President of the Republic of Indonesia (Joko Widodo)

Assalamu’alaikum warahmatullahi wabarakatuh,
Good morning,
May peace be upon us all,

Distinguished Ministers,

Chief of the Indonesian National Police,

Head of the State Intelligence Agency (BIN),

All ranks of the Indonesian National Defense Force (TNI) and the Indonesian National Police,

Regional Governments and the Regional Leader’s Coordination Forum (Forkopimda),

First and foremost, I am pleased with the vaccination this morning. It is very important given the rise in cases. Hence, we need to accelerate vaccination drive, especially for the elderly and children.

There are two main keys in tackling COVID-19 pandemic including the new Omicron variant. First, acceleration of the premier doses and the booster dose. Second, the compliance of health protocols including wearing a face mask. Once again, I call on people to observe health protocols.

On this auspicious occasion I would like to ask some questions. From Majalengka regency, are you ready?

Majalengka Regency (Regent of Majalengka Karna Sobahi)

Yes, Sir.

President of the Republic of Indonesia (Joko Widodo)

How many people have been vaccinated? How many locations in Majalengka have carried out vaccination?

Majalengka Regency (Regent of Majalengka Karna Sobahi)

Thank you, Mr. President. Assalamu’alaikum warahmatullah wabarakatuh.

President of the Republic of Indonesia (Joko Widodo)

Wa’alaikumsalam warahmatullahi wabarakatuh.

Majalengka Regency (Regent of Majalengka Karna Sobahi)

Distinguished President Jokowi, Ministers.

Let me introduce myself. My Name is Karna Sobahi, Regent of Majalengka. Here I, along with Head of the Precinct Police, the Military District Commander, Head of the Regional Institution of the State Intelligence Agency (BIN), Head of the Majalengka Prosecutors Office (Kejari), all ranks of the Regional Apparatus Organization (OPD), and everyone in two districts, Kertajati district and Jatituju district, would like to deliver reports.

Majalengka regency has a total population of 1,320,854 people. The vaccination target set in the regency is 1,047,000 people of the total population. That includes 126,000 elderly people and 117,000 children aged of 6-11 years old.

As of today, Mr. President, we have administered the first dose of vaccination for 880.419 people (84.44 percent) above 18 years old, including the elderly.

President of the Republic of Indonesia (Joko Widodo)

Good job.

Majalengka Regency (Regent of Majalengka Karna Sobahi)

We are currently accelerating the second dose of vaccination including with the Regional Leader’s Coordination Forum (Forkopimda), community leaders, religious leaders, community organizations. We have set the vaccination drive in Majalengka as a great mass campaign, meaning all sides are involved.

President of the Republic of Indonesia (Joko Widodo)

Well done, Regent of Majalengka.

Majalengka Regency (Regent of Majalengka Karna Sobahi)

We also would like to report, Mr. President, that the second dose of vaccination in Majalengka has reached 61,26 percent of the total population. And the third dose is prioritized for 16.100 public servants. The first dose of vaccination for children aged 6-11 years old has been distributed to 117,000 people and the second dose has reached 46 percent of 54.739 people. There are assumptions that first dose of vaccine is enough for recipients so that the people pretend to be healthy. Thus, we aim to boost the second dose of vaccination.

President of the Republic of Indonesia (Joko Widodo)

Oh, I see.

Majalengka Regency (Regent of Majalengka Karna Sobahi)

Therefore, we, along with Head of the Precinct Police, the Military District Commander, Head of Majalengka Prosecutors Office, all ranks of the Regional Apparatus Organization (OPD), heads of district, village heads, heads of neighborhood (RT) and community (RW) units, carry out dissemination and form a Task Force on Religious Affairs as most people here are obedient to religious leaders.

At every village, there are three officers of the Regional Indonesian Ulema Council (MUI) to help vaccination drive. The Regional Institution of the State Intelligence Agency (BIN) of West Java and the Health Agency of West Java are also involved to help Majalengka regency to boost vaccination drive.

Vaccines that are in stock include 100,000 doses of Sinovac vaccine, 20,000 doses of AstraZeneca vaccine, 6,000 doses of Pfizer vaccine. We continue to administer them to people. We also implement the Puskemas Menganjang (door-to-door vaccination) program to visit residents, fields, markets, and factories. We approach them, Mr. President. We do not wait for them to visit the vaccination location, but we carry out the door-to-door vaccination program.

President of the Republic of Indonesia (Joko Widodo)

Good job.

Majalengka Regency (Regent of Majalengka Karna Sobahi)

All cost has been covered from the Regional Budget (APBD) allocation including the Village Budget (APBDes) considering that the villages have allocated 8 percent of their budget for the vaccination drive. Insyaallah, Mr. President, Majalengka regency is optimistic to complete the vaccination drive.

Moreover, we have seen the last update of COVID-19 case in Majalengka regency. As of February 14, 2022, we recorded an increase in case amounting 58 people. On February 15, 2022 there was an increase in case amounting 97 people. In February, 16, 2022 there were 60 people who were infected and 9 people who died. We continue to cooperate with hospitals, three hospitals in Majalengka regency, Mr. President.

The bed occupancy ratio of the hospitals only reached 20 percent. There are still people who are worried when they test positive for COVID-19 even though they have no symptoms. Therefore, we recommend them to carry out self-isolation at home.

That’s what I can report. Thank you, Mr. President. Wassalamu’alaikum warahmatullahi wabarakatuh.

President of the Republic of Indonesia (Joko Widodo)

Regent of Majalengka, you did a good job. I order the Regional Government of Majalengka along with the Precinct Police, the Military District Command, and the Majalengka Prosecutors Office to boost vaccination drive. Besides health workers, people in places with high social interaction including markets, shopping areas, and other places are urged to get the third dose of vaccine.  Moreover, is the vaccine supply sufficient or the supply needs to be increased?

Majalengka Regency (Regent of Majalengka Karna Sobahi)

We still have an adequate supply of the vaccine. We will continue to coordinate with the provincial office if we have a shortage of vaccine supply. We will ask for assistance from the provincial government, Mr. President.

President of the Republic of Indonesia (Joko Widodo)

There should not be problems in vaccine supply in all regions given a high amount of vaccine supply we have. There is a lot of vaccine supply. So, the supply is adequate. If there is remaining supply in provincial government, you can also ask Ministry of Health for additional supply. Okay, thank you.

Majalengka Regency (Regent of Majalengka Karna Sobahi)

Thank you, Mr. President.

President of the Republic of Indonesia (Joko Widodo)

Now, it is your turn, Regent of Semarang.

In every community health center, we form three vaccination teams to visit villages and sub-districts to coordinate with Heads of Districts, Village Heads, Heads of Sub-districts as well as community leaders and religious leaders. That’s what I can report, Mr. President.

President of the Republic of Indonesia (Joko Widodo)

Thank you, Regent of Semarang. I have noticed that the percentage of the first dose has already reached above 90 percent, the second dose is above 80 percent, the percentage of vaccination for the elderly is also high. It is good achievement for Semarang regency.

Please, immediately complete the vaccination drive especially for the elderly and children so that everyone can be protected from COVID-19. I would like to express my appreciation to Semarang regency whose percentage of vaccination has been high. And I also really appreciate the cooperation between the local government with Precinct Police, the Military District Commander so that the acceleration of vaccination can be done. Is the vaccine supply still sufficient, Mr. Regent of Semarang?

Semarang Regency (Regent of Semarang Ngesti Nugraha)

You’re welcome, Mr. President.

As many as 12 people in Semarang city died due to COVID-19. Furthermore, the acceleration of vaccination in Semarang city continues to carry out, supported by personnel of the Indonesian National Defense Force (TNI) and the Indonesian National Police as well as Governor of Central Java who always call on people to get vaccination. It is recorded that the percentage of the people who has received the first dose of vaccine reached 123 percent, the second dose reached 111 percent while booster dose only reached 15.8 percent or about 200,000 people in Semarang city.

The peak of the vaccination will be in March 2022, Mr. President. We have carried out identification that there will be 500,000 residents of Semarang city that must get booster vaccination.

The percentage of the first dose vaccination for the elderly has reached 86 percent, while the second dose has reached 80 percent. I would like to express my gratitude to Governor of Central Java, Head of the Regional Police, the Regional Military Commander for your achievements in Central Java province and especially Mayor of Semarang.

Once again, I really appreciate that. Indeed, it is a huge achievement. I do not want to ask anything else because the percentage is very high. Thank you. Governor of Central Java, do you have something to say?

Semarang City (Governor of Central Java Ganjar Pranowo)

Thank you, Mr. President. We want to report some additional information. We are now prepared the to increase the number of beds. If the case raises up to 50 percent, we will create a scenario like when we faced Delta variant. Secondly, we are also preparing isolation places. Alhamdulillah, most patients have no symptom so that we can still manage them.

However, we have to be ready to prepare the worst-case scenario; thus the official resident of Mayor of Semarang is now open (for isolation place), regional government’s building is open, Donohudan hajj dormitory is open, as well as emergency hospital for COVID-19. Alhamdulillah, in other regencies / cities in Central Java has done the same thing and I think that the most important thing is to calculate the potential spike learned from the last Delta variant.  That’s what I can report, Mr. President. Thank you.

President of the Republic of Indonesia (Joko Widodo)

Thank you, Governor of Central Java. The most important thing is the percentage of vaccination has is high. Do not forget to comply with health protocols. Insyaallah, Central Java province will be protected from COVID-19 and if there is an increase, the number will be not too high. Thank you.  Next, Aceh province.

Aceh Province (Chief of Aceh Regional Police Ahmad Haydar)

Aceh province, Mr. President.

President of the Republic of Indonesia (Joko Widodo)

Good job, Aceh province.

Aceh Province (Chief of Aceh Regional Police Ahmad Haydar)

The vaccination coverage in Aceh province reached 89.16 percent for the first dose, the second dose reached 43.7 percent, and booster vaccination only reached 0.6 percent. The coverage vaccination for the elderly reached 80.33 percent for the first dose while vaccination for general public and vulnerable groups reached 86.45 percent.

Furthermore, the first dose of vaccination for children aged 12-17 years old reached 79.76 percent, while for children aged 6-11 years old reached 54.28 percent. And the total vaccine supply we received was 4,358,000 and now the total remaining vaccine supply we have is 377,848 doses. It means that in the next month we will need more vaccine supplies and we have coordinated with provincial health agency to increase our vaccine supply.

We have implemented some of the strategies, Mr. President. In addition to carry out preventions of Omicron, namely tightening the PPKM, imposing restrictions in East Aceh, inspecting and tightening at four airports and at Sabang port. Those are strategies we have implemented.

Moreover, we also carry out vaccination competition for all Precinct Polices in Aceh Regional Police for two weeks so that beside we can boost vaccination and we will also get reward. That’s what I can report, Mr. President. Thank you.

Next is West Papua province.

West Papua Province (Chief of West Papua Regional Police Tornagogo Sihombing)

Yes, Sir.

Assalamu’alaikum warahmatullahi wabarakatuh,
Shalom,
Om Swastiastu,

Namo Buddhaya,
May peace be upon us all,

Distinguished President Joko Widodo,

We would like to report that in West Papua regional police area or in West Papua province currently the situation is safe and conducive and the people’s activities are still running as usual. We would like also to report on COVID-19 updates in West Papua province, where there are 1,819 people confirmed positive for COVID-19. 1,647 patients of them undergo self-isolation, 17 patients undergo centralized quarantine, 155 patients or 21 percent are being treated at the hospitals. The BOR (bed occupancy ratio) is still low, Sir.

It means that most COVID-19 patients undergo self-isolation at home. We also would like to inform you, Mr. President, that West Papua recorded zero mortality due to the Omicron variant.

President of the Republic of Indonesia (Joko Widodo)

Great job.

West Papua Province (Chief of West Papua Regional Police Tornagogo Sihombing)

Furthermore, I would like to say that we have sent samples, Sir. As many as 10 samples, today there are 18 samples. The result showed that 7 of 10 samples are identified as Omicron variant. So, we clearly say that Omicron variant has spread in West Papua. Then comes to vaccination updates. We carried out vaccination of the first dose based for 1,174,068 people on the 2020 population census. About 70 percent of them or 797,402 people must be vaccinated in order to achieve herd immunity.

As of today, we apologize that we only carry out the first dose vaccination for 58.2 percent of people, while the second dose reached 38,5 percent, and the booster dose reached 1,7 percent. Once again, we would like to say that the target is based on the 2020 population census.

We also carry out manual measures involving head of neighborhood units (RT), all ranks of the public order officers (Bhabinkamtibmas) and the village supervisory non-commissioned officers (Babinsa), as well as Head of Precinct Police and District Military Commander to find the right data. So, we manually found that there are 754,214 people in West Papua province, Sir. 70 percent of 754,214 people means 528,068 people. In order to achieve herd immunity, we have to vaccinate 528,068 people. From the actual number, we have vaccinated 463,000 people for the first doses.

If we see the actual data, the vaccination coverage we reached is 87.8 percent. For the second dose we reached 58,2 percent. We are telling the truth. We are not denial because we only focus on how we save our people. We are not associated with political interests, but we only deliver the actual data.

Related to vaccine supply, our supply is still 214.242 doses including Sinovac, AstraZeneca, Moderna, and Pfizer. We also still prioritize to administer Sinovac vaccine, Sir considering the place to safe them is simpler. We also propose for additional supply for Sinovac vaccine to Ministry of Health to boost 70 percent of vaccination drive in the end of February or in the beginning of March or in the middle of March 2022. That’s what I can report, Sir. Thank you.

President of the Republic of Indonesia (Joko Widodo)

For West Papua province, please get the people to get vaccinated. Collaborate with religious leaders to the right information (about vaccination) to the people. I noticed that the collaboration between the regional government, Polri, TNI, and Forkopimda was great, but the acceleration of the vaccination must be boost. All of you (children) have been vaccinated or not?

West Papua Province (Representative of West Papuan Children)

Yes, Sir. We have been vaccinated.

President of the Republic of Indonesia (Joko Widodo)

Which dose did you receive? The first dose or the second dose?

West Papua Province (Representative of West Papuan Children)
