President Jokowi Issues Presidential Instruction on Drinking Water, Domestic Wastewater Management
President Joko “Jokowi” Widodo issued Presidential Instruction (Inpres) Number 1 of 2024 on the Acceleration of Drinking Water Supply and Domestic Wastewater Management Services.
The Government is accelerating the provision of drinking water and domestic wastewater management services in order to fulfill the basic rights of the community to increase their welfare, improve the quality of public health related to water-borne diseases, reduce the prevalence and prevent stunting, and reduce the rate of groundwater extraction by public. This Presidential Instruction is also an effort to support the achievement of the targets of the 2020-2024 National Medium Term Development Plan (RPJMN) and the Sustainable Development Goals (SDGs).
This Presidential Instruction, which can be accessed on the JDIH Cabinet Secretariat website, is addressed to Minister of National Development Planning/Head of the National Development Planning Agency (Bappenas), Minister of Public Works and Public Housing (PUPR), Minister of Finance, Minister of Home Affairs, Minister of Health, Minister of Environment and Forestry, Head of the Financial and Development Supervisory Agency (BPKP), as well as regional heads. The President ordered them to take coordinated and integrated steps in accordance with their respective duties, functions and authorities to:
- accelerate the provision of drinking water and domestic wastewater management services through:
- expansion of the built-pipe network of drinking water supply system (SPAM), mainly through the construction of house connections (SR) and the provision of raw water; and
- provision of domestic wastewater management services through the expansion of centralized domestic wastewater management system services (SPALD-T) and expansion of local domestic wastewater management system (SPALD-S) services from built fecal sludge treatment plants (IPLT);
- plan and provide technical and non-technical readiness, including budget, maintenance, regulatory, institutional and community readiness for activities to accelerate the provision of drinking water and domestic wastewater management services;
- develop sustainable policies, programs and activities to accelerate the provision of drinking water and domestic wastewater management services;
- monitor, evaluate, control and report on the implementation of activities to accelerate the provision of drinking water and domestic wastewater management services; and
- make efforts to resolve obstacles and problems in the implementation of activities to accelerate the provision of drinking water and domestic wastewater management services.
Apart from that, the President also gave a number of special instructions to each level according to their field of work to support the acceleration of the provision of drinking water and domestic wastewater management services.
“To fully support in responsible manner and synergy in implementing this Presidential Instruction,” the Presidential Instruction 1/2024 reads.
The President stated that funding for the implementation of this Presidential Instruction comes from the state budget (APBN), regional budget (APBD), and other legal and non-binding sources in accordance with the provisions of laws and regulations.
“This Presidential Instruction comes into force on the date of its promulgation,” reads the closing provisions of Presidential Instruction 1/2024 which was issued on January 29, 2024. (UN) (EST/MMB)
