Starting his introductory remarks, the President reminded that in a Cabinet Meeting in December 2014, he had mentioned about moratorium of ministries\u0092\/institutions\u0092 buildings.<\/p>\n<p>\u0093I ordered to apply a moratorium process for the construction of ministries\u0092\/institutions\u0092 buildings. However, when there is an urgent need to construct buildings, the ministries\/institutions could ask for the President\u0092s permission,\u0094 the President firmly said.<!--more--><\/p>\n<p>The purpose of this policy is to focus the priority of the State Budget. \u0093The State Budget should be used for infrastructure development such as roads, dams, irrigations, railways, seaports, etc, because it directly impacts the community,\u0094 the President said.<\/p>\n<p>In addition, the President also explained that this moratorium is also part of the commitment to carry out bureaucracy reform. \u0093Bureaucracy should be more result-oriented. It should not be procedure or administration-oriented. Bureaucracy should also optimally use the available facilities to achieve the result,\u0094 the President affirmed.<\/p>\n<p>After applying this policy for one year, the President has received several proposals to construct the facilities of ministries\/institutions. \u0093This afternoon, I would like to make a decision on this issue and I invite Minister of Finance to deliver it,\u0094 the President said.<\/p>\n<p>The Limited Meeting was attended by Coordinating Minister for Political, Legal, and Security Affairs Luhut B. Pandjaitan, Coordinating Minister for the Economy Darmin Nasution, Minister of State Secretary Pratikno, Cabinet Secretary Pramono Anung, Minister of Foreign Affairs Retno Marsudi, Minister of Law and Human Rights Yasonna Laoly, Minister of Finance Bambang Brodjonegoro, Minister of Health Nila. F. Moeloek, Minister of Public Works and Public Housing Basuki Hadimuljono, Minister of Agrarian and Spatial Planning\/Head of National Land Agency Ferry M.
