Coordinating Ministers, Ministers, the Attorney General, the Commander of the Indonesian National Defense Forces (TNI). Let me repeat that: the Attorney General, the Chief of the Indonesian National Police (Polri) as they’re always mentioned together, then the TNI Commander;

Heads of Agencies and Vice Ministers, as well as all members of the Red and White Cabinet in attendance, whose names are listed here. There are 40 names here, but some have already been mentioned earlier. Should I mention them again? It is alright, isn’t it? It does not diminish my respect for anyone.

But there is someone here whom I think I mentioned earlier. The Minister of Housing… let me correct that. Ibu Destry is now serving as the Acting Governor. What do you think? Okay. We will leave it to the House of Representatives (DPR) to decide later.

So I won’t mention all the ministers by name. These ministers under my administration are all highly capable, every one of them as well as my Coordinating Ministers. Heads of Agencies and the Vice Ministers are excellent as well. Earlier, I also noticed that the Minister of Micro, Small, and Medium Enterprises (MSMEs) has a very manly mustache from his Kerala descendance. He was very happy when Prime Minister Modi came. I thought he was of Gujarati descent, but it turns out he is from Kerala, Kerala.

All Regional Heads who present here, Governor of Central Java, Police Commissioner General (Ret.) Ahmad Luthfi, along with the Central Java Regional Leadership Coordination Forum (Forkopimda). The Commander, the Regional Police Chief, the Head of the High Prosecutor’s Office, thank you for your attendance. The Regional Police Chief and the Attorney are seated next to each other. It creates a pleasant and harmonious atmosphere. Everyone is happy.

Distinguished participants in today’s mass mortgage signing ceremony and recipients of house keys joining us via video conference from across Indonesia.

Also present are the female participants of state-backed microfinance program Permodalan Nasional Madani (PNM) Mekaar, as well as all invited guests and members of the press. There seem to be quite a lot of journalists here today waiting for some news.

First and foremost, as people of faith, let us never cease to offer our praise and gratitude to the Almighty God, for all the blessings, goodness, and peace He bestowed upon us. For the good health that He has bestowed upon us so we can present here to attend the signing ceremony for 62,000 subsidized housing mortgages, which is being held simuntaneously at 165 locations across 372 regencies and cities in 36 provinces across Indonesia. It is an honor and a pleasure for me to be here today. I am proud and happy that, on behalf of the Government, we are able to bring happiness to 22,000 families of our fellow citizens.

Ladies and Gentlemen,

It is our goals that all Indonesian citizens have decent houses. For that reason, we work hard by implementing several programs. We also continue to make plans and formulate the best measures to multiply the number of houses accessible for the people. The achievements we have made so far are indeed significant, but we recognize that more houses still needed to meet the needs of our people.

We are working on other things as well in addition to all the programs that have already been carried out by the Ministry of Housing and all of you, including the housing developers, with support from certain banks and also from national private-sector partners such as Pak James Riady and his business group. This is what we mean by “Indonesia Incorporated” when larger business players helping the smaller ones, while the smaller ones work hard to become more productive. We realize that what we have accomplished is something we can be proud of. Nevertheless, we also recognize that the needs are still enormous. Therefore, we are planning and exploring more innovative approaches. We will learn from the experiences of several other countries. If we want to rise as a nation and undergo transformation, we should dare to learn from anyone.

I am interested in the experience of India. They are able to build 40 million houses in 12 years. It equals to 3 million houses a year. I am learning how they do that. There are certain techniques that we can try. We can use the conventional methods that we are familiar with. But I believe if Indonesian people have the courage to think, the courage to learn from others, the courage to take risks, the courage to act, and the courage to create innovation and breakthroughs, we may achieve greater results.

Thus, I congratulate you today. Thank you all for your hardwork. Thank you Bank Indonesia for supporting this program. All banks in State-Owned Banks Association (Himbara) are working with Bank Indonesia and all layers of society. We must unite as a team. The key is cooperation. We are the Indonesian children. We are one big family united in one vessel, namely the Unitary State of the Republic of Indonesia. Through cooperation, mutual trust, mutual support, complementing and strengthening each other, we can achieve our great visions.

Ladies and Gentlemen,

We aknowlegded that housing is a very curcial, vital issue since the people needs adequate protection against the harsh of nature. I believe we will improve faster and greater. Our nation is big. We have great population. The challenges we face are also big ones, the hardships we face is very challenging, not a simple one. We understand that. However, we must also have strong determination, great spirit, great courage, and a willingness to learn. Do not be afraid to learn, do not be afraid to ask questions, and do not even be afraid to seek advice. I send teams everywhere. I send teams to China, to India, and to Egypt to observe, to take notes, and to learn. We adopt the best practices from other nations. The same applies to housing. We look for the best techniques, and we invite the best partners to work with us.

Ladies and Gentlemen,

I don’t want to make many promises. We will see the results in the next development. We will keep working on our plans. For us, we work faster to provide the concrete results to our people soon, to drive our economy. I think that is very clear. We have been proving it over the past nearly two years that we are on the right track. We bring concrete results. The global crisis is not easy. It is real. Wars are dangerous and devastating. Thus, we need to unite. We are grateful for what we have. Therefore, we must be more efficient. We should be more meticulous, and we must eliminate every source of waste and leakage. We have to stop all leakages because the world is in an extremely uncertain situation. The conflict in the Middle East is likely to prolong, and we must be mentally prepared for it to expand and become even more severe. We are grateful that our country’s potential is enormous. We will face challenges. We have many solutions to overcome them. Our natural resources are abundant. We just need to manage them well.

Ladies and Gentlemen,

Today we are grateful. I congratulate you. I appreciate you all for your hardwork. I believe we are on the right track. Our direction is clear; our foundation is strong and solid. I am always pleased when I am invited to visit different regions. Today I felt it here in Batang. Not long ago, I was in West Java and East Java. Everywhere I go, from Gorontalo and many other places, I feel the warmth and support of the people, my fellow Indonesians.

Nevertheless, once again I order governors and regents to not arrange local residents to line up welcoming me. Truthfully, I am delighted to meet my people if they are willing to welcome me. On the other hand, if they are required to welcome me, waiting for hours under scorching sun, I feel bad for them. Make it casual. What matters most is that we work for the people. That is what is important. I believe that the people know this government is working wholeheartedly, seriously for the Indonesian people. We have no other agenda and no other interest. Thus, what we have achieved is truly something to be proud of, especially at a time when the world is filled with dangers.

I think that conludes my remarks. The detailed remarks were delivered earlier by Pak Ara, right? So I do not need to repeat again. Today, let the media report this great occasion where everyone is smiling. The Attorney General and Police Chief look good together. The Regional Police Chiefs and the Heads of the High Prosecutor’s Office seated next to each other. Everyone looks good. And today, I am not going to make any grand or overly serious remarks. No, no. I’m just joking. We can joke around, can’t we? They are not going to ban us from joking, are they? Is there any rule against having a little fun? I do not know. Are we allowed? No, I suppose the President is expected to be serious.

Ladies and Gentlemen,

I congratulate the Minister of Housing and officials under his leadership. Wassalamu’alaikum warahmatullahi wabarakatuh. Thank you, Pak Ara.

There will be a meeting for all governors and regents. I will invite them to gather in Jakarta. I do not know when it will be but it will discuss the ASRI program (Safe, Healthy, Clean, and Beautiful) because it is an important issue to be honest.

We want to transform the nation. That means we must develop downstream industrialization, more manufacturing facilities, and make breakthroughs in processing industries. We need food security, resilience, and self-sufficiency. We have achieved this, and we must now safeguard it. In a world filled with uncertainty, we must secure our food. We must secure the energy and all. Nevertheless, we also need to preserve our environment. We need to anticipate climate change, global warming. It means as a human being, we need to have the initiative and to preserve the nature. We must manage the waste. In one or two years, hopefully we will make significant change to control the waste. By the end of 2027, waste problem in Indonesia will be solved. There will be no more mountain of garbage. We will realize it.

In addition to cleanliness, we also need to pay attention to the beauty and aesthetics of nature because this is one of the efforts to attract tourism. Tourism creates a large number of job opportunities, Ladies and Gentlemen. However, tourists will not want to visit dirty cities. They will not come to beaches filled with plastic and waste, nor will they want to see rivers and streams polluted with garbage. Apart from being unhealthy for us, it also affects our sense of pride. We must be determined to clean all our cities, clean all our streams, and clean all our rivers.

The great governors, great regents, great mayors, great Military Regional Commander, a great Regional Police Chief, Military Resort Commanders, District Military Commanders, Police Chiefs, and Police Sector Chiefs are the ones who must check every day, every single day, inspecting the rivers and stream. That is what a good leader does. You have the facilities. I do not require you to spend 5 hours there. You can monitor it at least one hour a day. So, a leader leads. A leader stands along its people. If you see houses that are not properly maintained, warn the owners. If you see unkempt area in front of a house, warn them. If a shop refuses to maintain cleanliness, warn them. If they have been warned repeatedly and still refuse to comply, then report it to a joint task force. The task force consists of the Prosecutor’s Office and the police. Do not bring in the police today and the prosecutor the day after. No, I am serious about this.

Waste affects the nation’s pride. Indonesia should not have poor cleanliness standards. There should be no more dirty city in Indonesia. This is a challenge for us all. In my opinion, if every RT/RW head, every cooperative leader, every mosque leader, and every community group leader is persistent in reminding and encouraging people, including Directors of State-owned Enterprises (SOEs) instruct thousands of employees under your leadership to spend one hour cleaning the surrounding environment. Civil servants in all regional governments should also go out every morning and spend one or two hours to clean. Later, we will provide incentives.

Is [Coordinating] Minister for Economic Affairs present? Incentives will be provided, right? Minister of State Secretary will coordinate with Finance Minister. We will organize a cleanest city competition: the cleanest cities ranked first, second, third, fourth, and fifth. Do we need to name the dirtiest cities? What matters is recognizing the cleanest cities. We will provide incentives for the winners. For example, the cleanest city would receive Rp20 billion, if possible. The five cleanest cities would each receive Rp20 billion. The next five cities would receive Rp10 billion, and so on.

It is better to receive money prize than a trophy, right? Or award them with trophy as well? Thropy and money, alright. I am sure the money will be used for productive things. Am I correct? People will look for trucks, excavators, and other equipment. But for the excavators that are already available, I ask the TNI Commander to check how many excavators are available at state-owned defense manufacturer Pindad. Distribute them to all regencies. Excavators, dump trucks, and all other necessary equipment. We will support you, because this is a very important national campaign.

Downstreaming and food security ultimately comes back to our environment. Our nation must be clean, our nation must be beautiful, and our nation’s sustainability must be protected. If the number of trees has declined significantly, we will plant hundreds of millions of new trees. Minister of Agriculture, I order you to create seedlings nurseries. I need high-quality tree seedlings for all our cities and regencies.

I think that is the addition to housing and settlement. Thus, house is important but the environment must be beautiful, clean, and well-maintained. Our commanders and generals must not become “salon generals” who only care about appearances. From time to time, a general’s shoes should get dirty. If necessary, their trousers should get dirty up to the knees. However, when meeting with the President, their shoes should clean. That is a lesson.
