President Jokowi Issues Regulation on Business Hours, Days of Gov’t Agencies, Civil Servants
President Joko “Jokowi” Widodo has issued Presidential Regulation Number 21 of 2023 on Business Days and Business Hours of Government agencies and State Civil Apparatus (ASN) that applies to all central and regional government agencies.
The regulation that was promulgated on April 12, 2023 was issued to improve the productivity of ASN, provide legal certainty for ASN’s work flexibility, and enhance public service quality.
In a week, government agencies have five business days or operational days for those that provide public service, namely Monday, Tuesday, Wednesday, Thursday, and Friday.
Government agencies that have six business days in one week must adjust with the provisions in this Presidential Regulation one year after the date of promulgation at the latest.
This regulation also sets ASN’s business hours, including during the Islamic fasting month Ramadan.
“The business hours of government agencies and ASN are 37 hours and 30 minutes in a week excluding break,” the Presidential Regulation reads.
During Ramadan, the total business hours are 32 hours and 30 minutes in a week excluding break.
Provisions on the business days and business hours of government agencies as mentioned above do not apply to government agencies’ work units whose duties and functions are to provide operational support service for government agencies and/or direct service for the public.
In addition, the Presidential Regulation underscores that ASN can carry out duties flexibly.
“The referred flexible duty performance means flexible in terms of locations and/or flexible in terms of time,” the regulation reads.
The types of work and ASN employees that may have work location and/or time flexibility are stipulated by the respective Personnel Supervisor Officials (PPK) or agency heads.
For the record, all written approval that has been issued by the minister who administers government affairs in the field of state apparatus related to business days and business hours proposed by work units of government agencies before this Presidential Regulation is in force remain valid as long as they are not contrary to the provisions stipulated in this Presidential Regulation.
