Mr. National Police Chief, assalamu’alaikum warahmatullahi wabarakatuh. The honorable and respectable Mr. President of the Republic of Indonesia, good morning, Mr. President.

We are currently at the raw material supply chain ecosystem of the Jakarta Metropolitan Regional Police’s Nutritional Provision Service Unit (SPPG), specifically in Pantai Harapan (Jaya) village, Muaragembong district, Bekasi regency. The ecosystem, pioneered by the Jakarta Metropolitan Regional Police Chief since September 15, 2025, through a land use permit cooperation, consists of fish, shrimp, laying hens, and goat farming. Today, on the 49-hectare site, we are harvesting 108,000 tilapia and milkfish, 600,000 tiger and vaname prawns, 1,000 laying hens, and 100 goats. Those will be distributed to 57 Jakarta Metropolitan Regional Police SPPGs through micro, small, and medium enterprises (MSMEs).

Mr. President, we are currently with 100 residents of Pantai Harapan Jaya village, Mitra Peda. Mr. President, previously, they worked odd jobs, but now they earn a decent income through this ecosystem. Mr. President, they would like to express their gratitude directly to you.

Mr. President, the West Papua Regional Police has eight SPPGs, namely two agglomeration SPPGs located in Manokwari and Fakfak areas, and six SPPGs in remote areas in which five SPPGs in the Kaimana Police Resort, and one in the Fakfak Police Resort. These SPPGs have a total of 4,871 beneficiaries and employ 181 people.

Specially for the SPPGs in 3T (underdeveloped, frontier, and outermost), all are currently in operational preparation, Mr. President. And, as in Wamesa village behind us, the development of SPPG here involved community participation, which required extra effort, Mr. President, due to the geographical situation from the regency center. Furthermore, we had to travel by land and sea, which took an average of 40 to 60 minutes due to the extreme climate and weather conditions, including high sea waves, so the procurement of materials and supplies took longer time.

However, we are very enthusiastic, Mr. President, considering the benefits of the Free Nutritious Meals (MBG) for 132 recipients in Wamesa village, consisting of 16 kindergarten students, 90 elementary school students, 5 pregnant women, 6 breastfeeding mothers, and 15 toddlers, all of whom are indigenous Papuans who desperately need this MBG. We are all preparing for the operation of this SPPG-3T by untangling the supply chain from local sources, such as vegetables, fish, venison, and fruit, and some from outside the region, such as Surabaya, Mr. President, including rice, chicken, eggs, and milk. Hopefully, the SPPG here can run well, serving the entire community, Mr. President.

South Kalimantan Regional Police Chief Rosyanto Yudha Hermawan:

Assalamu’alaikum warahmatullahi wabarakatuh.

Respectable and honorable President of the Republic of Indonesia; Respected, Mr. National Police Chief.

We report that in order to follow up on the MBG program, the South Kalimantan Regional Police have carried out several activities, namely building 35 SPPGs, including 10 SPPGs in remote areas and Islamic boarding schools, developing a supply chain ecosystem for SPPG staple foods, ensuring MBG food quality and safety, and developing a SPPG waste processing and utilization system.

We can explain this as follows: first, 10 SPPGs within the Regional Police (Polda) and Resort Police (Polres) are currently operating, employing 454 workers, with a total of 21,302 beneficiaries, including students from kindergarten to high school, pregnant and breastfeeding mothers, toddlers, and students at Islamic boarding schools. Ten SPPGs in remote areas are under construction, with 3,695 potential beneficiaries. We are currently building a second SPPG within the South Kalimantan Regional Police, located in Dalam Pagar village, with 1,837 potential beneficiaries from the Salafiyah Syekh Arsyad Al-Banjari Islamic Boarding School, most of whom come from low-income families, as a manifestation of the Government’s support for religious schools.

Second, to support MBG production, we have also built a supply chain ecosystem through a nutritious food garden program, which we have initiated by building 12 greenhouses filled with various types of vegetables and fruit, as well as 42 biofloc ponds with a capacity of 42,000 fish. All these facilities are sustainably managed by personnel from the South Kalimantan Regional Police and South Kalimantan Regional Police Bhayangkari (police wives association).

Third, using CSR (Corporate Social Responsibility) funds from several companies, we have also donated 40 biofloc ponds to two Islamic boarding schools, namely Salafiyah Arsyad Al-Banjari and Nurul Hijrah Islamic Boarding School. This program does not only support the SPPG supply chain ecosystem, but also fosters economic independence in these Islamic boarding schools. Using CSR funds from PT Antang Gunung Meratus (AGM), we also initiated a beef cattle breeding program with 200 cows in collaboration with ULM (Lambung Mangkurat University). In addition to supporting the MBG supply chain ecosystem, profits from this program are also used to help pay the Single Tuition Fee for underprivileged students, as part of the Police Care for Education Program.

Fourth, we ensure the quality and safety of MBG food through the following steps. First, we screen beneficiaries to detect food allergens and intolerances by distributing questionnaires to them. Second, food security is closely monitored by the Medical and Health Division of the South Kalimantan Regional Police. Third, we implement modern technology machine for washing food trays, which can speed up the washing process and maintain the hygiene of cutlery. Fourth, we utilize leftover fruit peels from SPPG to produce eco-enzymes for corn fertilizer, while food waste is used for animal feed. Liquid waste is filtered using a waste water treatment plant (WWTP), ensuring that the waste water is environmentally safe.

This is our report, Mr. President, and we are fully committed to continuing to support and implement your policies, particularly in realizing a healthy, strong, excellent, and competitive young generation of Indonesia. The respectable and honorable President of the Republic of Indonesia. We would like to report to Mr. President that upon the instructions of the Central Java Police Chief, the Central Java Police currently has 152 SPPGs, making it the regional police with the highest number of SPPGs in Indonesia, employing 6,840 volunteers and 186,000 beneficiaries, including school children, education staff, toddler, and pregnant and breastfeeding mothers.

Some of the advantages reported regarding the Central Java Regional Police’s SPPG include: first, the SPPG serves boarding school students at the Al Maliki Islamic Boarding School in Pekalongan City, Darul Furqon Islamic Boarding School, and Raudlatul Islamiyah Islamic Boarding School in Tegal regency, with a total of 1,000 beneficiaries. Second, the SPPG builds partnerships with village-owned enterprises (BUMDes) to support the SPPG’s supply chain of food raw materials, including rice, plant and animal protein, and vegetables. Third, in several areas affected by natural disasters, the SPPG also provides free nutritious meals to flood-affected residents at evacuation posts. And fourth, the SPPG is owned by a Resort Police’s foundation and cooperative within the Central Java Regional Police. Since this cooperative belongs to all members of the National Police and Bhayangkari, all personnel and Bhayangkari of the Central Java Regional Police will maintain the SPPG to ensure it meets standards and can provide the best service to our children.

The honorable President of the Republic of Indonesia, Mr. Prabowo Subianto. Mr. President and Police Chief, we are reporting live from Majapahit Land, East Java. We are currently standing inside the National Police Food Security Building in Pacing village, Bangsal district, Mojokerto regency, along with the Regional Leadership Communication Forum (Forkopimda) of East Java province and Mojokerto regency.

Our honorable Mr. President, this building where we are in right now is the National Police Food Security Building on a land owned by the National Police of the East Java Regional Police. Specifically, the technical aspects are as follows: the land area is 9,500 square meters, the building area is 1,464 square meters, consisting of two warehouse buildings. Each warehouse has a storage capacity of 1,000 tons, totaling two tons. Furthermore, it employs 50 people. The construction was completed 100% within 120 days, and completed on September 30, 2025, and is now fully operational.

The advantages of this warehouse are: first, it is the first corn warehouse in East Java. During this time, there has been no warehouse specifically dedicated for corn commodity. Second, its strategic and accessible location makes it easier for farmers to access the Bulog (National Logistics Agency) warehouse. This warehouse also has a multiplier effect, covering the needs of the livestock industry throughout East Java by maintaining food availability.

Furthermore, we report that this corn is purchased from East Java farmers who sell their harvest to Bulog at a price of Rp6,400 per kilogram, including PPh 22 (income tax article 22), with a maximum moisture content of 14 percent. Furthermore, this National Police Food Security Warehouse is not only dedicated as Mojokerto’s Bulog warehouse but is also open to assist 13 other Bulog branches in East Java. The construction of this warehouse contributes to Mojokerto’s Bulog annual absorption target amounting to 2,000 tons of 8,092 tons per year.

As proof of readiness, the East Java Regional Police’s Food Security Warehouse has now been stocked with 142 tons of shelled corn from the Mojokerto’s Bulog. This demonstrates professional management between the National Police and Bulog, with the National Police providing land, building infrastructure, and maintaining security, while Bulog handles operations and distribution. This is expected to maintain stable food availability and prices. In the future, this warehouse will be equipped with shelling, drying, and packaging facilities. That is our report from East Java.
