Remarks of President of the Republic of Indonesia at the Commemoration of 75th Anniversary of the National Police Day, 1 July 2021, at the State Palace, Jakarta

Greetings of virtue.

Distinguished Vice President of the Republic of Indonesia;
Honorable Speakers of the People’s Consultative Assembly of the Republic of Indonesia and the House of Representatives of the Republic of Indonesia, and the Regional Representatives Council of the Republic of Indonesia;
Distinguished Ministers of Indonesia Onward Cabinet;
Distinguished Commander of the Indonesian National Defense Forces (TNI) and all Chiefs of Staff of the TNI;
Distinguished Chief of the National Police (Polri) and all ranks of Polri throughout the country from Sabang to Merauke, from Miangas to Rote Island;
Distinguished Seniors of Polri and Retired Polri Personnel;

Ladies and Gentlemen, Esteemed Guests.

First of all, to the big family of the Indonesian National Police wherever you are stationed, I wish you the 75th Anniversary of Bhayangkara Day and I would like to express my highest appreciation for the hard work of the Indonesian National Police in dealing with the ongoing COVID-19 pandemic.

I am aware that the Police personnel do not only perform their duties, but also have cooperated with the Indonesian National Defense Forces (TNI), doctors, medical staff, ministries and institutions, regional governments particularly the health units, volunteers, and other supporting personnel to handle the pandemic.

I order the National Police personnel to continue to play a more active role in supporting the Government’s policies in handling COVID-19 pandemic. Once again, I extend my highest appreciation for that.

Honorable Chief of the National Police and all personnel of the National Police,

During the course of the National Police’s duty in handling the COVID-19 pandemic, the National Police must not be careless in carrying out its main tasks.

The National Police must not lose guard in maintaining security, public order, and in enforcing law. The National Police must not be careless in providing protection and services to the public properly.

In line with the rapid development of science and technology, the forms of threats to the interests of the people, nation and state are also increasingly complex. The Police must be eager to master science and technology so that they will not be defeated by crime perpetrators.

The Police authority must also be sustained by the latest technological advancements. However, I remind all of you that the exercise of Polri’s authority, including arrest, detention, search and confiscation, must be carried out in a prudent and responsible manner.

Bear in mind that our country is a Pancasila state, a democratic country, a country that upholds human rights.

In addition to being firm and indiscriminate, the Police must also become protectors and servant of the people. The Police must also have a friendly face and always be ready to serve the community.

The Police must be precise in carrying out their authority, must be accurate in making decisions, must refer to laws and regulations, and must uphold the norms of community dignity.

In order to fulfill all of these needs, it is important to pay attention to human resources development to support the transformation of the Police.

Recruitment, education, and promotion must be carried out in a fair and accountable manner. Do recruit those characters that are suitable for the duties of the Police and master the latest development in science and technology.

In addition, in order to face the challenges of the times and the demands of an increasingly complex society, the National Police must improve and strengthen its management and institution.

The National Police must carry out comprehensive reforms, including planning, organizing, and budgeting policies as well as in monitoring and evaluation through the utilization of cutting-edge science and technology to support a modern Police institution.

Good luck with your duty and please continue to do your best service to the people, the nation, and the country. May God the Almighty always make it easier for us in carrying out this mandate.

Long live the Indonesian National Police. You must continue the transformation to become the servant of the homeland and the nation.
