Assalamu\u0092alaikum warahmatullahi wabarakatuh,<\/em><\/p>\n

Ladies and Gentlemen,<\/p>\n

This afternoon, we will discuss our national development planning and budgeting synchronization.<\/p>\n

Synergy as well as synchronization are the keys to yield national development more efficient and effective. I do not want to use old traditions anymore, in which planning and budgeting are not synchronized. Thus, the targeted goals are not met. I want to emphasize that matters such as there must never happen again.<\/p>\n

I have also told you many times that the concept of \u0093money follows function\u0094 can no longer be used. It should be \u0093money follows program\u0094. Planning must be integrated, consolidated, as well as well-organized among sectors and regions, between Central Government and regional governments. There must no longer be sectoral ego anymore.<\/p>\n

We must begin orienting on the benefits of the program to the people and the program must also be able to stimulate multiplier effect.<\/p>\n

The budgeting must also be focused on clear priorities. I ask to improve the quality of planning and budgeting so that all ministries\/institutions can directly control their planning and budgeting in their own ministry\/institution.<\/p>\n

National Development Planning Agency as well as Ministry of Finance must become an example of how to implement the synergy in planning and budgeting.<\/p>\n

This is my introductory remarks.<\/p>\n
