small number of individuals, and a substantial portion has flowed abroad rather than remaining in Indonesia. Therefore, to overcome the challenges we face today, we must have the courage to confront reality and face the facts as they are.<\/p>\n<p style=\"text-align: justify\">Therefore, before this grand conference, even though it is a closing session, I would like to take this opportunity to share my views. First, only an unwise nation would continue to maintain a system in which the wealth of the nation does not remain within the nation itself.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen, I have led this government for approximately eighteen months. I myself have been shocked, astonished, and saddened by the magnitude of our national wealth that has been lost over the years. This is not about assigning blame. Let us regard it as a collective oversight on our part. However, I took an oath to safeguard the interests of the nation and its people. Therefore, I must do everything within my ability to fulfill that responsibility and ensure that I do not betray the oath I made to the nation and the people.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">I would like to present several facts because Ulemas are among the leaders closest to the people. They have the right to understand these realities.<\/p>\n<p style=\"text-align: justify\">Earlier today, I inaugurated 1,151 kilometers of roads, consisting of village roads and regional roads. More than one thousand kilometers of roads required a budget of Rp5.4 trillion. With Rp5.4 trillion, we were able to build more than one thousand kilometers of roads. Imagine what could be achieved with Rp20 trillion. Imagine how many thousands of kilometers of roads we could construct, how many thousands of bridges we could build for our people, and how many tens of thousands of schools we could renovate. Five trillion rupiah can build one thousand kilometers of roads. Yet we still need thousands of kilometers of roads, thousands of bridges, and thousands of kilometers of railway lines.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">An enormous amount of our money has simply disappeared. The government that I lead is determined to do everything possible to stop these leakages. My administration has reclaimed and reasserted control over more than five million hectares of oil palm plantations that were operating illegally, violating regulations, occupying protected forest areas, or submitting falsified reports.<\/p>\n<p style=\"text-align: justify\">We have shut down hundreds of illegal mining operations. These mines operated as though the state did not exist. There was one mining operation that had been running for eight years without a permit and continued operating. There are also mining operations generating hundreds of billions of rupiah every month from gold, silver, and other highly valuable minerals.<\/p>\n<p style=\"text-align: justify\">To this day, smuggling activities continue. We have deployed the navy, customs authorities, and thousands of personnel, yet such activities still persist. This demonstrates that the task before us is not an easy one.<\/p>\n<p style=\"text-align: justify\">Our country is vast. Our territory is extensive. Our nation is extraordinarily rich in natural resources. Therefore, the key requirement is a clean government. The government must be free from corruption. Corruption has no place whatsoever in the Government of the Republic of Indonesia. This is not an easy undertaking. I fully understand that. Nevertheless, we must do everything necessary to ensure the survival of our nation. No country can endure if its resources are continuously taken away while many of its people remain poor.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">I would like to present several figures. These figures may made many people uneasy, but they are realities that we must confront.<\/p>\n<p style=\"text-align: justify\">For the past seven years, we have been told that our economy has grown by five percent annually. Seven years multiplied by five percent amounts to approximately thirty-five percent growth. Logically, that would suggest that Indonesia has become thirty to thirty-five percent wealthier over that period. However, the reality is quite different. This is what troubled me deeply. The data emerged approximately two months after I assumed office as President.<\/p>\n<p style=\"text-align: justify\">Despite seven consecutive years of five percent economic growth, the number of people living in poverty increased. The nation became wealthier, yet the number of poor people grew. That is an anomaly. The middle class, many of whom had previously risen out of poverty, also declined in number. We are told that the nation became thirty to thirty-five percent wealthier, yet poverty increased, and the middle class contracted. We must also recognize another concern: the additional wealth appears to have been concentrated in the hands of only a small segment of society.<\/p>\n<p style=\"text-align: justify\">Therefore, Ladies and Gentlemen, we must acknowledge that there is something fundamentally wrong with our system. If the number of poor people increases while the number of middle-class people declines, it means that the benefits of economic growth are being enjoyed by only a small minority. This outcome is inconsistent with the ideals of our Proclamation of Independence, inconsistent with the objectives of our struggle for independence, and inconsistent with the vision of our nation&#8217;s founders.<\/p>\n<p style=\"text-align: justify\">We achieved independence because we wanted our people to live in justice and prosperity. Prosperity cannot be achieved through a system that produces outcomes such as these. This is what I believe, and this is what I will work to address in order to fulfill the oath I made to the people and to protect their interests, as I pledged when I was inaugurated, Ladies and Gentlemen.<\/p>\n<p style=\"text-align: justify\">I wrote about these issues in my book more than a decade ago, and to this day the argument has never been refuted. No professor of economics has successfully disproved it, even though I am not an economist. Numbers are numbers, and math is math.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">What I argued many years ago is that Indonesia&#8217;s wealth has been flowing abroad<strong>. <\/strong>In the English term, this is referred to as a net outflow of national wealth. Our national wealth has been flowing out of the country. Today, this assessment is supported by data recognized by the United Nations.<\/p>\n<p style=\"text-align: justify\">The United Nations statistics support the premise that I advanced many years ago. The figures come from the United Nations Comtrade data, which has been analyzed by our National Economic Council. If we examine this twenty-two-year period, Indonesia as a nation actually recorded a surplus. Only five years were less favorable to us. Out of the twenty-two years, we achieved positive results in seventeen years. The total gain amounted to US$436 billion over those twenty-two years. Multiply that by 17,000, how many trillion rupiah would that be? \u00a0If we look over a forty-two-year period, the total figure reaches US$683 billion.<\/p>\n<p style=\"text-align: justify\">When people ask why our currency is weak, one explanation is that our wealth continues to leave the country. If a person&#8217;s blood were to leave the body every day, eventually the body would collapse. That is the analogy I would use. Indonesia is so rich that even though large amounts of wealth have flowed abroad year after year, the nation continues to stand.<\/p>\n<p style=\"text-align: justify\">If we examine the balance of inflows and outflows, we find that over the twenty-two years approximately US$343 billion flowed out of the country. Out of gains totaling US$436 billion, US$343 billion left the country. Consequently, only a relatively small portion remained compared with what flowed abroad. These are the figures before us.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">What conclusion should we draw from this? According to the United Nations data, one of the major issues is under-invoicing, or false reporting. For example, a business may sell 1,000 tons of goods but report only 500 tons. The consequence is that the state suffers losses. Based on calculations using the United Nations data, Indonesia has lost approximately US$908 billion over a period of thirty-four years, equivalent to roughly Rp15,000 trillion.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">These are publicly available figures. I am presenting them in this forum because I want the NU community, as leaders, scholars, educators, and community leaders, to understand these realities. Why are teacher salaries often inadequate? Why are civil servant salaries often inadequate? Why are government budgets frequently constrained? The answer is straightforward. The resources are not available because they have continuously been lost. Experts currently estimate that annual leakages amount to approximately US$150 billion, or around Rp2,500 trillion every year, Ladies and Gentlemen. \u00a0I am currently addressing these problems.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">The number of state-owned enterprises is extraordinary. I only learned the true figure after becoming the President. I had assumed there were approximately 300 state-owned enterprises. After taking office, I discovered that there were more than one thousand. To date, we have closed approximately 240 of them. Is that correct, Minister of State Secretary? Approximately 240? Yes, 240 have already been closed. None of them were profitable. They continued to incur losses year after year.<\/p>\n<p style=\"text-align: justify\">These state-owned companies belong to the people. If I am not mistaken, by the conclusion of this process, we will close approximately 800 state-owned enterprises, or at the very least around 700. Just consider that we have already closed 240. Is the number correct, Minister of State Secretary? Two hundred and forty. If each company had, for example, four directors and four commissioners, that would amount to eight positions per company, and thus, in two hundred companies, there are 1,600 positions. If each individual received a salary of Rp50 million per month, imagine the total expenditure involved. Some of them were earning considerably more than that. Despite operating at a loss, some were still requesting bonuses.<\/p>\n<p style=\"text-align: justify\">Ladies and Gentlemen,<\/p>\n<p style=\"text-align: justify\">We have closed these entities. By shutting down companies that were not functioning properly, we have saved trillions rupiah. In many cases, these companies had been exploited by their executives to conceal their corrupt practices.<\/p>\n<p style=\"text-align: justify\">(The proceedings continued in a closed session.)<\/p>\n<p style=\"text-align: justify\"><strong>(RI\/TM)<\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Bismillahirrahmanirrahim.
