For two years, we have worked side by side and carried out the mandate entrusted to us by our people. We have faced various challenges. Ladies and gentlemen, the global environment in which we have governed has been quite challenging. The global environment we face today is fraught with crises and conflicts, and even wars. Wars are taking place in almost every region of the world. There are physical wars and open warfare, but beyond that, there are also trade wars, economic wars, and tariff wars.

Ladies and Gentlemen,

We find ourselves in a global environment characterized by a struggle for hegemony among the world’s major powers. Ladies and gentlemen, this global situation inevitably affects every country because our world has become so deeply integrated that we depend on one another.

Ladies and gentlemen,

In addition to the global situation marked by intense geopolitical competition for hegemony, we are also facing the consequences of changing weather patterns. It is now scientifically established that these changes give rise to various forms of disruption. We must also acknowledge the reality that we live within what is known as the Ring of Fire. We inhabit an archipelago that forms part of this ring of fire, consisting of volcanoes and continental plates that move regularly, giving rise to various phenomena and, frankly, presenting us with the challenge of dealing with natural disasters. Ladies and gentlemen, these challenges also bring opportunities. Although we are situated within the Ring of Fire, it also gives rise to relatively fertile soil and highly valuable minerals. These, too, constitute sources of our national strength.

Ladies and Gentlemen,

The main purpose of this plenary meeting is, in fact, for me to express my gratitude and appreciation to every member of the Red and White Cabinet. As your leader, as the person entrusted with a mandate by the people, I regard all of you as my principal colleagues in carrying out our duties to the nation and the people. I believe that you have worked extremely hard. You have contributed everything you could, with dedication and enthusiasm. You have delivered a level of performance that, in my assessment, is a source of considerable pride. I wish to thank you for the solidarity and teamwork you have demonstrated over the past two years.

Ladies and Gentlemen,

The success of any organization depends on teamwork. The ability to work together is what determines success. It is better to have ordinary people who can work well together than to have many brilliant and exceptionally talented individuals who cannot cooperate. That is a lesson humanity has learned over thousands of years of civilization. Of course, a country as large as ours, with a population approaching 300 million, is bound to produce outstanding people. Ladies and gentlemen, through the natural course of events, you have been selected through the dynamics of our nation and by the circumstances that have brought you here. Those of you standing before me today are, in fact, among the finest sons and daughters of the Indonesian nation.

Ladies and Gentlemen,

We are a tangible embodiment of Indonesian democracy, which we have practised for several decades. We come from different backgrounds, different political parties, and different mass organizations. Those who do not come from political parties also come from different sectors. Some come from academia, while others come from a wide range of professions. Yet we have come together in response to a call of history. Your presence here is a response to that call. You have been called upon to serve the state, the nation, and the people of Indonesia. You understand that serving in government is, in essence, an act of sacrifice. You sacrifice your personal lives and personal interests. Even your smallest movements are subject to scrutiny. Your entire wealth and assets are subject to scrutiny. Every word you utter is subject to scrutiny. That is the risk of serving in government, particularly in this day and age, when digital technology has become so sophisticated. This technology is extraordinarily advanced, but it can also be misused. Today, much of this technology is being used as a weapon to create disorder and division.

Ladies and Gentlemen,

In these circumstances, I once again wish to take this opportunity to express my deepest gratitude. Despite our respective strengths and shortcomings, we should take pride in the achievements we have made over the past two years. We should not become arrogant, but neither should we underestimate ourselves.

Ladies and Gentlemen,

There are certain characteristics of the Indonesian nation. Perhaps because we were colonized for so long, we often fail to take pride in our own achievements. Indeed, we sometimes show greater respect for the achievements of foreigners than for our own. Ladies and gentlemen, today I take pride in being your leader. I take pride in being your President. I take pride in having led this government because, over the past two years, we have worked together and delivered tangible results.

Ladies and Gentlemen,

We are under attack. Whenever the Indonesian nation rises, it faces fierce attacks, because certain countries in the world are deeply opposed to the emergence and advancement of an independent Indonesia. From the very moment we came into being, we have faced interference. Why? Because Indonesia, because this archipelago of ours, is extraordinarily rich. Our wealth has been plundered for years, for hundreds of years. I have already demonstrated this to you, and I need not repeat it now. Historical records confirm that our archipelago has consistently been a target of powerful countries seeking to seize our wealth.

Ladies and Gentlemen,

We received our mandate from the people at a time and under circumstances that compel us to confront challenges and difficulties with courage. We can no longer face them with excessive naivety or by constantly seeking to please others. We are now compelled to choose between confronting difficulties and facing reality, with the ultimate objective of safeguarding the wealth of our nation and our people, or continuing a system that allows Indonesia’s wealth to be taken abroad year after year through practices that I regard as fraudulent. Our nation has been deceived. Our people have been deceived. Our government has been deceived. Legal experts and criminal law experts will confirm this. Tell me, is there any political leader or legal expert who would stand up and claim that smuggling is not a violation of the law? Smuggling is like stabbing our nation, like stabbing our own bodies. Smuggling is an attempt to destroy our economy, and destroying our economy means destroying our nation. This includes smuggling into our country, whether in the form of narcotics or goods that threaten to force our factories to close, as well as smuggling out of our country. Our wealth is smuggled abroad. Our tin is smuggled abroad. Our gold is smuggled abroad. Our coal is smuggled abroad. Our timber is smuggled abroad. Our subsidized fuel is smuggled abroad, and so is our subsidized fertilizer. How can anyone claim that we should preserve a system that allows smuggling to continue unchecked?

Ladies and Gentlemen,

The central point I wish to convey, as I have repeatedly told you, is that we are now in a situation where we must fight for our survival. We must persevere. We must safeguard our wealth. Our natural resources are like the blood that flows through our bodies. If we continue to lose our blood, our bodies cannot survive.

Ladies and Gentlemen,

We are in a situation where we must survive, and we are not alone. Many countries around the world are facing similar circumstances. In a struggle for survival, national interests and the interests of the people must take precedence. For this reason, ladies and gentlemen, I have repeatedly stated, both publicly and in internal meetings, that the foreign policy we pursue follows the tradition inherited from the founders of our nation. We seek to respect every country and all major powers.

I have stated that my foreign policy is guided by the principle that a thousand friends are too few, while one enemy is too many. I want Indonesia to be a good neighbour, and I seek to pursue a good neighbour policy. From the very beginning, even before I was officially inaugurated as President, when I was still serving as Minister of Defence in the Cabinet led by President Joko Widodo, I followed the foreign policy direction pursued by President Joko Widodo at the time. We wanted to maintain good relations with all our neighbours. I travelled widely because I wanted to cooperate with them. I accommodated most of their requests, and that is the principle we have sought to uphold firmly. Beyond our own region, we have also worked to maintain good relations so that Indonesia can be accepted by international community. We do not wish to join any bloc or any military pact. We respect others, and in accordance with our Constitution, we oppose imperialism and colonialism.

Likewise, in my domestic political approach, I place national interests above the interests of any particular group. For that reason, I have sought to bring all forces together. I do so because I recognize that the current global situation is fraught with uncertainty and vulnerability. My long experience in security and politics has taught me that politics and the economy cannot be separated. We must engage in self-reflection, particularly within our academic community and among our professors who bear responsibility for education. One of Indonesia’s weaknesses is that our elites are divided into separate sectoral silos. This may stem from our education system. Politics, economics, social affairs, and defence cannot be treated as separate matters. Today, currencies have become weapons. Exports and imports have become weapons. Food has become a weapon. Rice has become a weapon. We can no longer regard business as merely a matter of business. That is no longer possible. In the long term, I hope we will reform our education system so that it becomes genuinely integrated rather than sectoral. I believe that a sectoral approach may be acceptable at the undergraduate level, but master’s and doctoral education should be more multidimensional.

Ladies and Gentlemen,

Why do I speak in these terms? Because of the state of the world today. We can almost say that there is no longer any genuine international order. What we now have is a system of politics based on power. Those who are strong will survive. Those who are not strong, as we can see in the Middle East and elsewhere, risk being wiped out.

Therefore, ladies and gentlemen, I firmly believe that our politics must be founded on national unity. The ideas advanced by our first President, Bung Karno, were once ridiculed, but I believe there was a common thread running through them: his conviction and determination to preserve national unity. National unity, ladies and gentlemen, is essential. In my view, it is becoming increasingly urgent for us to safeguard national unity through our democracy. Differences are good. Competition is necessary. Mutual criticism and mutual correction are essential. But ultimately, we must preserve our unity. If we look at Western style democracy today, we need only watch television and follow the daily news to see what is happening in France, Italy, and other parts of Europe, the birthplace of democracy and the region that taught us about human rights. We must reflect carefully on these developments. This is the consequence of the political approach I have adopted. Our coalition is large, and that is true. It is large because I want as many forces as possible to unite in pursuing improvements to the lives of our people.

I do not wish to revisit or endlessly debate matters that have already passed. In a country as large as ours, with political dynamics on such a scale, competition is bound to be intense, while the number of positions is limited. Why is someone smiling? Perhaps this party leader understands that positions are limited and that there can be only one President. We are accused of having an oversized Cabinet and of being inefficient. Is that not so? But, ladies and gentlemen, let me remind you that our country has a population approaching 300 million. Geographically, our country is as large as Europe. Europe consists of 30 countries, with 30 cabinets, 30 finance ministers, 30 military commanders, 30 attorneys general, and 30 police chiefs. Indonesia has one Cabinet, ladies and gentlemen. So which system is less efficient? Which one is less efficient? We have also demonstrated our ability to manage natural disasters. When disasters occur, we respond. We mobilized extensively in northern part of Sumatra recently. Whether dealing with earthquakes, Krakatau, or forest and land fires, we have worked together and confronted these challenges. We are not complacent, and we continue to learn.

However, ladies and gentlemen, our field investigations have revealed that forest and land fires are not entirely natural phenomena. Human intervention is also involved, and in my view, we must address this matter carefully and thoroughly. I have instructed the Indonesian National Police, the Attorney General’s Office, and Ministry of Forestry, with support from the Indonesian National Defence Forces and intelligence agency, to investigate these incidents. It turns out that many corporations also bear responsibility. Members of the public have also apprehended various individuals who deliberately set fires. Such acts may be regarded as environmental terrorism. These are crimes against humanity because the actions of those responsible endanger the health of millions of our people. We must not take this matter lightly. We will now address it on a massive scale, and we will also pursue investigations. This time, I must say that we should take extra ordinary measures. When the evidence is clear, we will act. We will revoke all permits held by companies that violate the law. And, as for certain countries that like to insult the Indonesian nation, when the time comes, we will disclose the companies involved.

Ladies and Gentlemen,

The Indonesian people are courteous and patient. We are often insulted, but believe me, the Indonesian people do not wish to be continually harassed. Nor can the Indonesian nation be stopped. We cannot be stopped. For decades since our independence, major powers have repeatedly intervened in our affairs, interfered with our development, incited division, and financed rebellions and unrest, seeking to set us against one another through the strategy of divide et impera, or divide and rule. After Darul Islam/Indonesian Islamic Army movement, Ratu Adil Armed Forces, the Republic of South Maluku, the Revolutionary Government of the Republic of Indonesia and the Permesta movement, and the 1948 rebellion, Indonesia has remained strong. Indonesia has endured. We remember 1997 and 1998, when many predicted, hoped, and acted to bring about our downfall. Today, we are increasingly certain that many were involved. They believed Indonesia would break apart in 1999 or 2000. Yet we demonstrated that our national resilience was sufficiently strong, ladies and gentlemen.

Our people are becoming increasingly knowledgeable, and ultimately, our leaders will safeguard national unity. That is precisely what I am pursuing today. My politics is a politics of national unity. I want to bring all forces together. Let us set aside our differences. Let us unite in pursuit of our greater shared interest: ensuring that the Indonesian people live in prosperity and peace, in an atmosphere shaped by Pancasila, where we respect, support, and care for one another. We may profess different religions, but let us protect every religion. We may belong to different ethnic groups, but let us safeguard and respect every ethnic group. We may speak different regional languages, but let us preserve all our customs and regional cultures. Diversity is a source of wealth, and respect is a noble virtue.

Ladies and Gentlemen,

We must protect every religion and every race, because the truth is that we are all already a mixture of different backgrounds. No ethnic group is entirely homogeneous. I believe there are more Minangkabau people in Jakarta than in West Sumatra. I suspect there may be more Batak people in Bandung than around Lake Toba. Even in Madura, not everyone living there is of Madurese descent. Ladies and gentlemen, Indonesia has become a melting pot. We are a melting pot. Looking around this room, I can see that we represent a mixture of backgrounds. Is that not true? Am I right? Mr. Bahlil has now become a Coordinating Minister. He may be the first Coordinating Minister from Fakfak. Is that right? The first Coordinating Minister from Fakfak. The first Minister of Energy and Mineral Resources from Fakfak.

Ladies and gentlemen, these opening remarks have been somewhat lengthy, but I consider them necessary. Despite the many challenges facing the world today, we can still be grateful that our own situation remains relatively stable. Our food supply is under control. One of our most significant achievements is that we have achieved food self-sufficiency in a relatively short period. Ladies and gentlemen, food is decisive because it can now be used as a weapon. During a crisis, even if we have money, we may not be able to purchase rice from other countries. We should be grateful that we have achieved food self-sufficiency during a particularly difficult season. Despite the prolonged drought in 2025 and 2026, we are able to achieve self-sufficiency. We are preparing to deal with El Niño, and we will also be ready for La Niña. We have already developed contingency plans.

Ladies and Gentlemen,

With food self-sufficiency, we have established a degree of resilience. Global oil prices are rising and are likely to rise further. We are fortunate to possess substantial alternative energy resources. We still have abundant coal, and we have considerable geothermal potential. Most importantly, we can produce diesel fuel from crops. Biodiesel will be of great assistance to us in the future. We have already reached the B50 target, and we will now work towards producing ethanol fuel at the E50 level. Perhaps we will only be able to reach E10 this year. We hope to achieve E20 in two years, and then E50 two years after that. Once we reach E50 and B50, God willing, we will no longer need to import fuel from abroad.

Ladies and Gentlemen,

I believe that is what I wished to convey. After this, we will take a short break and allow our colleagues from the media to have some coffee. I hope the coffee will be locally produced. After that, we will resume the plenary cabinet meeting in an internal session.

The main point of these opening remarks is to express my gratitude for all your hard work. As I said at the beginning of our administration, we would not put every player on the field from the outset. Some are substitutes, some provide support, and some are strikers. Those who are substitutes should not become frustrated. Your time will come, and we will put you into play. To use the analogy of a football match, we have not yet reached half time. We have not even completed the first half, have we? Our term is five years, so the first half will conclude after two and a half years. After that, we will move into the second half. We are still in the first half. So, the substitutes whom I have seen becoming restless should remain calm. They are wondering, “When will I get to play?”

However, ladies and gentlemen, I am already concerned that some players have ended up in hospital during the first half. This is something we must watch carefully. I ask the Minister of Health to consider arranging more thorough medical check-ups for the Ministers, Vice Ministers, and perhaps Heads of Agencies as well. Find some good vitamins. If the Minister of Health does not know which ones, I will provide him with a list of vitamins.

Ladies and Gentlemen,

We have worked well, but we know that the challenges remain immense. Our people expect more. We still face many difficulties and many disruptions. We continue to face obstacles. There are all kinds of issues, including MSCI, which is trying to intimidate us. My message to MSCI is simple: Indonesia fears no one and will not be intimidated.

Ladies and Gentlemen,

We are not afraid. We have strength, we have courage, we are willing to make sacrifices, and we will not surrender. Ladies and gentlemen, if necessary, we will implement more efficiency in our expenditure.

Thank you. That concludes my opening remarks. We will take a ten-minute break. Thank you to the members of the press. (RI/MMB)

Bismillahirrahmanirrahim.
