Government Forms National Committee of Coral Triangle Initiative

Through a consideration that inter ministries and institutions coordination is required in implementing the programs and activities of Coral Triangle Initiative on coral reefs, fisheries, and food security, President Joko Widodo, on 22 July 2015, signed Presidential Regulation Number 85 of 2015 on National Commitee of Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security or called as CTI-CFF National Commitee of Indonesia.

Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security is a multilateral cooperation to overcome the threat in marine ecosystems, coastal, and small islands in the region of world coral triangle through acceleration and collaborative action, supported by participation of stockholders in the scope of the countries in the area of world coral triangle.

“The CTI-CFF National Committee of Indonesia is located in the capital city of the country which is under and responsible for the President, and led by a Head,” Article 2 paragraph 2,3,4 of the Presidential Regulation says.

The role of the CTI-CFF National Committee of Indonesia are: a. Formulating a policy of protection and management on Coral Reefs, Fisheries, and national Food Securities as a base and direction of resources development on Coral Reefs, Fisheries, and national Food Securities; b. Giving direction in formulating the plan and the implementation of programs/activities of CTI-CFF in the regional, national, and local level; c. Formulating a working mechanism among the stakeholders in managing coral reefs, fisheries, and Food securities; d. Implementing the agreement of CTI-CFF Regional in the national level; and e. Formulating CTI-CFF National Action Plan.

Organizational Structure

The organizational structure of CTI-CFF National Commitee of Indonesia are: a. Chairman: Coordinating Minister of Maritime affairs; b. Daily chairman: Minister of Maritime Affairs and Fisheries; and c. Secretary: Director General of Marine Space Management, Ministry of Maritime Affairs and Fisheries.

The committee members are: 1. Minister of National Development Planning/ Head of National Development Planning Agency; 2. Minister of Home Affairs; 3. Minister of Environment and Forestry; 4. Minister of Foreign Affairs; 5. Minister of Research, Technology and Higher Education; and 6. Head of Indonesian Institute of Sciences.

Besides, according to Presidential Regulation Number 85 of 2015, the CTI-CFF National Committee of Indonesia can be assisted by: a. Secretariat of CTI-CFF National Committee of Indonesia; b. Working group; and c. Expert.

According to the Presidential Regulation, the Secretariat of CTI-CFF National Committee of Indonesia is led by Secretary of CTI-CFF National Committee of Indonesia.

The Secretariat of CTI-CFF National Committee of Indonesia is responsible for: a. Managing the secretarial administration of CTI-CFF National Committee of Indonesia; b. Coordinating the preparation of materials of Indonesian CTI-CFF policy; c. Preparing a working plan of the CTI-CFF National Committee of Indonesia; d. Communicating and coordinating with working group, expert, CTI-CFF Regional Secretariat, CTI-CFF member countries and other sides related to CTI-CFF substance; e. Implementing the monitoring and evaluation.

“The Secretariat of CTI-CFF National Committee of Indonesia is conducted by the working unit in the Ministry of Maritime Affairs and Fisheries which has a duty and function in the marine space management, conservation and marine biodiversity management, coastal management, and small islands,” Article 6 paragraph 3 of the Presidential Regulation says.

The organizational structure and the working procedure of the Secretariat of CTI-CFF National Committee of Indonesia is established by the Decision of the Chairman of CTI-CFF National Committee of Indonesia.

Meanwhile, the working group consists of: a. Seascape; b. Ecosystem-based fisheries management; c. Water conservation areas; d. Climate change adaptation; e. Endangered species management; f. Capacity improvement; g. Food security; and h. Data and information of CTI-CFF.

“The Working Group is chaired by Echelon I Official and the membership involves the related Ministries and Institutions,” Article 7 paragraph 2 of the Presidential Regulation says.

Regarding the funding required for implementing the duty of CTI-CFF National Committee of Indonesia, according to the Presidential Regulation, is sourced from State Budget and the other legal sources in accordance with the provisions of laws and regulations.

“This law shall apply as of the day of its enactment,” Article 11 of the Presidential Regulation Number 85 of 2015 says, which has promulgated by Minister of Law and Human Rights Yasonna H. Laoly on 23 July 2015. (Pusdatin/ES) (JS/MMB/YM-Naster/Sy)
