Manpower Minister Issues Circular on ‘Mudik’ Restrictions for Workers, Migrant Workers

Minister of Manpower Ida Fauziyah on 16 April 2021 issued Circular Number M/7/HK.04/IV/2021 on Restrictions on the 1442 Hijri Eid al-Fitr Mudik (Annual Exodus) for Workers and Indonesian Migrant Workers to Prevent the Spread of COVID-19.

The Circular is also a follow-up to Circular of COVID-19 Task Force Number 13 of 2021 issued on 7 April 2021 on the Prohibition of the 1442 Hijri Eid al-Fitr Annual Exodus and Measures to Control the Spread of COVID-19 during the Holy Month of Ramadan 1442 Hijri.

“I urge workers and Indonesian migrant workers to avoid mudik from 6 May to 17 May 2021,” the Minister said on Sunday (18/04).

The Circular is addressed to Governors, Heads of Diplomatic Representatives of the Republic of Indonesia, Heads of the Indonesian Migrant Workers Agency, and persons-in-charge of Indonesian migrant workers in companies.

Ida said that the issuance of the Circular aims to prevent the spread of COVID-19 which has the potential to increase due to the mobility of the people, especially workers and Indonesian migrant workers.

Under the Circular, mudik is allowed for workers with emergency conditions, including having an ill family member, death of a family member, being pregnant (accompanied by one family member), or childbirth (accompanied by a maximum of two people).

The Minister said that the workers with emergency conditions are required to attach a print out of entry and exit permit (SIKM) in the form of a written permit from the company with a signature/electronic signature of the company manager and the identity of the worker.

The migrant worker may attach a written permit from the Labor Attaché or Technical Staff of Manpower or foreign service official appointed by the Head of Diplomatic Representatives of the Republic of Indonesia with a signature/electronic signature from the Labor Attaché or Labor Technical Staff or foreign service official.

The Minister also appealed to the Indonesian Migrant Workers Placement Officer (P3MI) to facilitate the repatriation of Indonesian migrant workers with emergency condition to the place of ​​origin. (PR of Ministry of Manpower/UN) (RI/MUR)
