Cabinet Secretariat Deserves to be Given Rating Above BB : PANRB Minister

Upon listening to the explanation given by Cabinet Secretary Pramono Anung on the measures made by Cabinet Secretariat in performing its main tasks and functions to serve the President, Minister of State Apparatus Empowerment and Bureaucratic Reforms (PANRB), Asman Abnur, said he is certain that Cabinet Secretariat deserves to be given rating above ‘BB’ based on the result of the evaluation of Accountability System Performance of Government Institutions and Bureaucratic Reforms (SAKIP).

“Seen from what Pramono Anung delivered on the performance of tasks and functions of Cabinet Secretariat, the rate is indeed above BB,” Asman Abnur said after attending the Exit Meeting on the Evaluation of Accountability System of the Performance of Government Institutions and Bureaucratic Reforms (SAKIP) at the office of the Ministry of State Secretariat, Jakarta, Thursday (21/12).

Asman added that the leader of an institution must know his/her functions in an institution. He added that Cabinet Secretary Pramono Anung has delivered correctly the functions of Cabinet Secretariat and what must be done.

“So now that the Minister already knows his functions and you as staff must also know your contribution. If you still do not know yet your contributions, it means there are things that need to be evaluated, be it to be transferred somewhere else or something else. That’s the main point,” the Minister said.

Asman went on to say that every working unit must know targets that have to be met and every individual in the unit must also know contributions that they have to give.

He also said that he did not want civil servants come to the office without clear purposes. “I’ve seen many examples of civil servants whose goal to come to their work places are simply because they have to record their attendance. However, afterwards, it is not clear what they can produce. In the afternoon, they also record their attendance and then go home. It’s what they do every day,” Asman said, adding that if there are ASN who are like that, the Minister wants them to resign.

“So in the future, we want that all public servants to have real contributions to their institutions. This is the main key for an institution to get AA or BB rating,” the Minister said.

According to Asman, Ministry of PANRB is also now evaluating working units within Cabinet Secretariat to find out if there are some that are not aware of their tasks and functions.

“Because the visions of Cabinet Secretary are to accelerate outputs and produce clear outputs. So if there are units that do not know yet the goals of their leader, I say, we have to question this,” Asman said.

The Exit Meeting was also attended by Vice Cabinet Secretary Ratih Nurdiati, Deputies to Cabinet Secretary, Expert Staffs of Cabinet Secretary, Special Staff of Cabinet Secretary, Echelon II, Echelon III, and Echelon IV officials, as well as staffs at Cabinet Secretariat and the Ministry of PANRB. (FID/AGG/ES) (EP/YM/Naster)
