The Government Require Every Regency/City Should Establish the Joint Office of SAMSAT
In order to implement the provisions of Article 67 Paragraph (4) the Act No. 22 of 2009 on Traffic and Transport, President Joko Widodo (Jokowi) on January 19, 2015 has signed a Presidential Decree No. 5 of 2015 on the Implementation of One Stop Integrated Administration System (SAMSAT) of Motor Vehicles.
According to this regulation, SAMSAT aims to provide services Registration and Identification of Motor Vehicles, taxes payment of motor vehicles, and Compulsory Contribution of Traffic Accident and Transportation Fund (SWDKLLAJ) which integrated and coordinated with fast, accurate, transparent, accountable, and informative.
The service scope of Samsat include: a. Registration and Identification (Regident) of motor vehicles (Ranmor); b. Taxes payment of motor vehicles; and c. SWDKLLAJ payment.
“Regident of Ranmor as mentioned include: a. Registration of new Ranmor; b. Registration the identity change of Ranmor and owners; c. Registration of renewal Ranmor; and or d. Register of endorsement Ranmor, “reads Article 4 Paragraph (1) of the regulation.
“Against the New Ranmor Registration must meet minimum requirements: a. Ranmor purchase invoices; b. Registration certificate of type test; and c. Evidence of the examination of Ranmor physical checks, “the wording of Article 8 Presidential Decree No. 5/2015 it.
“The procedure of SAMSAT service conducted through counters, consist of: a. Registration and determination counters ; and b. Payment, endorsement and delivery counters, “reads Article 13 Paragraph (2) Presidential Decree No. 5 of 2015 was.
Implementation
Through this regulation, the President requested that in each regency/city should be established joint office of SAMSAT, which could be in the local Police Office in Regional Police level or Resort Police or outside the local police station to consider access services, security and situation of local conditions.
“The establishment of joint office of SAMSAT determind by the Joint Decree of the Governor, Chief of Regional Police, and Chief of Branch Enterprises,” reads Article 20 Paragraph (3) of the regulation.
