Gov’t Facilitates Culinary Businesses to Enter Online Marketplace, LKPP’s App

Ministry of Cooperatives and Small and Medium Enterprises (SMEs) and PT Aplikasi Karya Anak Bangsa (Gojek) have signed a cooperation agreement (PKS) to facilitate small- and micro-sized businesses in the culinary industry to enter the digital market, Jakarta, Thursday (6/5).

“Through this agreement, Ministry of Cooperatives and SMEs small- and micro-sized businesses in the culinary industry to enter GoFood and Direct Shopping (BELA) for Procurement App from the National Public Procurement Agency (LKPP),” Minister of Cooperatives and SMEs Teten Masduki said.

Teten went on to say that the Ministry will continually encourage more culinary entrepreneurs to enter e-commerce.

“Through the cooperation with online marketplace and the LKPP, we will encourage culinary entrepreneurs to join the marketplace and onboarding BELA Procurement App in order to expand their marketing network,” he said.

The LKPP’s BELA Procurement is an online marketplace provided by the Government. Through e-Catalog and sites of BELA Procurement on this digital platform, MSME players can meet the Government spending needs.

“In addition, there is a Digital Market (PaDi) under cooperation between Ministry of Cooperatives and SMEs and Ministry of State-Owned Enterprises (SOEs) to absorb MSMEs products through spending on SOEs’ goods and services worth under Rp14 billion,” the Minister said.

Teten further said that the Government has carried out several measures to accelerate national economic recovery (PEN), including interest subsidies, placement of restructuring funds, guarantee fees, tax incentives, additional working capital to cooperatives through the Revolving Fund Management Institution (LPDB-KUMKM), and the Productive Presidential Aid for Micro Enterprises (BPUM) Program.

From the downstream side, the Government is expanding market access for MSME products, especially through the digital market. “The Government’s target is by 2023, a total of 30 million MSMEs can be linked to the digital ecosystem. As of April 2021, only about 12 million or 18 percent of MSME players have entered the digital ecosystem,” Teten stated.

Moreover, Government Regulation Number 7 of 2021 on Facilities, Protection and Empowerment for Cooperatives and Micro, Small and Medium-Sized Businesses and Presidential Regulation Number 12 of 2021 on Amendments to Presidential Regulation Number 16 of 2018 on Government Procurement of Goods/Services, has stated that ministry/institutions/regional governments are required to allocate at least 40 percent of the budget value for goods/services expenditures respectively for micro and small enterprises.
