President Jokowi Signs Presidential Instruction Number 7 of 2018 on Bela Negara
In a bid to make Bela Negara (State Defense) program more systematic, structured, standardized and massive, President Joko Jokowi Widodo on 18 September 2018 signed Presidential Instruction Number 7 of 2018 on Bela Negara National Action Plan of 2018-2019.
Subjects to this Presidential Instruction are: 1. Working Cabinet Ministers; 2. Cabinet Secretary; 3. Attorney General; 4. Commander of the Indonesian National Defense Forces (TNI); 5. Chief of the Indonesian National Police (Polri); 6. Head of the National Intelligence Agency (BIN); 7. Heads of Non-Ministerial Government Institutions; 8. Executive Secretaries of Government Institutions; 9. Governors; and 10. Regents/Mayors.
To those aforementioned officials, the President instructed them to implement Bela Negara National Action Plan of 2018-2019 that consist of 3 (three) stages: 1. Dissemination, harmonization, synchronization, coordination, and evaluation; 2. Internalization of Bela Negara Principles; and 3. Action.
In addition, President Jokowi instructed the officials to implement Bela Negara program based on modules that are drawn up and established by Secretary General of the National Resilience Council (Lemhannas).
Reporting the result of Bela Negara National Action of 2018-2019 at the end of every fiscal year by applying standards set by the Secretary General of the National Resilience Council, the third dictum of the Presidential Instruction reads.
The President also instructed Coordinating Ministers to facilitate the Secretary General in: a. coordinating ministries and institutions to implement Bela Negara National Action Plan of 2018-2019 ; and b. monitoring and evaluating the implementation of Bela Negara National Action Plan of 2018-2019.
Special instruction is given to Minister of Home Affairs to coordinate regional governments in the implementation of the National Action Plan. Meanwhile, Minister of National Development Planning (PPN)/Head of National Development Planning Agency (Bappenas) is assigned to monitor and evaluate the implementation of the National Action Plan; and Cabinet Secretary to supervise the implementation of this Presidential Instruction.
According to the Presidential Instruction Number 7 of 2018, Bela Negara program will be funded by the State Budget allocated for ministries and institutions, the Regional Budget, and other non binding sources in accordance with the provisions of laws and regulations.
Bela Negara National Action Plan of 2018-2019 may also involve the community and businessperson in accordance with the provisions of laws and regulations.
This Presidential Instruction shall apply as of the date of its promulgation, reads the last dictum of Presidential Instruction Number 7 of 2018 promulagated in Jakarta on the date of September 18th 2018. (Pusdatin/ES) (RAS/MMB/Naster)
