COVID-19 Task Force Issues Addendum to Circular Number 13/2021 for Domestic Travel

The COVID-19 Task Force has issued Addendum to Circular (SE) Number 13 of 2021 on Eid al-Fitr 1442 Hijriah Pre and Post-Mudik (Annual Exodus) Ban and Efforts to Control the Spread of Corona Virus Disease 2019 (COVID-19) During the Holy Month of Ramadan 1442 Hijriah.

The Addendum signed by Chairperson of the COVID-19 Task Force Doni Monardo on 21 April 2021 regulates extra requirements for domestic travel during D-14 Eid al-Fitr (22 April – 5 May 2021) and D+7 Eid (18 May – 24 May 2021). Meanwhile, during the mudik ban period on 6 – 17 May 2021, Circular of Task Force Number 13 of 2021 will remain in force.

“This Addendum is effective from 22 April to 5 May 2021 and 18 May to 24 May 2021, and will be further reviewed according to the needs and / or developments of the latest situation on the ground,” said Doni.

The Addendum was issued in order to prevent and break the spread of COVID-19 as the infection rate may increase due to people’s mobility during Ramadan and Eid al-Fitr.

In addition, based on the results of Mudik Survey Post-Mudik Ban by Ministry of Transportation, it is found that there are still a group of people who want to mudik between D-7 and D+7 even though the mudik ban is imposed.

“The purpose of this Addendum to the Circular is to anticipate an increase in the flow of population movements that have the potential to increase the transmission of cases between regions in the period before and after the mudik ban,” said Doni.

In addition to the 12 protocol provisions already stated in SE 13/2021, this addendum adds several provisions on the travel protocol, as follows:

  1. In addition to the provisions in item 5, special provisions on the tightening of the mobility of domestic travel apply in the period prior to mudik ban from 22 April to 5 May 2021 and after the period of mudik ban from 18 May to 24 May 2021, with the following conditions:
    1. Traveler using air transportation is required to show a certificate of a negative result of RT-PCR / rapid test antigen taken within a maximum period of 1 x 24 hours before departure, or a certificate of a negative result of the GeNose C19 test at the airport before departure as a travel requirement and fill out Indonesia’s e-HAC;
    2. Traveler using sea transportation must show a negative result of RT-PCR / rapid test antigen taken within a maximum period of 1 x 24 hours before departure, or a certificate of a negative result of the GeNose C19 test at the port before departure as a travel requirement and fill out Indonesia’s e-Hac;
    3. Traveler using ferry is required to show a certificate of a negative result of RT-PCR / rapid test antigen taken within a maximum period of 1 x 24 hours before departure, or a certificate of a negative result of the GeNose C19 test at the port before departure as a travel requirement and fill out Indonesia’s e-Hac;
    4. Routine traveler using sea transportation for limited shipping within the area of one district / regency / province, or by land transportation, both private and public in an urban agglomeration area is not required to show a certificate of RT-PCR test results / rapid test antigen / GeNose C19 test but a random test will be carried out if needed by the Regional COVID-19 Handling Task Force;
    5. Traveler using intercity train is required to show a negative result of the RT-PCR / rapid test antigen taken within a maximum period of 1 x 24 hours before departure, or a certificate of negative results from the GeNose C19 test at the train station before departure as a travel requirement;
    6. Traveler using land public transportation will be subject to a random rapid antigen test / GeNose C19 test if deemed necessary by the Regional COVID-19 Handling Task Force;
    7. Traveler using private land transportation is advised to carry out RT-PCR tests or rapid antigen tests taken within a maximum period of 1 x 24 hours before departure, or the GeNose C19 test in the rest area as a requirement to continue the journey and random tests will be carried out if needed by the Regional COVID-19 Handling Task Force;
    8. Traveler using all modes of public and private land transportation is advised to fill out Indonesia’s e-Hac, while traveler using air and sea transportation is required to fill out Indonesia’s e-Hac;
    9. Children under the age of five are not required to take the RT-PCR test / rapid antigen test / GeNose C19 test as travel requirement;
    10. If the RT-PCR test / rapid antigen test / GeNose C19 test of the traveler is negative but shows symptoms, the traveler may not continue the trip and is required to carry out RT-PCR tests and self-isolation during the waiting time for the results of the examination; and
    11. Ministries / institutions / regional apparatus that carry out functions related to land / sea / air / rail transportation shall follow up this Addendum by issuing legal instruments with reference to the Addendum and the prevailing laws and regulations.
  1. People’s trips during the holy month of Ramadan and Eid al-Fitr 1442 Hijriah as referred to in letter G.1 Circular of Task Force 13/2021 are exempted for logistics distribution service vehicles and travelers with urgent needs, including: work / official travel, visiting sick family, visiting deceased family members, pregnant women who are accompanied by one family member, the need for childbirth accompanied by a maximum of two people, and certain other non-mudik interests accompanied by a certificate from the village head / local village head.
  2. Ministries / agencies, provincial / regency / city governments that will impose special criteria and requirements on travelers in their regions can follow up by issuing legal instruments that are compatible with and not contradictory to the Addendum.
  3. The legal instrument as referred to in Number 15 which regulates the criteria and special requirements constitutes an integral part of the Addendum.

Moreover, this Addendum also mentions the scope, legal basis, definition, monitoring, control and evaluation as stated in Circular Number 13 of 2021. (COVID-19 Handling Task Force/UN) (EST/MUR)
