Ladies and Gentlemen,
In 2016, I want infrastructure development particularly on railway, to be accelerated, both in Java and outside Java.
Several areas have started the projects, such as in Sulawesi and several areas in Sumatera. I hope this year the project in Papua can be started. If it can not be done in semester I, it should be done in semester II. It should be started this year. If the project can not be started in June, its fine; but it should be started it in October or November. This year, the construction should be started.
In this Limited Meeting, I would like to listen to the Minister of State-Owned Enterprises report of the preparation of Jakarta-Bandung high-speed railway project. I want to know the obstacles in licensing process, for example, track licensing, station construction licensing, etc. I would also like to listen to recommendations from governors, regents, and mayors, whose regions will be passed by this high-speed railway. Are there problems at Regional Spatial Planning (Rencana Tata Ruang Wilayah/RTRW) as the impact of this project?
I also want to reiterate, particularly for the State-Owned Enterprises (BUMNs) involved, that this project is under B to B scheme. It is a joint project between Indonesia and China. Therefore, the fund does not come from the State Budget and does not use a guarantee from the Government. However, I ask the BUMNs involved in this consortium to be careful in calculating, particularly the equity calculation. Do not let the involvement in consortium make you neglect the task to develop infrastructure because the calculation is not accurate. Thus, this afternoon I ask the report on this matter.
