Gov’t Issues Regulation for Entrepreneurship Development
President Joko “Jokowi” Widodo on January 3 issued Presidential Regulation (Perpres) Number 2 of 2022 on the National Entrepreneurship Development for the period of 2021 to 2024.
“The Presidential Regulation on National Entrepreneurship Development is very important to create more entrepreneurs in Indonesia,” Minister of Cooperatives and Small and Medium Enterprises Teten Masduki said as quoted by the Ministry’s website, Monday (01/24).
The Presidential Regulation provides guidelines for ministries/agencies, regional governments, and stakeholders in developing national entrepreneurship for the period of 2021 to 2024.
The Minister said that the Presidential Regulation stipulates facilities, incentives, and recovery measures for entrepreneurs. The facilities include electronic licensing registration; facilitation of domestic and export standardization and certification; access to financing; priority in procurement of government goods and services; and prioritizing access to the digital market of State-Owned Enterprises.
In the context of developing national entrepreneurship, the Presidential Regulation also mandates the establishment of the National Entrepreneurship Development Committee that reports to the President. The Executive Committee is chaired by Minister of Cooperatives, Small and Medium Enterprises, with Minister of SOEs, Minister of Tourism and Creative Economy, and Minister of Home Affairs as the deputy chairpersons. The committee consists of 20 agencies/ministries.
“The Committee will formulate strategic policy recommendations to the President and coordinate and synchronize the national entrepreneurship development,” Teten said, adding that the Committee will also draft a National Entrepreneurship Development Document and a National Entrepreneurship Development Action Plan to implement the national entrepreneurship development.
The Presidential Regulation also emphasized the funding for entrepreneurship development from the State Budget, Regional Budget, and other sources in accordance with the provisions of laws and regulations.
The funding for the implementation of the national entrepreneurship development in the regions comes from the State Budget through the Special Allocation Fund (DAK) in the form of physical DAK and non-physical DAK. The DAK is allocated to increase entrepreneurial capacity through business incubation; improve the quality of business assistant; and expand the market access.
