Cabinet Secretariat Cuts State Budget Expenditures by Rp16.32 Billion

Minister of Finance Sri Mulyani Indrawati through letter Number S-458/MK.02/2022 on May 23, 2022 ordered ministries / institutions to make an automatic adjustment of the 2022 budget.

According to the Minister, the move decision aims to anticipate the increasing uncertainty of the global economy that has an impact on national economy and interferes with the national economic recovery.

As a follow-up to Minister of Finance’s request, the Cabinet Secretariat has made an additional automatic adjustment of Rp16.32 billion.

“The addition of automatic adjustment at the Cabinet Secretariat is carried out by making adjustment to the expenditure of goods that have not been implemented and are contracted out. The addition of the automatic adjustment is in the process of being determined at Ministry of Finance,” said Deputy Cabinet Secretary Fadlansyah Lubis during a working meeting with Commission II of the House of Representatives (DPR RI), Thursday (06/02), in the Commission II Meeting Room, Nusantara Building, Jakarta.

Previously, the Cabinet Secretariat  also made a budget reserve with the same amount as the performance allowance budget attached to the 13th salary and the Holiday Allowance (THR).

“Automatic adjustment related to mitigating the impact of the continuing and worsening COVID-19 pandemic condition. The Cabinet Secretariat will make automatic adjustment to the performance allowance attached to the 13th salary and THR that will require a separate decision,” Fadlan said.

As of May 24, 2022, the Cabinet Secretariat has realized a budget of Rp135.18 billion or 41.43 percent of the budget ceiling of Rp326.32 billion.

Fadlan expressed optimism that in less than seven months the Cabinet Secretariat can realize the output target that has not been met.

“Including realizing the output of capital expenditures, we will try to maximize the realization of budget absorption until the end of 2022,” he said.

For the 2023 State Budget bill, the Cabinet Secretariat has received an indicative ceiling of Rp352.29 billion, consisting of operational expenditures of Rp256.72 billion and non-operational expenditures of Rp95.58 billion.

Fadlan also said that in 2023 the Cabinet Secretariat would integrate information systems to support its duties and functions in providing support for the President and Vice President in the administration of the Government.

“The Cabinet Secretariat intends to propose a budget transfer to accommodate the need for an information system integration budget,” he said.

To Leaders and Members of Commission II of the House, Fadlan reported that a trilateral meeting to review the 2023 Cabinet Secretariat Work Plan Draft would be held on Friday (06/03).

“The Cabinet Secretariat will attend a three-party meeting with Ministry of Finance and Ministry of the National Development Planning to discuss the Cabinet Secretariat’s budget for the 2023 Fiscal Year  in accordance with the indicative ceiling,” he remarked. (TGH/UN) (EST/EP)
