President Jokowi Issues Decree on National Committee for 2023 FIFA U-17 World Cup

President Joko “Jokowi” Widodo has issued Presidential Decree of the Republic of Indonesia Number 22 of 2023 on the National Committee for Organizing the Federation Internationale De Football Association (FIFA) Under 17 World Cup in 2023.

“The Indonesian Government is committed to supporting the success of the 2023 FIFA Under 17 World Cup through the establishment of a dedicated national committee,” the President said in the Presidential Decree, which was issued on September 19, 2023.

Based on the Presidential Decree, the National Committee is responsible for facilitating the implementation of the 2023 FIFA U-17 World Cup to be held in Special Capital Region of Jakarta, West Java province, Central Java province, and East Java province.

The National Committee, which includes both the Steering Committee and the Organizing Committee, should report directly to the President.

The Steering Committee is chaired by Coordinating Minister for Human Development and Culture (PMK), comprising several ministers and heads of institutions as members.

Meanwhile, the Organizing Committee consists of three elements. They are as follows:

First, the Organizing Committee for Implementation Support, chaired by Minister of Youth and Sports.

This committee is responsible for ensuring the smooth preparation and support for the 2023 FIFA U-17 World Cup; coordinating the implementation of government’s commitments in accordance with the government guarantee, host city agreement, stadium agreement, and training site agreement; receiving and using funding sources originating from the State Budget in accordance with the laws and regulations; and receiving and using funding sources originating from sponsors as non-tax state revenue (PNBP) in accordance with the laws and regulations.

Second, the Organizing Committee for Facility and Infrastructure chaired by Minister of Public Works and Public Housing (PUPR).

This committee is tasked with constructing supporting infrastructure and renovating match venues and training fields for the 2023 FIFA U-17 World Cup in accordance with FIFA standards.

Additionally, this committee is also responsible for handing over the supporting infrastructure and facilities that was built and renovated for the World Cup including stadiums and training fields to provincial, municipal, regional governments, and the leaders of university after the 2023 FIFA U-17 World Cup.

Third, the Local Organizing Committee for the Organizing and Achievement Division of the Indonesian National Football Team chaired by the Chief of the Indonesian Football Association (PSSI).

This committee is responsible for organizing the matches of the 2023 FIFA U-17 World Cup, coordinating the provision of anti-doping facilities in collaboration with the Indonesian Anti-Doping Organization (IADO), and preparing the Indonesian national football team to achieve success at the 2023 FIFA U-17 World Cup.

“Ministries/Institutions and regional government in accordance with their respective authorities, are mandated to provide facilitation, personnel, technical expertise, and administrative assistance that includes planning, budgeting, execution, and monitoring to ensure the successful execution of the 2023 FIFA U-17 World Cup in football,” the Presidential Decree reads.

These facilities include infrastructure, fiscal arrangements, immigration procedures, licensing requirements, safety and security measures, employment matters, information and communication technology services, foreign currency exchange provisions, protection of intellectual property rights, and any other necessary amenities essential for the successful hosting of the 2023 FIFA U-17 World Cup.

“The National Committee will fulfill its responsibility and exercise its authority until May 31, 2024,” the closing provisions of the Presidential Decree reads. (UN) (RIF/RAS/LW)
