Gov’t Issues Regulation on COVID-19 Mitigation, National Economic Recovery

President Joko “Jokowi” Widodo on 20 July 2020 signed Presidential Regulation Number 82 of 2020 on the Committee for COVID-19 Mitigation and National Economic Recovery.

The Regulation aims to provide an integrated strategic policy for COVID-19 mitigation and national economic recovery.

Article 1 of the Regulation states that the Committee consists of: a. Policymaking Committee; b. COVID-19 Mitigation Working Committee; and c. National Economic Recovery and Transformation Working Committee. Link: https://jdih.setkab.go.id/PUUdoc/176156/Perpres_Nomor_82_Tahun_2020.pdf

The Policymaking Committee, according to the Regulation, has the following duties: a. formulating strategic policy recommendations to the President in the context of accelerating the COVID-19 mitigation, economic recovery and national economic transformation; b. integrating and determining measures for implementing strategic policies and breakthroughs to accelerate COVID-19 mitigation, economic recovery and national economic transformation; and c. monitoring and evaluating the implementation of strategic policies in the context of accelerating COVID-19 mitigation, economic recovery and national economic transformation.

Article 6 of the Regulation states that COVID-19 Mitigation Working Committee has the following duties: 1. implementing and controlling the implementation of strategic policies for COVID-19 mitigation; 2. resolving problems in implementing strategic policies for COVID-19 mitigation; 3. supervising the implementation of strategic policies for COVID-19 mitigation; and 4. making and implementing policies and other measures to accelerate the mitigation of COVID-19.

The National Economic Recovery and Transformation Working Committee, according to Article 8 of the Regulation, has the following duties: a. implementing and supervising the implementation of strategic policies for national economic recovery and transformation; b. resolving problems in implementing strategic policies for national economic recovery and transformation, including problems faced by real sector; c. supervising the implementation of strategic policies for national economic recovery and transformation; and d. making and implementing policies and other measures in order to accelerate the recovery and transformation of the national economy.

The COVID-19 Mitigation Working Committee is chaired by Head of the National Agency for Disaster Mitigation while the National Economic Recovery and Transformation Working Committee is chaired by Deputy Minister of State-Owned Enterprises I, Budi Gunadi Sadikin.

In implementing the duties referred to in Article 6 and Article 8, the COVID-19 Mitigation Working Committee and the National Economic Recovery and Transformation Working Committee: a. have authority to make binding decisions for ministries/agencies, regional governments and other government institutions; and b. must communicate and coordinate with relevant ministries/agencies and regional governments.

“The Committee referred to in Article 1, in carrying out its duties, may involve ministries, agencies, institutions, regional governments, business entities, experts, academics, and other relevant parties,” Article 13 of the Presidential Regulation reads.

The Chairperson of the Policymaking Committee must report the implementation of duties to the President periodically every 3 (three) months or at any time if deemed necessary.

The implementation of the duties of the Policymaking Committee, the COVID-19 Mitigation Working Committee, the National Economic Recovery and Transformation Working Committee, and the Secretariat of the Policymaking Committee is financed by: a. State Budget; b. Regional Budget; and/or c. other legal and non-binding sources in accordance with provisions of Laws and Regulations.

“The Presidential Regulation comes into force as of the date of its promulgation,” Article 22 ofthe Presidential Regulation reads. The Regulation was promulgated by Minister of Law and Human Rights Yasonna H. Laoly on 20 July 2020. (EN)
