PT. Pelni Serve Freight to Remote and Border Areas

With consideration to ensure the availability of goods and to reduce price disparities for the community, as well as to ensure the continuity of the service in the implementation of transport of goods to the disadvantaged, remote, outermost and borders in support of the sea toll, President Joko Widodo on the date of October 1, 2015, has signed the President Regulation No. 106 Year 2015 on the Implementation of Public Service Obligations for Goods Transport in the Sea.

In regulation is confirmed, the implementation of Public Service Obligation (PSO) for Freight Transport in the sea is the implementation of the shipping transportation of goods to the disadvantaged, remote, outermost and border in accordance with the route that has been set, by taking into account and maintaining the safety as well as security of shipping.

According to this regulation, to provide commodities and price disparities for the community, the Government organized a public service obligation for freight transport in the sea.

The implementation of public service obligations for the transport of goods as intended, should meet the following principles:

a. implement the freight shipping of goods based on fare and route network, which has been established by the Minister (Minister conducting the affairs of the field of shipping);

b. providing services to all users of the services according to the standard of service set by the Minister; and

c. maintaining the safety and security of transportation of goods.

The implementation of the obligations of public transport services for the transport of goods in the sea, carried out by the Government whose implementation is assigned to the State-Owned Enterprises in the field of sea transport.

To the performance of duties as intended, according to this Regulation, be compensated by the Government. The cost required in connection with implementation of public service obligations as mentioned, is allocated in the State Budget (APBN) in the budget of the Ministry of Transportation.

The contract with the State Owned Enterprises in the field of sea transport, according to this regulation, signed immediately after the issuance of the Budget Implementation List (DIPA).

“This Presidential Regulation shall enter into force on the date of enactment,” reads Article 9 of Presidential Decree No. 106 Year 2015 has been promulgated by the Minister of Law and Human Rights, H. Yasonna Laoly on October 2, 2015. (Pusdatin/ES)/Sy.
