As for the regents and mayors, I will not name each one individually—though I offer them all my full respect.

First and foremost, as people of faith, let us never stop giving thanks to the presence of Almighty God, the Almighty God, for Muslims, Allah subhanahu wa ta’ala who owns all the worlds, only to Him we pray and only to Him do we ask for help. We are grateful for all the gifts, goodness, blessings and peace that are still bestowed upon our nation, for the health and breath that are still bestowed upon us, so that we can gather this afternoon, at the National Coordination Meeting of the Regional Financial Access Acceleration Team.

I have received reports that by the end of 2024, Regional Financial Access Acceleration Teams (TPAKD) had been established across all provinces, regencies, and cities in Indonesia. This is an institutional achievement that we should both value and take pride in. I extend my appreciation to the Financial Services Authority (OJK), regional governments, Bank Indonesia, and all parties who have worked to build these institutions.

I have also received reports that the beneficiaries represent a diverse range of sectors, including online transport drivers, farmers, fishermen, traders, and Islamic boarding school students (santri). I would like to take this opportunity, both personally and on behalf of the Government of the Republic of Indonesia, to wish everyone a Happy National Santri Day, October 22, 2026. Santri, santriwati (female Islamic boarding school students), and Islamic boarding schools (pesantren) have played a vital role in the history of the Indonesian nation’s struggle and its independence. With santri standing united and strong, Indonesia grows ever more powerful.

Ladies and gentlemen,

The true economic strength of the nation must be felt tangibly by the people: by farmers in the villages, fishermen along the coasts, traders in the marketplaces, those running micro, small, and medium-sized enterprises, and the women striving to support their families’ livelihoods.

Fellow citizens,

Our economic policy must be capable of improving the welfare of our people. Welfare should not merely be a slogan. In its true sense, welfare means that the people’s real income—their actual earnings—must increase. It means that every family must possess tangible purchasing power. This is what we are striving for. This is our path. This is our strategy. And the key to achieving all of this is that our government—from the central level down to the regions—must take control of, secure, and safeguard Indonesia’s wealth. Indonesia’s natural resources must be protected and managed for the greatest possible prosperity of our people.

Our economic policy must be capable of improving the welfare of our people. Welfare should not merely be a slogan; its true meaning is that the people’s income must tangibly increase, and every family must possess real purchasing power. This is what we are striving for, this is our policy, this is our strategy. The key to this success lies in our government, from the central level down to the regions, taking control of, securing, and safeguarding Indonesia’s wealth. Indonesia’s natural resources must be protected and managed to ensure the greatest possible prosperity for our people.

We take pride in the achievements we have reached together, such as the distribution of credit to the public, an initiative we intend to scale up significantly. I noted earlier that approximately Rp53 trillion has been disbursed, benefiting around two million of our citizens.

In the coming year, God willing, as we realize our plans and objectives, I intend to channel Rp400 trillion to farmers, fishermen, and those living in rural areas, remote regions, and underdeveloped areas, as well as to low-income individuals in urban areas. The target is approximately 28 million families. With spouses and children, that amounts to four times the number, or roughly 100 million of our people. That is our current capacity. However, if we are able to secure our extraordinary natural resources, our capacity will be even greater, ladies and gentlemen. Our capacity will be even greater.

Ladies and gentlemen,

For instance, I have just received a report regarding five concessions, five Mining Business Licenses. Out of the hundreds of such licenses, these five have proven reserves, as verified through a reserve study conducted by JORC (Joint Ore Reserves Committee). The value of these five concessions alone is Rp 5,400 trillion, that is US$300 billion. Do not applaud just yet, however, as that wealth still lies underground. My point is simply that our country is incredibly rich. Now, it falls upon us—the government—to act. By “the government,” I mean the entire apparatus: the Central Government, provincial governments, regency and municipality, all the way down to the village level. When we speak of our government, we must recognize our responsibility to the people; the Government exists to serve the people. Therefore, we must not be too quick to hand out concessions. We must be thorough and ensure that those to whom we grant these concessions truly possess the capability to carry out the work. The problem is that many of the concessions we have granted have remained undeveloped for decades. This is precisely the situation we are now working to bring under control.

Perhaps in the past, certain entrepreneurs speculated by simply requesting concessions. They weren’t mining experts and had no understanding of mining operations, yet they applied for the licenses anyway. Once granted the licenses, they would hold onto them, perhaps for speculative purposes, or to use them for listings on various stock exchanges. In the end, our nation suffers great losses; as these resources have remained undeveloped for decades.

I have given instructions to the Minister of Energy and Mineral Resources: if the license holder has not conducted any substantial activity in his concession area for more than two years, revoke the license. There is a 28-year concession—in Maluku, specifically Southwest Maluku, in the Masela block, Tanimbar. It has gone undeveloped for 28 years. I flew to Japan and met with key figures there. I asked them respectfully—after all, a President must be polite—I asked them in a proper manner: “Your Excellencies, is the Japanese side—INPEX—still interested in proceeding with the project? If not, we will be forced to revoke the license, as our people are in dire need. Many of our citizens are still living in hardship.” God willing, they were present recently and promised that operations—actual activities—would begin within six months. Well, we shall see.

We should show respect to everyone, I have said this in many occasions. The Indonesian nation is fundamentally a polite, friendly one, a nation that welcomes guests. That is our nature. However, at times, our friendliness and kindness can verge on naivety. Being naïve, or overly guileless, can be misconstrued. In a competitive world, such guilelessness might even be perceived as stupidity or a lack of intelligence. Therefore, we must be careful. In fact, even within our own traditions—such as in Javanese leadership philosophy—it is taught that a leader must not be naive. I believe this is a principle found across all our ethnic cultures: a leader must not be naive; a leader must be vigilant. In Javanese philosophy, this is expressed as eling lan waspada, to remain mindful and vigilant. Of course, this could be misinterpreted; if we are vigilant, some might label us as paranoid. Yet, a certain degree of paranoia can sometimes be necessary. Consider fire, for example: we teach our children that fire is hot. Fire is useful, but if one is not careful, it becomes dangerous. We need fire, but it also has the potential to cause us harm.

So, ladies and gentlemen, as leaders, we must remain vigilant. However, what I want to emphasize is that we must now have the confidence since we are a wealthy, great nation. The IMF (International Monetary Fund) has just released a ranking of the world’s largest economies based on Purchasing Power Parity (PPP), which reflects the actual purchasing power of various national economies, and Indonesia is currently ranked 7th in the world. We are the seventh-largest economy in the world. We are strong.

Earlier, I noted the stalls out front and saw the capabilities of our entrepreneurs, not just large-scale ones, but small-scale entrepreneurs, who have managed to produce dehydrated eggs that can last for months. You simply add water, and they turn back into eggs, both the whites and the yolks. We are capable. Our coffee farmers are already exporting high-quality coffee. We have even developed coffee varieties that can grow in swamplands and peatlands.

Ladies and gentlemen,

We are strong; we are wealthy. However, the current challenge lies in how we manage these resources so that their benefits can be felt directly by the people who need them most. This is our challenge. With all due respect, we must have the courage to engage in self-correction. For some time, our economic philosophy has not been in line with the 1945 Constitution of the Republic of Indonesia. We must be bold; we must call things as it is, if it is red, then it is red; if it is white, then it is white. We must have the courage to correct ourselves. Up until now, the fruits of our economy have been enjoyed by less than one percent of the population—those at the very top.

Imagine this: 50 trillion rupiah for two million of our people. There are still millions of our fellow citizens living in poverty, people whose standard of living we urgently need to uplift. While the number of such individuals remains quite high, in the tens of millions, I want to emphasize one thing: we are on the right track. We have identified a deviation; we had strayed from the 1945 Constitution. Our elites, too, lacked vigilance. For decades, our national wealth has been leaking away, on a massive scale. But now, we have the courage to act. We are making changes; we are returning to Articles 33 and 34 of the 1945 Constitution.

This transition, these improvements, cannot happen overnight. We do not have a magic wand; we have neither the staff of Prophet Moses nor that of Prophet Solomon. Yet, our work over the past two years has already yielded proven results. We have shut down state-owned enterprises (SOEs) that were consistently operating at a loss. Others, which previously could not turn a profit, are now profitable, with some seeing gains of 900 percent, 200 percent, or 300 percent. Our current focus is on efficiency. Out of 1,074 SOEs, we have already initiated consolidation and streamlining efforts, covering approximately 364 entities as of last night. By this coming December, our target is to close another 700 SOEs that are inefficient, loss-making, or have historically falsified their financial statements. We are concentrating solely on SOEs that generate profit for the benefit of the people. To give you an example, we have only discussed five Mining Business Licenses here; there are dozens more for which we are currently pursuing international-standard studies to accurately determine the scale of our reserves.

Let us continue to improve our economy. There will certainly be many challenges and disruptions. The Indonesian nation has faced such interference from the very beginning. Many do not like us; many do not approve of the concept of Indonesia and this has been the case since our nation was born. I will not name the parties that harbor such sentiments, because Indonesia wishes to be a friend to all nations.

However, we must remain vigilant. Regarding forest fires, there are indications that many foreign companies are also responsible. We have granted them concessions for over a decade, yet some have committed violations three, four, or even a dozen times—some have even offended as many as 19 times. In my view, such entities should no longer be granted permit. If a company commits two violations, its permit should be revoked. We must take responsibility. Furthermore, there are countries that mock or insult us, even though many of the companies responsible for these forest fires are, in fact, their own firms operating here. In due course, we will disclose the names of these companies.

But let’s be calm, we have taken responsibility. We have ordered the TNI, the police, and the regional government to work, risking their lives. You, the regional heads, are witnesses. It’s our children, our people whose health is being damaged, right? I was also shocked; this company has already committed three violations. Another company is the worst. When checked again, is it true that they violated 19 times? This is really serious. And why are we afraid? Afraid of who? If a company violates the rules, just revoke its permit. I have no hesitation; I’ll just revoke it later. It’s okay, our younger generation are capable of managing it. In the future, the regions, faculties at universities can find good young people to manage these plantations. Maybe we’d be better off managing plantations than them, as we love our homeland.

Education is crucial. Regional leaders, our people must be educated. Nevertheless, I’m sure there’s no way Kalimantan people who live off the land and forests of Kalimantan would be willing to let their forests burn. No way. They live there, they and their children might suffer due to the burning. It can’t be the local people [who have caused the harm]. It must be people who have no love for the Indonesian land and the Indonesian people.

Very well. Thank you for your efforts to distribute these credits; we will certainly expand upon this in the future. For now, however, our focus is on stimulating the economy. Not just at the top, but from the grassroots level, starting in the regions. We intend to develop every single region. To all regional leaders: do not worry. I will not reduce the funds allocated to your areas. I will prove it: the amount of money flowing into your regencies and provinces during my administration will be significantly greater than it was before. Am I right? And in the coming years, I am confident that we will distribute even more. All of our potential is directed toward empowering the people. Our goal is for our people to be prosperous. I chose to become president because I want to see my people prosper. I would not want to be president if my people remained living in poverty. That would be a disgrace. I would rather not be president at all.

It is a source of pride for us as leaders of the people, if the people smile when you approach them. That is your pride. Conversely, if you approach your people and they show a certain… well, what kind of expression should I call it? Careful now, there are cameras, you can’t talk carelessly. When it comes to the President, Governors, Ministers, or Professors, we are expected to speak—to speak politely, with a refined tone. The trouble is, if we speak too politely or in overly formal, normative terms, the entire audience falls asleep. Look at Mr. Teddy, the Cabinet Secretary, signaling to me: “That’s enough, sir, that’s enough.” A Lieutenant Colonel, telling the President what to do. I’m the President, Ted!

By saying bismillahirrahmanirrahim, this afternoon, Thursday, October 22, 2026, by the grace of God Almighty, I, Prabowo Subianto, President of the Republic of Indonesia, hereby officially establish the National Council for Financial Welfare.

Wassalamu’alaikum warahmatullahi wabarakatuh,

May peace be upon us all,

Shalom,

Salve,

Om santi santi santi om,

Namo Buddhaya,

Greetings of virtue.

I thank you.

(GWH/TM)

Bismillahirrahmanirrahim.
