State Apparatus to be Relocated to New Capital in Stages, Minister Says

The transfer of state apparatus to the new capital of Nusantara will be carried out in stages in accordance with the screening to ensure that the Government’s performance can continue to run well in the new capital, Minister of Administrative and Bureaucratic Reform Abdullah Azwar Anas has said.

The transfer, he added, will also be done by adjusting to the availability of housing there.

According to him, the Government has prepared a comprehensive policy regarding the transfer of state apparatus that will start in July this year.

“The President said that relocation to the new capital is a strategic step that not only brings physical changes to government buildings, but also a transformation of mindsets, work culture, and human resources into new work patterns. It is called a smart government,” Anas said.

Anas went on to say that in September 2024, following a series of events to commemorate the 79th Anniversary of Indonesian Independence, a more massive transfer of state apparatus will be carried out based on transfer priorities.

Based on the results of the screening, said Anas, the first priority for the transfer is 179 echelon I units from 38 minister/institutions, the second priority is 91 echelon I units from 29 minister/institutions, and the third priority is 378 units echelon I of 59 minister/institutions.

“This is why there are priorities because we adjust to the housing readiness and minimum government functions,” he added.

Regarding the determination of state apparatus that will be transferred, Anas said that this is regulated by each minister/institution by taking into account the number of available residential buildings and employee competency.

“State apparatus who are relocated in the first stage will be given special allowances,” he added.

Apart from transferring central government employees, the Government will also open up recruitment of state apparatus candidates and transfers of regional government employees in the East Kalimantan region.

Anas explained that the Government has prepared a special allocation in the Kalimantan region, especially in East Kalimantan, to fill state apparatus positions in Nusantara.

“Transfer is possible but it must go through an open selection so that state apparatus that will reside in Nusantara will have quality and will be able to run the bureaucracy well,” he said.

On the institutional and governance side, said Anas, the relocation of the country’s capital is carried out in stages, namely short term, medium term, and long term.

The first or short-term phase is focused on preparing a miniature government; the second phase is implementing shared offices and shared services systems; and the third phase is implementing smart government.

“We have prepared it in accordance with the President’s direction. It will also follow the developments of facilities,” he remarked. (TGH/UN) (EST/EP)
