President Jokowi Issues Presidential Instruction on 2023 FIFA U-17 World Cup
President Joko “Jokowi” Widodo has issued Presidential Instruction of the Republic of Indonesia (Inpres) Number 4 of 2023 on Support for the Organization of the 2023 Fédération Internationale de Football Association (FIFA) Under 17 World Cup or 2023 FIFA U-17 World Cup.
This Presidential Instruction, which can be accessed on the JDIH Cabinet Secretariat page, is addressed to a number of ministers, the Attorney General, Commander of the Indonesian National Defense Forces, Chief of the Indonesian National Police, and several heads of government institutions.
The Presidential Instruction is also addressed to a number of regional heads, namely the Governor of Jakarta; Governor of West Java; Governor of Central Java; Governor of East Java; Mayor of Bandung; Mayor of Surakarta; Mayor of Surabaya; Regent of Bandung; and Regent of Karanganyar.
“Take measures in accordance with their respective duties, functions and authorities in a coordinated and integrated manner to support the implementation of the 2023 FIFA U-17 Football World Cup,” the Presidential Instruction reads.
Apart from that, the President also gives special instructions to related ranks according to their respective areas of duty.
The Coordinating Minister for Human Development and Culture is ordered to coordinate the planning, preparation and support for the 2023 FIFA U-17 World Cup and report the achievements to the President periodically, at least twice a month or if necessary.
Then the Minister of State Secretary is ordered to provide support for the use of GBK Field A, GBK Field B, GBK Field C and GBK Intermediate Stadium during the World Cup.
The Minister of Law and Human Rights is ordered to provide services related to immigration for athletes, delegates and related personnel in order to support the implementation of the World Cup and provide services for the protection of intellectual property rights in order to support the implementation of the 2023 FIFA U-17 World Cup.
The Minister of Health is tasked to support, facilitate and coordinate medical supervision for the implementation of health services for the 2023 FIFA U-17 World Cup; provision of medical services at the venues; as well as the provision of hospital facilities.
The Minister of Public Works and Public Housing (PUPR) is ordered to carry out renovations to the infrastructures and facilities of the venues, namely Si Jalak Harupat Stadium, Gelora Bung Tomo Stadium, and Manahan Stadium as well as training fields, namely the Jakarta cluster which includes the Soemantri Brodjonegoro Sports Center and Banteng Field, the Surakarta cluster which includes the Sebelas Maret University Stadium and the Blulukan Village Football Field, and the Bandung cluster which includes the Arcamanik Stadium and the Bandung Institute of Technology (ITB) Ganesha Sports Stadium. The PUPR Minister is also asked to carry out the construction of a new pedestrian bridge from Ancol to the Jakarta International Stadium (JIS). Furthermore, the Minister should coordinate with the Indonesian Football Association (PSSI) to determine standards for infrastructures and facilities for match venues and training fields for the 2023 FIFA U-17 World Cup.
The Minister of SOEs is tasked to facilitate the promotion of the World Cup through SOE companies, providing welcoming facilities (hospitality) at airports managed by SOEs, and get sponsorship support from SOEs which is carried out by taking into account the company’s financial capabilities and in accordance with statutory provisions.
Further instructions are addressed to the Minister of Youth and Sports, among others, to plan, prepare, compile and allocate the necessary budget for preparation and support for the FIFA U-17 World Cup; ensure that preparations and implementation of the World Cup run well; receive and use funding sources originating from the state budget (APBN) in accordance with statutory provisions; receive and use funding sources originating from sponsors as Non-Tax State Revenue (PNBP) in accordance with statutory provisions; coordinate the implementation of government commitments in accordance with the government guarantee, host city agreement, stadium agreement, and training site agreement; and monitor and evaluate the implementation of the 2023 FIFA U-17 World Cup.
All governors who will host the event are also ordered to provide support for the preparation of procedural aspects to anticipate the risk of damage and aspects of procurement of maintenance support facilities, the law of the games, stadium dressing, and coordination in order to support the implementation with the Ministry of PUPR and the PSSI regarding the infrastructure and facilities that will be used for organizing the 2023 FIFA U-17 World Cup so that it is in accordance with the stadium agreement and training site agreement.
Specifically to the Governor of Jakarta, the President also gives instruction to carry out renovations to the infrastructure and facilities of the JIS venue as well as the JIS 1 and JIS 2 training fields.
This Presidential Instruction has come into effect on the date of issue on September 19, 2023. (UN) (EST/MMB)
